Engineering work plan for implementing the Process Condensate Recycle Project at the 242-A evaporator

The 242-A Evaporator facility is used to reduce the volume of waste stored in the Hanford double shell tanks. This facility uses filtered raw water for cooling, de-entrainment pad sprays, pump seal water, and chemical tank make-up. Some of these uses result in the introduction of filtered raw water into the process, thus increasing the volume of waste requiring evaporation and subsequent treatment by the 200 East Effluent Treatment Facility. The pump seal water and the de-entrainment pad spray systems were identified as candidates for a waste minimization upgrade. This work plan describes the activities associated with the design, installation, testing and initial operation of the process condensate recycle system. Implementation of the process condensate recycle system will permit the use of process condensate in place of raw water for the de-entrainment pad sprays and pump seals. This will reduce the amount of low-level liquid waste and generated during facility operation through source reduction and recycling.

In this document, the hazard categorization is determined for activities associated with Project W-272, Special Case Waste (SWC) Storage Modules that will be placed on concrete slabs in the Solid Waste Operations Complex (SWOC) in the 200 West Area of the Hanford site. In this categorization, the activities that take place within the boundaries of the SWOC are addressed; therefore, only the receipt, offloading, handling, and storing of the Special Case Waste at the SWOC are of concern. This revision updates the radioactive material inventory, reverses the assumption that the SCW meets the criteria of Packaging and Transportation of Radioactive Materials (10 CFR 71), Section 71.75, Qualification of Special Form Radioactive Material, and evaluates the project based upon the criteria and guidance provided by US Department of Energy (DOE)-STD-1027-92, Hazard Categorization and Accident Analysis Techniques for Compliance with DOE Order 5480.23, Nuclear Safety Analysis Reports. The Pacific Northwest Laboratory Building 324 B-Cell waste inventory consists of reactor fuel, irradiated fuel, fuel cladding, and vitrified forms of these fuel elements. The waste contains no toxic chemicals or hydrogenous materials. Geological and petrophysical characterization of the Ferron Sandstone for 3-D simulation of a fluvial-deltaic reservoir. Technical progress report, January 1, 1995--March 31, 1995

The objective of this project is to develop a comprehensive, interdisciplinary, and quantitative characterization of a fluvial-deltaic reservoir which will allow realistic inter-well and reservoir-scale modeling to be developed for improved oil-field development in similar reservoirs world-wide. The geological and petrophysical properties of the Cretaceous Ferron Sandstone in east-central Utah will be quantitatively determined. Both new and existing data will be integrated into a three-dimensional representation of spatial variations in porosity, storativity, and tensorial rock permeability at a scale appropriate for inter-well to regional-scale reservoir simulation. Results could improve reservoir management through proper infill and extension drilling strategies, reduction of economic risks, increased recovery from existing oil fields, and more reliable reserve calculations. Transfer of the project results to the petroleum industry is an integral component of the project.

US Department of Energy Office of Inspector General report on audit of program administration by the Office of Energy Research

The objective of the audit was to determine whether Energy Research had established performance expectations, including performance criteria and metrics, and used these expectations to monitor progress for basic and applied research performed at the Department`s national laboratories. Congressional and Departmental initiatives envision improved contract and program performance by requiring program managers to set measurable performance expectations. Even though research outcomes are inherently unpredictable, performance expectations can and should be established for scopes of work, milestones, resource limits and deliverables. However, Energy Research generally did not clearly specify--at either an aggregated program or individual task level--such expectations for research at the Department`s national laboratories. While information was available in the contractor`s research proposals, Energy Research essentially relied on the contractors to initiate and execute the research without agreement on expectations. This practice provided the Department with little basis to measure and evaluate contractor performance. Energy Research agreed in part with the finding and will take action on the recommendations in the report.

Test procedure for the Master-Lee and the modified Champion four inch hydraulic cutters

The Master-Lee and the modified Champion 4 Inch hydraulic cutters are being retested to gather and document information related to the following: determine if the Master-Lee cutters will cut the trunnions of an Aluminum fuel canister and a Stainless Steel fuel canister; determine if the Master-Lee cutters will cut 1{1/2} inch diameter fire hose; determine if the modified Champion 4 inch blade will cut sections of piping; and determine the effectiveness of the centering device for the Champion 4 Inch cutters. Determining the limitations of the hydraulic cutter will aid in the process of debris removal in the K-Basin. Based on a previous test, the cutters were returned to the manufacturer for modifications. The modifications to the Champion 4 Inch Cutter and further testing of the Master-Lee Cutter are the subjects of these feature tests.

