O'Brien replies to a letter from Christian by advising of California requirements for a subject serving a mandatory life sentence. Subject No. 17095 must apply for Executive Clemency from the Governor by writing to and supplying required information to Mr. Joseph Babich who will supply the forms to make application. A letter written to Governor Earl Warren, Sacramento, California, from T. N. Carswell, Chairman, Taylor County Parole Board, dated September 1, 1953. Carswell advises Warren of an application for Executive Clemency and requests that it be returned if something has been overlooked. He explains that he encourages his Parolees to make every effort to regain their citizenship and when their record justifies it he files the application for them. Carswell describes the rehabilitation of Subject A-9803, the confidence he has in Subject and that Subject has proved himself worthy of pardon.
