Marijuana: Early Experiences with Four States' Laws That Allow Use for Medical Purposes

A letter report issued by the General Accounting Office with an abstract that begins "A number of states have adopted laws that allow medical use of marijuana. Federal law, however, does not recognize any accepted medical use for marijuana and individuals remain subject to federal prosecution for marijuana possession. Debate continues over medical effectiveness of marijuana, and over government policies surrounding medical use. State laws in Oregon, Alaska, Hawaii, and California allow medical use of marijuana under specified conditions. All four states require a patient to have a physician's recommendation to be eligible for medical marijuana use. Alaska, Hawaii, and Oregon have established state-run registries for patients and caregivers to document their eligibility to engage in medical marijuana use; these states require physician documentation of a person's debilitating condition to register. Laws in these states also establish maximum allowable of marijuana for medical purposes. California's law does not establish a state-run registry or establish maximum allowable amounts of marijuana. Relatively few people had registered to use marijuana for medical purposes in Oregon, Hawaii, and Alaska. Information on the Number of Small Business Set-Asides Issued and Successfully Challenged

Correspondence issued by the General Accounting Office with an abstract that begins "The Small Business Act requires small businesses to have the maximum practicable opportunity to participate in the performance of federal government contracts. Congress directed the President to set a governmentwide goal of at least 23 percent of the total dollar value of the federal government's prime contract awards to be awarded to small businesses each fiscal year. The small Business Administration's (SBA) Procurement Center Representatives (PCRs) work with federal agencies and procuring activities by reviewing proposed acquisitions to determine whether they can be set aside for small businesses. GAO found that the number of PCR-recommended small businesses set-asides has declined by almost one-half since fiscal year 1991. Overall, contracting officers accepted 76 percent of the set-aside recommendations. Of the 24 percent rejected, SBA did not pursue 85 percent. Of the 15 percent appealed, 26 percent were successful. SBA officials attributed the decline to several factors, including (1) downsizing the number of PCRs; (2) assigning other duties to PCRs, such as requiring some PCRs to be Commercial Marketing Representatives, further reducing available PCR resources; and (3) fewer set-aside opportunities due to increasing size and individual federal procurements. The act requires each federal agency to issue a regulation adjusting its covered maximum and minimum civil monetary penalties for inflation by October 23, 1996, and requires them to make necessary adjustments at least once every 4 years thereafter. During the review, GAO determined that the United States Coast Guard published its first round of penalty adjustments in 1997, but has not published a second round of adjustment for 56 eligible penalties."

A letter report issued by the General Accounting Office with an abstract that begins "After the September 11, 2001, terrorist attacks, domestic military installations increased their antiterrorism measures to their highest levels. These measures were reduced in the weeks following the attacks, but because of the persistent nature of the threat, the antiterrorism posture at domestic installations remains at a higher than normal level more than 1 year later. The Department of Defense's (DOD) budget request for fiscal year 2003 includes more than $10 billion for combating terrorism activities, which includes a substantial increase in funding for antiterrorism measures to safeguard personnel and strategic issues. The service headquarters GAO reviewed did not use a comprehensive results-oriented management framework to guide their antiterrorism efforts. According to service officials, a comprehensive results-oriented management framework for antiterrorism efforts is not consistently used across all services and commands because DOD does not require it, and service officials indicated that they were reluctant to develop such an approach before the forthcoming DOD-wide antiterrorism strategy was issued. Pressurized Fluidized Bed Combustion Second-Generation System Research and Development

Research is being conducted under United States Department of Energy (DOE) Contract DE-AC21-86MC21023 to develop a new type of coal-fired plant for electric power generation. This new type of plant--called a Second-Generation or Advanced Pressurized Circulating Fluidized Bed Combustion (APCFB) plant--offers the promise of efficiencies greater than 45% (HHV), with both emissions and a cost of electricity that are significantly lower than conventional pulverized-coal-fired plants with scrubbers. The APCFB plant incorporates the partial gasification of coal in a carbonizer, the combustion of carbonizer char in a pressurized circulating fluidized bed boiler (PCFB), and the combustion of carbonizer syngas in a topping combustor to achieve gas turbine inlet temperatures of 2300 F and higher. A conceptual design was previously prepared for this new type of plant and an economic analysis presented, all based on the use of a Siemens Westinghouse W501F gas turbine with projected carbonizer, PCFB, and topping combustor performance data. Having tested these components at the pilot plant stage, the referenced conceptual design is being updated to reflect more accurate performance predictions together with the use of the more advanced Siemens Westinghouse W501G gas turbine and a conventional 2400 psig/1050 F/1050 F/2-1/2 in. steam turbine. Post-Lamination Manufacturing Process Automation for Photovoltaic Modules: Final Subcontract Report, April 1998 - April 2002

This report describes the automated systems developed for PV module assembly and testing processes after lamination. These processes are applicable to a broad range of module types, including those made with wafer-based and thin-film solar cells. Survey data and input from module manufacturers gathered during site visits were used to define system capabilities and process specifications. Spire completed mechanical, electrical, and software engineering for four automation systems: a module edge trimming system, the SPI-TRIM 350; an edge sealing and framing system, the SPI-FRAMER 350; an integrated module testing system, the SPI-MODULE QA 350; and a module buffer storage system, the SPI-BUFFER 350. A fifth system for junction-box installation, the SPI-BOXER 350, was nearly completed during the program. A new-size solar simulator, the SPI-SUN SIMULATOR 350i, was designed as part of the SPI-MODULE QA 350. This simulator occupies minimal production floor space, and its test area is large enough to handle most production modules. The automated systems developed in this program are designed for integration to create automated production lines.