Nuclear safety analyses and core design calculations to convert the Texas A & M University Nuclear Science Center reactor to low enrichment uranium fuel. Final report

This project involved performing the nuclear design and safety analyses needed to modify the license issued by the Nuclear Regulatory Commission to allow operation of the Texas A& M University Nuclear Science Center Reactor (NSCR) with a core containing low enrichment uranium (LEU) fuel. The specific type of LEU fuel to be considered was the TRIGA 20-20 fuel produced by General Atomic. Computer codes for the neutronic analyses were provided by Argonne National Laboratory (ANL) and the assistance of William Woodruff of ANL in helping the NSCR staff to learn the proper use of the codes is gratefully acknowledged. The codes applied in the LEU analyses were WIMSd4/m, DIF3D, NCTRIGA and PARET. These codes allowed full three dimensional, temperature and burnup dependent calculations modelling the NSCR core to be performed for the first time. In addition, temperature coefficients of reactivity and pulsing calculations were carried out in-house, whereas in the past this modelling had been performed at General Atomic. In order to benchmark the newly acquired codes, modelling of the current NSCR core with highly enriched uranium fuel was also carried out. Calculated results were compared to both earlier licensing calculations and experimental data and the new methods were found …

DESIGN PACKAGE 1D SYSTEM SAFETY ANALYSIS

The purpose of this analysis is to systematically identify and evaluate hazards related to the Yucca Mountain Project Exploratory Studies Facility (ESF) Design Package 1D, Surface Facilities, (for a list of design items included in the package 1D system safety analysis see section 3). This process is an integral part of the systems engineering process; whereby safety is considered during planning, design, testing, and construction. A largely qualitative approach was used since a radiological System Safety analysis is not required. The risk assessment in this analysis characterizes the accident scenarios associated with the Design Package 1D structures/systems/components in terms of relative risk and includes recommendations for mitigating all identified risks. The priority for recommending and implementing mitigation control features is: (1) Incorporate measures to reduce risks and hazards into the structure/system/component (S/S/C) design, (2) add safety devices and capabilities to the designs that reduce risk, (3) provide devices that detect and warn personnel of hazardous conditions, and (4) develop procedures and conduct training to increase worker awareness of potential hazards, on methods to reduce exposure to hazards, and on the actions required to avoid accidents or correct hazardous conditions. Estimates of laboratory accuracy and precision on Hanford waste tank samples

A review was performed on three sets of analyses generated in Battelle, Pacific Northwest Laboratories and three sets generated by Westinghouse Hanford Company, 222-S Analytical Laboratory. Laboratory accuracy and precision was estimated by analyte and is reported in tables. The sources used to generate this estimate is of limited size but does include the physical forms, liquid and solid, which are representative of samples from tanks to be characterized. This estimate was published as an aid to programs developing data quality objectives in which specified limits are established. Data resulting from routine analyses of waste matrices can be expected to be bounded by the precision and accuracy estimates of the tables. These tables do not preclude or discourage direct negotiations between program and laboratory personnel while establishing bounding conditions. Programmatic requirements different than those listed may be reliably met on specific measurements and matrices. It should be recognized, however, that these are specific to waste tank matrices and may not be indicative of performance on samples from other sources.

Dropping of mixing pump in Tank 102-AP

The purpose of this study is to examine dropping of the mixing pump in Tank 102-AP during its removal poses the risk of causing a leak in the tank bottom with attendant potential for public exposure from the leak. The purpose of this investigation is to examine the potential for causing such a leak (i.e., estimated frequency of leak occurrence); to qualitatively estimate leak magnitude if its is a credible event; and, finally to compare the worker hazard, in the installation of an impact limiter (should it be required), to that which the public might incur if a leak is manifest in the tank bottom. The ultimate goal of the study is, of course, to assess the need for installation of an impact limiter.

A key factor to Hanford Site well integration was the need to clearly identify a responsible party for each of the wells. WHC was asked to identify all wells on site, the program(s) using each well, and the program ultimately responsible for the well. This report lists the custodian and user(s) for each Hanford well and supplies a comprehensive list of all decommissioned and orphaned wells on the Hanford Site. This is the first update to the original report released in December 1993.

Expedited demonstration of molten salt mixed waste treatment technology. Final report

This final report discusses the molten salt mixed waste project in terms of the various subtasks established. Subtask 1: Carbon monoxide emissions; Establish a salt recycle schedule and/or a strategy for off-gas control for MWMF that keeps carbon monoxide emission below 100 ppm on an hourly averaged basis. Subtask 2: Salt melt viscosity; Experiments are conducted to determine salt viscosity as a function of ash composition, ash concentration, temperature, and time. Subtask 3: Determine that the amount of sodium carbonate entrained in the off-gas is minimal, and that any deposited salt can easily be removed form the piping using a soot blower or other means. Subtask 4: The provision of at least one final waste form that meets the waste acceptance criteria of a landfill that will take the waste. This report discusses the progress made in each of these areas.

This Quality Assurance Program Plan (QAPP) is organized to address WHC`s implementation of quality assurance requirements as they are presented as interpretive guidance endorsed by the Department of Energy (DOE) Field Office, Richland DOE Order 5700.6C Quality Assurance. The quality assurance requirements presented in this plan will assure Measuring and Test Equipment (M and TE) are in conformance with prescribed technical requirements and that data provided by testing, inspection, or maintenance are valid. This QAPP covers all activities and work elements that are variously called QA, quality control, and quality engineering regardless of the organization performing the work. This QAPP identifies the QA requirements for planning, control, and documentation of operations, modifications, and maintenance of the WHC Site Physical and Electrical Calibration Services Laboratory. The primary function of the WHC Site Physical and Electrical Calibration Services Laboratory is providing calibration, standardization, or repair service of M and TE.
