According to its November 30, 2005, “Strategy for Victory,” the Bush Administration indicates that U.S. forces will remain in Iraq until the country is able to provide for its own security and does not serve as a host for radical Islamic terrorists. This report discusses the background of the issue and examines several security challenges, response, and other policy options for the U.S.

Iraq: U.S. Casualties

The following casualty data was compiled by the Department of Defense (DOD), as tallied from the agency's press release. Table 1 provides statistics on fatalities during Operation Iraqi Freedom, which began on March 19, 2003, and is ongoing, as well as on the number of fatalities since May 1, 2003, plus statistics on those wounded, but not killed, since March 19, 2003. Troop Levels in the Afghan and Iraq Wars, FY2001-FY2012: Cost and Other Potential Issues

In February and March 2009, the Obama Administration announced its overall plans to increase troop levels in Afghanistan and decrease troop levels in Iraq for 2009 through 2011. Using several Department of Defense (DOD) data reports, this report describes, analyzes, and estimates deployed troop strength from the 9/11 attacks to FY2012 to provide Congress with a tool to assess current and future DOD war funding requests; implications for the U.S. military presence in the region; and deployment burdens on individual service members and each of the services.

Iraq's Debt Relief: Procedure and Potential Implications for International Debt Relief

This report discusses the Iraqi debt problem in three parts: [1] overview of the Iraq debt situation following the ouster of the Saddam regime; [2] subsequent debt relief negotiations and their resolution; [3] possible implications for future debt relief cases that arise from Iraq's experience. The implications are: a willingness by the international community to grant a stay on the enforcement of creditor rights; an increased flexibility in Paris Club debt relief decisions; and an unwillingness by successor regimes to claim that their debt is odious and repudiate it.
