Controlling the atom. The beginnings of nuclear regulation 1946--1962 (open access)

Controlling the atom. The beginnings of nuclear regulation 1946--1962

This book traces the early history of nuclear power regulation in the US. It focuses on the Atomic Energy Commission (AEC), the federal agency that until 1975 was primarily responsible for planning and carrying out programs to protect public health and safety from the hazards of the civilian use of nuclear energy. It also describes the role of other groups that figured significantly in the development of regulatory policies, including the congressional Joint Committee on Atomic Energy, federal agencies other than the AEC, state governments, the nuclear industry, and scientific organizations. And it considers changes in public perceptions of and attitudes toward atomic energy and the dangers of radiation exposure. The context in which regulatory programs evolved is a rich and complex mixture of political, legislative, legal, technological, scientific, and administrative history. The basic purpose of this book is to provide the Nuclear Regulatory Commission (NRC), which inherited responsibility for nuclear safety after Congress disbanded the AEC, and the general public with information on the historical antecedents and background of regulatory issues.

Realizing a hydrogen future: Hydrogen Technical Advisory Panel recommendations (brochure)

When generated from renewable sources, hydrogen production and use is part of a clean, cyclic process. Hydrogen can be used to generate electricity, heat homes and businesses, fuel vehicles, and produce commodities used every day. The Hydrogen Technical Advisory Panel's (HTAP) primary functions are to advise the Secretary of Energy on the implementation of the U.S.DOE programs in hydrogen RD and D and to review and make recommendations on the economic, technical, and environmental consequences of deploying safe hydrogen energy systems.

Biofuels News, Vol. 2, Issue 3, Summer 99

The focus of this Biofuels News is biodiesel. Biodiesel is a domestically produced renewable fuel that is made by reacting alcohol (usually methanol or ethanol) with vegetable oils, animal fats, or recycled cooking greases. It can be used neat (pure) or in blends (the most popular is 20% biodiesel blend) with any type of diesel fuel.

FEMP Renewable Energy Fact Sheet: Photovoltaics

Photovoltaic energy systems, which convert sunlight to electricity, can meet many different needs in Federal facilities. This fact sheet describes how photovoltaic (PV) energy systems can be used to provide electricity for lighting, communications, refrigeration, fans, signs, pumps, drilling equipment, emergency power packs, and cathodic (corrosion) protection, among others. Applications for PV power in Federal facilities include staff housing, parking areas, campgrounds, marinas, visitor centers, roadside communications equipment, ranger stations, underground pipelines, irrigation and disinfecting systems, and disaster response units. PV systems are particularly suitable and cost-effective for facilities that now use diesel power or that are in remote areas far from electric power lines.

Application of Synchrotron Radiation in the Geological and Environmental Sciences (open access)

Application of Synchrotron Radiation in the Geological and Environmental Sciences

A survey of some of the different ways that synchrotrons x-ray beams can be used to study geological materials is presented here. This field developed over a period of about 30 years, and it is clear that the geological community has made major use of the many synchrotrons facilities operating around the world during this time period. This was a time of rapid change in the operational performance of the synchrotrons facilities and this in itself has made it possible for geologists to develop new and more refined types of experiments that have yielded many important results. The advance in experimental techniques has proceeded in parallel with a revolution in computing techniques that has made it possible to cope with the great amount of data accumulated in the experiments. It is reasonable, although risky, to speculate about what might be expected to develop in the field during the next five- to ten-year period. It does seem plausible that the rate of change in the performance of what might now be called conventional x-ray storage rings will slow. There are no new facilities that are superior to the ESRF, ALS, APS, or SPring8 facilities under construction or about to come into …

Counting on Solar Power for Disaster Relief: Federal Energy Management Program (FEMP) Technical Assistance Fact Sheet (open access)

Counting on Solar Power for Disaster Relief: Federal Energy Management Program (FEMP) Technical Assistance Fact Sheet

When disaster strikes, electric power is usually the first critically important service to be lost. After several years of research and development, portable electric generator sets (gensets) are now entering the marketplace. The new gensets make use of solar electric panels known as photovoltaics (PV) to produce electricity. These gensets are reliable, safe to operate, highly mobile and will supply much-needed power for emergency response teams.

Studying Wind Energy/Bird Interactions: A Guidance Document

This guidance document is a product of the Avian Subcommittee of the National Wind Coordinating Committee (NWCC). The NWCC was formed to better understand and promote responsible, credible, and comparable avian/wind energy interaction studies. Bird mortality is a concern and wind power is a potential clean and green source of electricity, making study of wind energy/bird interactions essential. This document provides an overview for regulators and stakeholders concerned with wind energy/bird interactions, as well as a more technical discussion of the basic concepts and tools for studying such interactions.

Superconducting Magnet Technology for Future Hadron Colliders (open access)

Superconducting Magnet Technology for Future Hadron Colliders

The application of superconducting magnets to large-scale particle accelerators was successfully demonstrated with the completion of the Tevatron at Fermilab in 1983. This machine, utilizing dipole magnets operating at 4.5 T, has been operating successfully for the past 12 years. This success was followed a few years later by HERA, an electron-proton collider that uses superconducting quadrupoles and dipoles of a design similar to those in the Tevatron. The next major project was the ill-fated SSC, which was cancelled in 1993. However, the SSC R&D effort did succeed in demonstrating the reliable operation of dipole magnets up to 6.6 T. The LHC, now under construction, pushes the ductile superconductor, NbTi, to its limit in dipoles designed to operate at fields of 8.6 T at 1.8 K. Several recent studies have addressed the issues involved in taking the next step beyond the LHC. The Division of Particles and Fields Workshop on Future Hadron Facilities in the U.S., held at Indiana U. in 1994, examined two possible facilities--a 2-TeV on 2-TeV collider and a 30-Tev on 30-Tev collider. The participants arrived at the following conclusions with regard to superconducting magnets: (1) Superconducting magnets are the enabling technology for high energy colliders. As …
