Information Security: Governmentwide Guidance Needed to Assist Agencies in Implementing Cloud Computing

Testimony issued by the Government Accountability Office with an abstract that begins "Cloud computing, an emerging form of computing where users have access to scalable, on-demand capabilities that are provided through Internet-based technologies, reportedly has the potential to provide information technology services more quickly and at a lower cost, but also to introduce information security risks. Accordingly, GAO was asked to testify on the benefits and risks of moving federal information technology into the cloud. This testimony summarizes the contents of a separate report that is being released today which describes (1) the models of cloud computing, (2) the information security implications of using cloud computing services in the federal government, and (3) federal guidance and efforts to address information security when using cloud computing. In preparing that report, GAO collected and analyzed information from industry groups, private-sector organizations, and 24 major federal agencies."

This document presents GAO's strategic plan for serving the Congress for fiscal years 2010 through 2015. In keeping with our commitment to update our plan every 3 years, it describes our proposed goals and strategies for supporting the Congress and the nation as the United States undergoes a period of change, daunting challenges, and promising opportunities. A letter report issued by the Government Accountability Office with an abstract that begins "In 2006, the Department of Defense (DOD) established the Joint Improvised Explosive Device Defeat Organization (JIEDDO) to lead, advocate, and coordinate all DOD actions to defeat improvised explosive devices (IEDs). Since 2007, GAO has reported on several issues related to JIEDDO's management and transparency of operations. In response to the 2008 National Defense Authorization Act conference report, mandating that GAO review JIEDDO's efforts, this report addresses the extent to which JIEDDO has (1) measured the effectiveness of its efforts and investments, (2) adhered to its review and approval process for developing counter-IED initiatives, and (3) taken action to address overall internal control weaknesses previously reported by GAO. To address these objectives, GAO analyzed relevant documents and discussed with relevant officials their guidance, oversight, and internal control processes to carry out JIEDDO operations. GAO also conducted case studies of 56 of 497 initiatives JIEDDO's initiative management system."

For example, in 2012, the export price (the proxy for the U.S. price) for titanium bar--used to make engine blades--was higher than the import price (the proxy for the foreign price), while the export price for titanium sheet--used to make wing components--was less than the import price. Industry officials noted that these differences may be due to varying operating costs and titanium production capabilities in different countries and to titanium producers' negotiated agreements with prime contractors or aircraft component manufacturers."

Climate Change Mitigation and Green Growth in Developing Asia

Developing Asia is the driver of today’s emissions intensive global economy. As the principal source of future emissions, the region is critical to the task of global climate change mitigation. Reflecting this global reality and a range of related domestic issues, the governments of the People’s Republic of China, India, Indonesia, Thailand, and Viet Nam have embarked upon an ambitious policy agenda. This report reviews the present and future policy settings for climate change mitigation and green growth in Asia’s major emerging economies. Although recent targets and commitments will involve a fundamental change in emissions trajectories, the urgency and extent of necessary global action requires ambition to be raised even further in developing Asia. An additional transformation will be required for the trajectory of emissions and energy demand, as well as the future composition of the power generation mix. Achieving these transformations will not be easy. There are a substantial number of policy instruments available, yet significant obstacles stand in the way of their effective deployment. Governments face a number of policy challenges, including: energy sector reform, economic reform, strengthening institutional capacity, and securing international support. This report provides background information and issues for Congress on the sustainment and modernization of the Coast Guard’s polar icebreaker fleet, which performs a variety of missions supporting U.S. interests in polar regions. The Coast Guard’s proposed FY2015 budget requests $6 million to continue initial acquisition activities for a new polar icebreaker. The issue for Congress is whether to approve, reject, or modify Coast Guard plans for sustaining and modernizing its polar icebreaking fleet. Congressional decisions on this issue could affect Coast Guard funding requirements, the Coast Guard’s ability to perform its polar missions, and the U.S. shipbuilding industrial base.
