Alternative Fuels and Chemicals from Synthesis Gas

The overall objectives of this program are to investigate potential technologies for the conversion of synthesis gas to oxygenated and hydrocarbon fuels and industrial chemicals, and to demonstrate the most promising technologies at DOE's LaPorte, Texas, Slurry Phase Alternative Fuels Development Unit (AFDU). The program will involve a continuation of the work performed under the Alternative Fuels from Coal-Derived Synthesis Gas Program and will draw upon information and technologies generated in parallel current and future DOE-funded contracts.

Direct investigations of supersymmetry: subgroup summary report

A recurring element of the discussions in the Snowmass study is that there is a need and opportunity for improved theoretical tools in preparation for the discovery of Supersymmetry (SUSY). In order to be competitive with mass measurements at the LHC and a linear collider (LC), predictions of sparticle and Higgs masses from given model parameters need to be improved by an order of magnitude in some cases. There is also room for growth and improvement in (Monte Carlo) SUSY event generators. It seems injudicious to discuss priorities in the field of direct SUSY detection independently of having established directly the existence and mass of the Higgs since it is the particle that led to the founding of SUSY models. But under the hypothesis that a light Higgs exists with mass compatible with SUSY, then they should discuss such priorities. As outlined in section III in the context of the flavor-respecting minimal supersymmetric standard model (MSSM), there is no fundamental symmetry to tie, e.g., squark masses to slepton masses, or the gluino mass to the chargino mass or the chargino mass to the neutralino mass. DOE-EPRI On-Line Monitoring Implementation Guidelines

Industry and EPRI experience at several plants has shown on-line monitoring to be very effective in identifying out-of-calibration instrument channels or indications of equipment-degradation problems. The EPRI implementation project for on-line monitoring has demonstrated the feasability of on-line monitoring at several participating nuclear plants. The results have been very enouraging, and substantial progress is anticipated in the coming years.

Energy Tax Policy

Omnibus energy legislation (H.R. 4) that is now in conference would expand energy tax incentives significantly. The House passed the bill on August 2, 2001, and the Senate approved its version April 25, 2002. Several energy tax issues are addressed in these bills: 1) tax incentives to increase the supply of oil and gas, and the demand for coal; 2) energy tax issues relating to energy conservation and energy efficiency; 3) energy tax issues relating to alternative fuels; 4) selected issues relating to electricity restructuring; and 5) expiring energy tax provisions.

A briefing report issued by the General Accounting Office with an abstract that begins "Concerned with the time, money, and resources that the federal government expends servicing its vehicle and engine fleet, the Senate Committee on Environment and Public Works asked GAO to compile information on the government's use of engine lubricating oil. GAO was asked to determine: (1) how much engine lubricating oil the federal government bought in fiscal years 1999, 2000, and 2001; (2) what costs are incurred for the disposal and recycling of engine lubricating oil; (3) what costs are incurred for changing motor oil in military and civilian fleets; (4) what logistical implications exist for the transport of engine lubricating oil during recent military operations; and (5) what options exist for reducing purchase, maintenance, and disposal costs for engine lubricating oil. To conduct its study, GAO focused on three agencies that account for 79 percent of all non-tactical vehicles owned or leased by the U.S. government: the U.S. Postal Service (USPS), the Department of Defense (DOD), and the General Services Administration (GSA). It compiled information only on engine lubricating oil used in ground vehicles and equipment and not in aircraft and ships."

The Export Administration Act: Controversy and Prospects

The 108th Congress again is expected to consider legislation to rewrite or to reauthorize the Export Administration Act (EAA). In the 107th Congress, the Export Administration Act of 2001 (S. 149) was introduced on January 23, 2001. The Senate passed S. 149 on September 6, 2001 by a vote of 85-14. A companion version in the House, H.R. 2581, was introduced by Rep. Gilman on July 20, 2001. The House International Relations Committee reported the measure with 35 amendments on August 1. The House Armed Services Committee further amended H.R. 2581 and reported out the bill on March 6, 2002. The difficulty in passing a comprehensive rewrite of the EAA has resulted, in part, from the continuing tension between national security and commercial concerns. Industry groups, proponents of heightened export controls, the Administration, and Congress have all participated in the reauthorization debate.

Export Administration Act of 1979 Reauthorization

The Export Administration Act of 2001 was introduced on January 23, 2001. Hearings were held by the Senate Banking, Housing, and Urban Affairs Committee, and the bill was reported for consideration by the full Senate by a vote of 19-1 to March 22, 2001. A companion version in the House, H.R. 2581, was introduced by Rep. Gilmanon July 20, 2001. The House International Relations Committee reported the measure with 35 amendments on August 1. The Export Administration Act of 1979 expired on August 20, 2001, however the President extended export control authority and the Export Administration Regulations by invoking the International Emergency Economic Powers Act. During the 106th Congress, both houses held hearings on export control legislation and the Senate Banking Committee voted to adopt the Export Administration Act of 1999 (S. 1712, reported on October 8, 1999, S.Rept. 106-180).

OAK B188 Single nucleotide polymorphism (SNPs) are the most common form of sequence variation in the human genome, and based on their natural frequency, they are also likely to be the underlying cause of most phenotypic differences in humans. Since SNPs are found in both coding and non-coding regions of the genome, randomly distributed markers as well as markers clustered in genes can be discovered. The majority of SNPs found in coding regions (cSNPs) are single base substitutions that may or may not lead to amino acid substitutions. Some cSNPs can result in changes in the activity of protein by altering a functionally important amino acid residue(s), and these are of interest for their potential links with phenotype, e.g. disease susceptibility or resistance. Other cSNPs (synonymous and non-synonymous) may prove useful for their potential links to functional cSNPs via linkage disequilibrium mapping. With funding from the Department of Energy, we have explored approaches: (1) to improve technology to find SNPs in the human genome using fluorescence-based sequencing, and (2) to mine SNPs from genome resources such as expressed-sequence tag (EST) sequences.

A Free Trade Area of the Americas: Status of Negotiations and Major Policy Issues

At the second Summit of the Americas in Santiago, Chile (April 1998), 34 Western Hemisphere nations agreed to initiate formal negotiations to create a Free Trade Area of the Americas (FTAA) by 2005. The process so far has led to two draft texts, the second completed for the November 1, 2002 trade ministerial in Quito, Ecuador. The many sections of “bracketed” text indicate that there are still significant differences to be worked out. Although implementing legislation is not anticipated until the next Congress at the earliest, for an FTAA agreement to be signed in January 2005, the 108th Congress, having an expanded oversight authority as defined in the Trade Act of 2002 (P.L. 107-210), will play a crucial role during this last phase of the FTAA negotiations. This report will be updated periodically.
