Army Corps of Engineers: Cost Increases in Flood Control Projects and Improving Communication with Nonfederal Sponsors

A letter report issued by the Government Accountability Office with an abstract that begins "The majority of the U.S. Army Corps of Engineers' (Corps) flood control projects budgeted for construction from fiscal years 2004 to 2012 experienced cost increases, including inflation. Specifically, 59 of 87 flood control projects during this period experienced increases from their original authorized cost to their current estimated project cost or their total expenditures at closeout, according to information provided by Corps officials. However, according to a Corps official, as of September 2013, no projects had cost increases that exceeded their maximum allowable cost as defined by law. Various factors other than inflation contributed to cost increases among the 8 projects GAO selected for further review. Factors included design changes, less than optimal federal funding, underestimated costs, and contract cost changes. For example, 6 of the 8 projects had design changes due to unforeseen site conditions and changes in design criteria following Hurricane Katrina. According to Corps officials, receiving less than optimal federal funding increased the costs of 3 of the 8 projects GAO reviewed. Five of the six countries generally ensure that participants can choose among three main plan options: a lump sum payment, a programmed withdrawal of participants' savings, or an annuity. In the last several decades, all the countries took steps to increase participant access to multiple spend-down options, with some first conducting reviews of participants' retirement needs that resulted in policy changes, as shown below. In the United States, 401(k) plans typically offer only lump sums, leaving some participants at risk of outliving their savings. A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Homeland Security’s (DHS) U.S. Immigration and Customs Enforcement (ICE) sexual abuse and assault allegations data are not complete, a fact that could limit their usefulness for detention management. ICE’s data system described 215 allegations of sexual abuse and assault from October 2009 through March 2013 in facilities that had over 1.2 million admissions; however, ICE data did not include all reported allegations. For example, GAO was unable to locate an additional 28 allegations detainees reported to the 10 facilities GAO visited—or 40 percent of 70 total allegations at these 10 facilities—because ICE field office officials did not report them to ICE headquarters. ICE issued guidance on reporting sexual abuse and assault allegations, but has not developed controls to ensure that field office officials responsible for overseeing all facilities are reporting allegations to ICE headquarters. Detainees may also face barriers to reporting abuse, such as difficulty reaching the DHS Office of Inspector General (OIG) telephone hotline, one of various means for reporting abuse. Because both countries spent significant amounts of compact funds on personnel in the education and health sectors, the U.S.-FSM and U.S.-RMI joint management and accountability committees capped budgets for personnel in these sectors at fiscal year 2011 levels due to concerns about the sustainability of sector budgets as compact funding continues to decline through fiscal year 2023. DOD analyses support its conclusion that the NGJ meets a valid need and is not duplicative of existing capabilities in its primary role--suppressing enemy air defenses from outside the range of known surface-to-air missiles. Specifically, the studies and strategy documents did not incorporate information on the performance and effectiveness of firefighting aircraft, primarily because neither agency collected such data. While government reports have long called for the Forest Service and Interior to collect aircraft performance information, neither agency did so until 2012 when the Forest Service began a data collection effort. However, the Forest Service has collected limited data on large airtankers and no other aircraft, and Interior has not initiated a data collection effort. A letter report issued by the Government Accountability Office with an abstract that begins "DOD exceeded the flying hours needed to meet military training requirements for fiscal years 2002 through 2010 because of increased operational requirements associated with Afghanistan and Iraq; however it does not know whether it used Civil Reserve Air Fleet (CRAF) participants to the maximum extent practicable. DOD guidance requires it to meet training requirements and to use commercial transportation to the "maximum extent practicable." During fiscal years 2002 through 2010, DOD flew its fleet more than needed to train its crews, although its flying has more closely matched its training needs in recent years. Although DOD has taken steps to make more airlift business available to CRAF participants, officials said that overseas operations have provided enough missions to support both training and CRAF business obligations. The program includes policies related to compact management records--a subset of MCC's federal records. MCC's policies require that the entities transfer their compact management records to MCC for storage before compact closure. MCC also requires that partner governments retain compact-related information not classified as records, such as survey data and data quality reviews, for at least 5 years after their compacts close, to facilitate audits and analysis of MCC assistance. In fiscal year 2011, the Departments of Defense (DOD), Homeland Security (DHS), Energy, and Veterans Affairs (VA) accounted for 80 percent of the $537 billion in federal procurement spending, but reported managing about 5 percent or $25.8 billion through strategic sourcing efforts. These agencies reported savings of $1.8 billion--less than one-half of one percent of procurement spending. While strategic sourcing may not be suitable for all procurement spending, leading companies strategically manage about 90 percent of their procurements and report annual savings of 10 percent or more. A letter report issued by the Government Accountability Office with an abstract that begins "All of the Intelligence Community (IC) elements except for one are participating in the Joint Duty Program and the IC elements generally view the program as beneficial. The Office of the Director of National Intelligence (ODNI), the Defense Security Service, the Office of the Under Secretary of Defense for Intelligence, and 15 other IC components have identified an office or individual responsible for facilitating the program. However, the U.S. Coast Guard (Coast Guard), which ordinarily operates under the Department of Homeland Security (DHS), does not participate in the program, even though the Intelligence Reform and Terrorism Prevention Act of 2004 and IC guidance stipulate that the Joint Duty Program applies to the defined IC, which includes the Coast Guard’s civilian personnel in its National Intelligence Element. Coast Guard officials stated it delayed its participation in the program because it first plans to conduct a workforce study that will determine how the Coast Guard will participate, but it has not identified a timeframe for the study’s completion, and the position assigned to conduct the study is currently vacant.
