Idaho National Laboratory’s FY09 & FY10 Greenhouse Gas Report

A greenhouse gas (GHG) inventory is a systematic approach to account for the production and release of certain gases generated by an institution from various emission sources. The gases of interest are those that climate science has identified as related to anthropogenic global climate change. This document presents an inventory of GHGs generated during fiscal year (FY) 2009 and 2010 by Idaho National Laboratory (INL), a Department of Energy (DOE)-sponsored entity, located in southeastern Idaho. In recent years, concern has grown about the environmental impact of GHGs. This, together with a desire to decrease harmful environmental impacts, would be enough to encourage the calculation of an inventory of the total GHGs generated at INL. Additionally, INL has a desire to see how its emissions compare with similar institutions, including other DOE national laboratories. Executive Order 13514 requires that federal agencies and institutions document reductions in GHG emissions. INL's GHG inventory was calculated according to methodologies identified in federal GHG guidance documents using operational control boundaries. It measures emissions generated in three scopes: (1) INL emissions produced directly by stationary or mobile combustion and by fugitive emissions, (2) the share of emissions generated by entities from which INL purchased electrical power, …

Particle Physics at the University of Pittsburgh Summary Report for Proposal Period FY'09-11

Presented is the final summary report for grant DOE-FG02-91ER40646. The HEP group at the University consists of three tasks: B,D and L. Task B supports Pitt's CDF group at the energy frontier which includes Joe Boudreau and Paul Shepard. Work of the group includes Hao Song's thesis on the measurement of the B_c lifetime using exclusive J/psi+pion decays, and an update of the previous B_c semi-leptonic analyses under the supervision of Paul Shepard. Task D supports Pitt's neutrino group at the intensity frontier which includes PIs Dytman, Naples and Paolone. The group also includes postdoctoral research associate Danko, and thesis students Isvan (MINOS), Eberly (Minerva ), Ren (Minerva )and Hansen (T2K). This report summarizes their progress on ongoing experiments which are designed to make significant contributions to a detailed understanding of the neutrino mixing matrix. Task L supports Pitt's ATLAS group at the energy frontier and includes investigators Vladimir Savinov, James Mueller and Joe Boudreau. This group contributed both to hardware (calorimeter electronics, Savinov) and to software (Simulation, Detector Description, and Visualization: Boudreau and Mueller; MC generators: Savinov) and a summary of their progress is presented.

Fiscal Year 2010 Phased Construction Completion Report for EU Z2-32 in Zone 2, East Tennessee Technology Park, Oak Ridge, Tennessee

The Record of Decision for Soil, Buried Waste, and Subsurface Structure Actions in Zone 2, East Tennessee Technology Park, Oak Ridge, Tennessee (DOEIORJO 1-2161 &D2) (Zone 2 ROD) acknowledged that most of the 800 acres in Zone 2 were contaminated, but that sufficient data to confirm the levels of contamination were lacking. The Zone 2 ROD further specified that a sampling strategy for filling the data gaps would be developed. The Remedial Design Report/Remedial Action Work Plan for Zone 2 Soils, Slabs, and Subsurface Structures, East Tennessee Technology Park, Oak Ridge, Tennessee (DOEIORIO 1 -2224&D3) (RDRJRAWP) defined the sampling strategy as the Dynamic Verification Strategy (DVS), generally following the approach used for characterization of the Zone I exposure units (EUs). The Zone 2 ROD divided the Zone 2 area into seven geographic areas and 44 EUs. To facilitate the data quality objectives (DQOs) of the DVS process, the RDR/RAWP regrouped the 44 EUs into 12 DQO scoping EU groups. These groups facilitated the DQO process by placing similar facilities and their support facilities together, which allowed identification of data gaps. The EU groups were no longer pertinent after DQO planning was completed and characterization was conducted as areas became accessible. …

DOE FY 2010 Budget Request and Recovery Act Funding for Energy Research, Development, Demonstration, and Deployment: Analysis and Recommendations

