A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Energy (DOE) has long suffered from contract and management oversight weaknesses. Since 1990 DOE contract management has been on GAO's list of programs at high risk for fraud, waste, abuse, and mismanagement. In 2003 DOE's Office of Science (Science) unveiled its 20-year plan to acquire and upgrade potentially costly research facilities. In light of DOE's history and the potential cost of this ambitious plan, GAO was asked to examine Science's project management performance. GAO determined (1) the extent to which Science has managed its projects within cost and schedule targets, (2) the factors affecting project management performance, and (3) challenges that may affect Science's future performance. GAO reviewed DOE and Science's project management guidance and 42 selected Science projects and also interviewed DOE and laboratory officials."

A letter report issued by the Government Accountability Office with an abstract that begins "Increasing combat demands and fiscal constraints make it critical for the Department of Defense (DOD) to ensure that its weapon system investments not only meet the needs of the warfighter, but make the most efficient use of available resources. GAO's past work has shown that achieving this balance has been a challenge and weapon programs have often experienced cost growth and delayed delivery to the warfighter. In 2003, DOD implemented the Joint Capabilities Integration and Development System (JCIDS) to prioritize and ensure that the warfighter's most essential needs are met. In response to Senate Report 109-69, GAO reported in March 2007 that DOD lacks an effective approach to balance its weapon system investments with available resources. This follow-on report focuses on (1) whether the JCIDS process has achieved its objective to prioritize joint warfighting needs and (2) factors that have affected DOD's ability to effectively implement JCIDS. To conduct its work, GAO reviewed JCIDS guidance and capability documents and budgetary and programming data on major weapon systems, and interviewed DOD officials."

Nuclear Waste: DOE Lacks Critical Information Needed to Assess Its Tank Management Strategy at Hanford

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Energy (DOE) manages more than 56 million gallons of radioactive and hazardous waste stored in 149 single-shell and 28 double-shell underground tanks at its Hanford Site in Washington State. Many of these aging tanks have already leaked waste into the soil. Meanwhile, DOE's planned process for emptying the tanks and treating the waste--mixing it with molten glass and solidifying it in canisters for storage--has experienced delays, lengthening the time the tanks will store waste and intensifying concerns about the tanks' viability during a long cleanup process. This report addresses (1) the condition, contents, and long-term viability of Hanford's underground tanks; (2) DOE's strategy for managing the tanks; and (3) the extent to which DOE has weighed the risks and benefits of its tank management strategy against the growing costs of that strategy. GAO analyzed numerous studies and reports on the tanks and interviewed DOE officials and other experts on relevant issues."

Under guidance from the Office of Management and Budget (OMB), competitive sourcing has been implemented at various executive branch agencies over the years. As required under the Consolidated Appropriations Act, 2008 and directed by House Report 110-231, this report examines the use of competitive sourcing at the Department of Labor (DOL). Specifically, GAO examined the comprehensiveness and reliability of DOL's performance and cost assessments in accordance with OMB and DOL guidance as well as the impact of competitive sourcing on certain DOL workers. To address these issues, GAO reviewed relevant statutes, guidance, reports and personnel actions; and interviewed OMB and DOL officials and 60 DOL staff, grouped by role, in four locations."