Pelagic fishes, such as kokanee and rainbow trout, provide an important fishery in Lake Roosevelt; however, spawner returns and creel results have been below management goals in recent years. Our objective was to identify factors that potentially limit pelagic fish production in Lake Roosevelt including entrainment, food limitation, piscivory, and other abiotic factors. We estimated the ratio of total fish entrained through Grand Coulee Dam to the pelagic fish abundance for September and October, 1998. If the majority of these fish were pelagic species, then entrainment averaged 10-13% of pelagic fish abundance each month. This rate of entrainment could impose considerable losses to pelagic fish populations on an annual basis. Therefore, estimates of species composition of entrained fish will be important in upcoming years to estimate the proportion of stocked pelagic fish lost through the dam. Food was not limiting for kokanee or rainbow trout populations since growth rates were high and large zooplankton were present in the reservoir. Estimates of survival for kokanee were low (< 0.01 annual) and unknown for rainbow trout. We estimated that the 1997 standing stock biomass of large (>1.1 mm) Daphnia could have supported 0.08 annual survival by kokanee and rainbow trout before fish …

Westslope cutthroat trout (Oncorhynchus clarki lewisi) and bull trout (Salvelinus confluentus) are currently of special concern regionally and are important to the culture and subsistence needs of the Coeur d'Alene Tribe. The mission of the Coeur d'Alene Tribe Fisheries Program is to restore and maintain these native trout and the habitats that sustain them in order to provide subsistence harvest and recreational fishing opportunities for the Reservation community. The adfluvial life history strategy exhibited by westslope cutthroat and bull trout in the Lake Coeur d'Alene subbasin makes these fish susceptible to habitat degradation and competition in both lake and stream environments. Degraded habitat in Lake Coeur d'Alene and its associated streams and the introduction of exotic species has lead to the decline of westslope cutthroat and listing of bull trout under the endangered species act (Peters et al. 1998). Despite the effects of habitat degradation, several streams on the Reservation still maintain populations of westslope cutthroat trout, albeit in a suppressed condition (Table 1). The results of several early studies looking at fish population status and habitat condition on the Reservation (Graves et al. 1990; Lillengreen et al. 1993, 1996) lead the Tribe to aggressively pursue funding for habitat restoration …

Development of Improved Models and Designs for Coated-Particle Gas Reactor Fuels (I-NERI Annual Report)

The objective of this INERI project is to develop improved fuel behavior models for gas reactor coated particle fuels and to develop improved coated-particle fuel designs that can be used reliably at very high burnups and potentially in fast gas-cooled reactors. Thermomechanical, thermophysical, and physiochemical material properties data were compiled by both the US and the French and preliminary assessments conducted. Comparison between U.S. and European data revealed many similarities and a few important differences. In all cases, the data needed for accurate fuel performance modeling of coated particle fuel at high burnup were lacking. The development of the INEEL fuel performance model, PARFUME, continued from earlier efforts. The statistical model being used to simulate the detailed finite element calculations is being upgraded and improved to allow for changes in fuel design attributes (e.g. thickness of layers, dimensions of kernel) as well as changes in important material properties to increase the flexibility of the code. In addition, modeling of other potentially important failure modes such as debonding and asphericity was started. Physical and Computational Modeling for Chemical and Biological Weapons Airflow Applications

There is a need for information on dispersion and infiltration of chemical and biological agents in complex building environments. A recent collaborative study conducted at the Idaho National Engineering and Environmental Laboratory (INEEL) and Bechtel Corporation Research and Development had the objective of assessing computational fluid dynamics (CFD) models for simulation of flow around complicated buildings through a comparison of experimental and numerical results. The test facility used in the experiments was INEEL’s unique large Matched-Index-of-Refraction (MIR) flow system. The CFD code used for modeling was Fluent, a widely available commercial flow simulation package. For the experiment, a building plan was selected to approximately represent an existing facility. It was found that predicted velocity profiles from above the building and in front of the building were in good agreement with the measurements.

Changes in the Carbon and Energy Balance of the Sagebrush Steppe Ecosystem of the Pacific Northwest - White Paper

We propose a multi-agency study to understand the impacts of land-use change on the carbon and energy balance of the Pacific Northwest. By integrating data for the carbon and energy fluxes across different scales within each land-use type, we will develop more accurate input parameters for the regional climate models. The product of this study will address two priorities recommended by the National Academy of Sciences; 1) reduce uncertainties in climate change projections and 2) provide a more definitive evaluation of long-term changes.