The combination of the FY 2010 budget request for the Department of Energy (DOE) and the portion of the American Recovery and Reinvestment Act of 2009 (ARRA) funds likely to be available in 2010 would (assuming that they would be split evenly between FY 2010 and FY 2011) result in a doubling in funding available for energy research, development, and deployment (ERD and D) from $3.6 billion in FY 2009 to $7.2 billion in FY 2010. Without the stimulus funds, DOE ERD and D investments in FY 2010 would decrease very slightly when compared to FY 2009. Excluding the $7.5 billion for the Advanced Technology Vehicles Manufacturing Loans in FY 2009, the FY 2010 budget request for deployment represents a 33 percent decrease from the FY 2009 levels from $520 million to $350 million. This decrease is largely due to the large amounts of funds appropriated in ARRA for DOE deployment programs, or $23.6 billion, which are three times greater than those appropriated in the FY 2009 budget. These very substantial funding amounts, coupled with the broad range of institutional innovations the administration is putting in place and movement toward putting a price on carbon emissions, will help accelerate innovation …

FY-2010 Process Monitoring Technology Final Report

During FY 2010, work under the Spectroscopy-Based Process Monitoring task included ordering and receiving four fluid flow meters and four flow visible-near infrared spectrometer cells to be instrumented within the centrifugal contactor system at Pacific Northwest National Laboratory (PNNL). Initial demonstrations of real-time spectroscopic measurements on cold-stream simulants were conducted using plutonium (Pu)/uranium (U) (PUREX) solvent extraction process conditions. The specific test case examined the extraction of neodymium nitrate (Nd(NO3)3) from an aqueous nitric acid (HNO3) feed into a tri-n-butyl phosphate (TBP)/ n-dodecane solvent. Demonstration testing of this system included diverting a sample from the aqueous feed meanwhile monitoring the process in every phase using the on-line spectroscopic process monitoring system. The purpose of this demonstration was to test whether spectroscopic monitoring is capable of determining the mass balance of metal nitrate species involved in a cross-current solvent extraction scheme while also diverting a sample from the system. The diversion scenario involved diverting a portion of the feed from a counter-current extraction system while a continuous extraction experiment was underway. A successful test would demonstrate the ability of the process monitoring system to detect and quantify the diversion of material from the system during a real-time continuous solvent extraction experiment. …

FY2010 Annual Report for the Actinide Isomer Detection Project

This project seeks to identify a new signature for actinide element detection in active interrogation. This technique works by exciting and identifying long-lived nuclear excited states (isomers) in the actinide isotopes and/or primary fission products. Observation of isomers in the fission products will provide a signature for fissile material. For the actinide isomers, the decay time and energy of the isomeric state is unique to a particular isotope, providing an unambiguous signature for Special Nuclear Materials (SNM). Future work will include a follow-up measurement scheduled for December 2010 at LBNL. Lessons learned from the July 2010 measurements will be incorporated into these new measurements. Analysis of both the July and December experiments will be completed in a few months. A research paper to be submitted to a peer-reviewed journal will be drafted if the conclusions from the measurements warrant publication.

FY10 parameters for the injection, acceleration, and extraction of gold ions in booster, AGS, and RHIC

A Gold ion with charge eQ has N = 197 Nucleons, Z = 79 Protons, and (Z-Q) electrons. (Here Q is an integer and e is the charge of a single proton.) The mass is m = au - Qm{sub e} + E{sub b}/c{sup 2} (1) where a = 196.966552 is the relative atomic mass [1, 2] of the neutral Gold atom, u = 931.494013 MeV/c{sup 2} is the unified atomic mass unit [3], and m{sub e}c{sup 2} = .510998902 MeV is the electron mass [3]. E{sub b} is the binding energy of the Q electrons removed from the neutral Gold atom. This amounts to 0.332 MeV for the helium-like gold ion (Q = 77) and 0.517 MeV for the fully stripped ion. For the Au{sup 31+} ion we have E{sub b} = 13.5 keV. These numbers are given in Ref. [4].