In response, the Intelligence Reform and Terrorism Prevention Act of 2004 mandated the creation of the Information Sharing Environment (ISE), which is described as an approach for the sharing of terrorism-related information. A presidentially appointed Program Manager oversees ISE development with assistance from the Information Sharing Council (ISC), a forum for 16 information sharing officials from federal agencies and departments. GAO was asked to report on (1) what actions have been taken to guide the design and implementation of the ISE and (2) what efforts have been made to report on progress in implementing the ISE. In doing so, they are potentially creating messages that have the status of federal records, which must be managed and preserved in accordance with the Federal Records Act. In view of the importance that e-mail plays in documenting government activities, GAO was asked, among other things, to review the extent to which NARA provides oversight of federal records management, describe selected agencies' processes for managing e-mail records, and assess these agencies' e-mail policies and key practices. A letter report issued by the Government Accountability Office with an abstract that begins "Carbon offsets--reductions of greenhouse gas emissions from an activity in one place to compensate for emissions elsewhere--are a way to address climate change by paying someone else to reduce emissions. To be credible, an offset must be additional--it must reduce emissions below the quantity emitted in a business-as-usual scenario--among other criteria. Assessing credibility is inherently challenging because it is difficult to make business-as-usual projections. Outside the U.S., offsets may be purchased on compliance markets to meet requirements to reduce emissions. In the U.S., there are no federal requirements and offsets may be purchased in the voluntary market. GAO was asked to examine (1) the scope of the U.S. voluntary carbon offset market, including the role of the federal government; (2) the extent to which mechanisms for ensuring the credibility of offsets are available and used and what, if any, related information is shared with consumers; and (3) trade-offs associated with increased oversight of the U.S. market and including offsets in climate change mitigation policies. A letter report issued by the Government Accountability Office with an abstract that begins "Following the 1998 embassy bombings, the Department of State (State) determined that more than 85 percent of diplomatic facilities did not meet security standards and were vulnerable to terrorist attacks. State's Bureau of Overseas Buildings Operations (OBO) has undertaken a program to replace or upgrade the security of these facilities. As of 2007, OBO had constructed more than 50 new embassies and moved nearly 15,000 staff to safer facilities. However, most remaining facilities will not be replaced in the near term. To address these facilities, OBO has obligated about $140 million per year for its Compound Security Upgrade Program (CSUP). GAO was asked to (1) describe the process that OBO follows to prioritize and plan CSUP projects, including stakeholder involvement; (2) determine the extent to which CSUP projects met contracted cost and time frames and whether OBO has procedures to ensure security upgrades are installed; and (3) assess whether State's CSUP efforts have enhanced posts' abilities to comply with State's physical security standards. The law required underground coal mine operators to develop emergency response plans that contain several components designed to improve accident preparedness and response, including providing a refuge of air to miners trapped underground after an accident and wireless communications systems. The Mine Safety and Health Administration (MSHA) is responsible for approving the plans and ensuring their implementation. Under the Wild Free-Roaming Horses and Burros Act of 1971, as amended, BLM is to protect wild horses and burros, set appropriate management levels (AML), maintain current inventory counts, and remove excess animals to prevent overpopulation and rangeland damage. Over the years, various stakeholders have raised issues about BLM's management of the animals on and off the range. GAO examined (1) BLM's progress in setting and meeting AML; (2) BLM's management of animals off the range through adoptions, sales, and holding facilities; (3) BLM's controls to help ensure the humane treatment of animals; and (4) what challenges, if any, BLM faces in managing for the long-term sustainability of the program. A letter report issued by the Government Accountability Office with an abstract that begins "The Food and Drug Administration (FDA), an agency within the Department of Health and Human Services (HHS), regulates the promotion of prescription drugs to ensure that promotional materials are not false and misleading and that they comply with applicable laws and regulations. Among other things, FDA prohibits drug companies from promoting drugs for off-label uses--that is, for a condition or patient population for which the drug has not been approved or in a manner that is inconsistent with information found on the approved drug label. Although doctors may prescribe drugs off label, it is not permissible for drug companies to promote drugs for off-label uses. FDA may take regulatory actions for violations, and may also pursue enforcement action through the Department of Justice (DOJ). The federal government provides states with funding and other support to help them prepare for and respond to disasters. Because of congressional interest in these issues, GAO examined (1) federal agencies' actions to help states prepare for the psychological consequences of catastrophic disasters and (2) states' experiences obtaining and using grants from the Crisis Counseling Assistance and Training Program (CCP) to respond to the psychological consequences of catastrophic disasters. A letter report issued by the Government Accountability Office with an abstract that begins "Disputes between policyholders and insurers after the 2005 hurricanes highlight the challenges of determining the cause and extent of damages when properties are subject to both high winds and flooding. Additionally, insurers want to reduce their exposure in high-risk areas, and state wind insurance programs have grown significantly. H.R. 3121, the Flood Insurance Reform and Modernization Act of 2007, would create a combined federal insurance program with coverage for both wind and flood damage. GAO was asked to evaluate this potential program in terms of (1) what would be required to implement it; (2) the steps the Federal Emergency Management Agency (FEMA) would need to take to determine premium rates that reflect all future costs; and (3) how it could affect policyholders, insurance market participants, and the federal government. To address these questions, GAO analyzed state and federal programs, examined studies of coastal wind insurance issues, and interviewed federal and state regulatory officials as well as industry participants and analysts. Space Acquisitions: DOD Is Making Progress to Rapidly Deliver Low Cost Space Capabilities, but Challenges Remain

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) invests heavily in space assets to provide the warfighter with intelligence, navigation, and other information critical to conducting military operations. In fiscal year 2008 alone, DOD expects to spend over $22 billion dollars on space systems. Despite this investment, senior military commanders have reported shortfalls in tactical space capabilities in each recent major conflict over the past decade. To provide short-term tactical capabilities as well as identify and implement long-term solutions to developing low cost satellites, DOD initiated operationally responsive space (ORS). Following a 2006 GAO review of ORS, the Congress directed DOD to submit a report that sets forth a plan for providing quick acquisition of low cost space capabilities. This report focuses on the status of DOD's progress in responding to the Congress and is based on GAO's review and analyses of ORS documentation and interviews with DOD and industry officials."

Electronic Government: Additional OMB Leadership Needed to Optimize Use of New Federal Employee Identification Cards

A letter report issued by the Government Accountability Office with an abstract that begins "Many forms of identification (ID) that federal employees and contractors use to access government-controlled buildings and information systems can be easily forged, stolen, or altered to allow unauthorized access. In an effort to increase the quality and security of federal ID and credentialing practices, the President issued Homeland Security Presidential Directive 12 (HSPD-12) in August 2004, requiring the establishment of a governmentwide standard for secure and reliable forms of ID. The resulting standard is referred to as the personal identity verification (PIV) card. GAO was asked to determine the progress selected agencies have made in (1) implementing the capabilities of the PIV cards to enhance security and (2) achieving interoperability with other agencies. To address these objectives, GAO selected eight agencies that have a range of experience in implementing smart card-based ID systems and analyzed what actions the agencies have taken to implement PIV cards."
