Hydrogen has been identified as a leading candidate to replace petroleum as part of the transition to a sustainable energy system, and major efforts are being conducted worldwide to develop the technologies and supporting activities required for this transition. In the United States, the federal research efforts are led by the U.S. Department of Energy (DOE). The U.S. DOE Hydrogen Program is an integrated inter-office program being conducted by the Office of Energy Efficiency and Renewable Energy, Office of Nuclear Energy (DOE-NE), Office of Fossil Energy and Office of Science. The primary objective of the DOE-NE Nuclear Hydrogen Initiative (NHI) is to develop the nuclear hydrogen production technologies necessary to produce hydrogen at a cost competitive with other alternative transportation fuels. The focus of the NHI is on thermochemical cycles and high temperature electrolysis. The Savannah River National Laboratory (SRNL) has been tasked with the primary responsibility to perform research and development in order to characterize, evaluate and develop the Hybrid Sulfur (HyS) thermochemical process. The HyS Process uses a sulfur dioxide depolarized electrolyzer (SDE) to split water and produce hydrogen. Annual Hanford Seismic Report for Fiscal Year 2008

The Hanford Seismic Assessment Program (HSAP) provides an uninterrupted collection of high-quality raw and processed seismic data from the Hanford Seismic Network for the U.S. Department of Energy and its contractors. The HSAP is responsible for locating and identifying sources of seismic activity and monitoring changes in the historical pattern of seismic activity at the Hanford Site. The data are compiled, archived, and published for use by the Hanford Site for waste management, natural phenomena hazards assessments, and engineering design and construction. In addition, the HSAP works with the Hanford Site Emergency Services Organization to provide assistance in the event of a significant earthquake on the Hanford Site. The Hanford Seismic Network and the Eastern Washington Regional Network consist of 44 individual sensor sites and 15 radio relay sites maintained by the Hanford Seismic Assessment Team. During fiscal year 2008, the Hanford Seismic Network recorded 1431 triggers on the seismometer system, which included 112 seismic events in the southeast Washington area and an additional 422 regional and teleseismic events. There were 74 events determined to be local earthquakes relevant to the Hanford Site. The highest-magnitude event (3.7 Mc) occurred on May 18, 2008, and was located approximately 17 km east …

Facilitation of the Estuary/Ocean Subgroup for Federal Research, Monitoring, and Evaluation, FY08 Annual Report

The Estuary/Ocean Subgroup (EOS) is part of the research, monitoring, and evaluation (RME) effort that the Action Agencies (Bonneville Power Administration, U.S. Army Corps of Engineers, U.S. Bureau of Reclamation) developed in response to obligations arising from the Endangered Species Act as applied to operation of the Federal Columbia River Power System (FCRPS). The goal of the EOS project is to facilitate activities of the estuary/ocean RME subgroup as it coordinates design and implementation of federal RME in the lower Columbia River and estuary. In fiscal year 2008 (FY08), EOS project accomplishments included 1) subgroup meetings; 2) participation in the estuary work group of the Pacific Northwest Aquatic Monitoring Partnership; 3) project management via the project tracking system, Pisces; 4) quarterly project status reports; and 5) a major revision to the Estuary RME document and its subsequent regional release (new version January 2008). Many of the estuary RME recommendations in this document were incorporated into the Biological Opinion on hydrosystem operations (May 2008). In summary, the FY08 EOS project resulted in expanded, substantive coordination with other regional RME forums, a new version of the federal Estuary RME program document, and implementation coordination. This report documents the deactivation, decontamination, decommissioning, and demolition (D4) of eighteen buildings in the 300 Area of the Hanford Site that were demolished in Fiscal Year 2008. The D4 of these facilties included characterization, engineering, removal of hazardous and radiologically contaminated materials, equipment removal, utility disconnection, deactivation, decontamination, demolition of the structure, and stabilization or removal of the remaining slab and foundation, as appropriate.

The Stockpile Stewardship Program (SSP) is a single, highly integrated technical program for maintaining the safety and reliability of the U.S. nuclear stockpile. The SSP uses past nuclear test data along with current and future nonnuclear test data, computational modeling and simulation, and experimental facilities to advance understanding of nuclear weapons. It includes stockpile surveillance, experimental research, development and engineering programs, and an appropriately scaled production capability to support stockpile requirements. This integrated national program requires the continued use of current facilities and programs along with new experimental facilities and computational enhancements to support these programs. The Advanced Simulation and Computing Program (ASC) is a cornerstone of the SSP, providing simulation capabilities and computational resources to support the annual stockpile assessment and certification, to study advanced nuclear-weapons design and manufacturing processes, to analyze accident scenarios and weapons aging, and to provide the tools to enable Stockpile Life Extension Programs (SLEPs) and the resolution of Significant Finding Investigations (SFIs). This requires a balanced resource, including technical staff, hardware, simulation software, and computer science solutions. Aging and Phase Stability Studies of Alloy 22 FY08 Final Report

This report is a compilation of work done over the past ten years in support of phase stability studies of Alloy 22 for the Yucca Mountain Project and contains information previously published, reported, and referenced. Most sections are paraphrased here for the convenience of readers. Evaluation of the fabrication processes involved in the manufacture of waste containers is important as these processes can have an effect on the metallurgical structure of an alloy. Because material properties such as strength, toughness, aging kinetics and corrosion resistance are all dependent on the microstructure, it is important that prototypes be built and evaluated for processing effects on the performance of the material. Of particular importance are welds, which have an as-cast microstructure with chemical segregation and precipitation of complex phases resulting from the welding process. The work summarized in this report contains information on the effects of fabrication processes such as solution annealing, stress mitigation, heat-to-heat variability, and welding on the kinetics of precipitation, mechanical, and corrosion properties. For a waste package lifetime of thousands of years, it is impossible to test directly in the laboratory the behavior of Alloy 22 under expected repository conditions. This milestone has been accomplished. The Heavy Ion Fusion Science Virtual National Laboratory (HIFS-VNL) has developed and implemented an initial beam-in-plasma implicit modeling capability in Warp; has carried out tests validating the behavior of the models employed; has compared the results of electrostatic and electromagnetic models when applied to beam expansion in an NDCX-I relevant regime; has compared Warp and LSP results on a problem relevant to NDCX-I; has modeled wave excitation by a rigid beam propagating through plasma; and has implemented and begun testing a more advanced implicit method that correctly captures electron drift motion even when timesteps too large to resolve the electron gyro-period are employed. The HIFS-VNL is well on its way toward having a state-of-the-art source-to-target simulation capability that will enable more effective support of ongoing experiments in the NDCX series and allow more confident planning for future ones.

The Sandia MEMS Passive Shock Sensor : FY08 testing for functionality, model validation, and technology readiness.

This report summarizes the functional, model validation, and technology readiness testing of the Sandia MEMS Passive Shock Sensor in FY08. Functional testing of a large number of revision 4 parts showed robust and consistent performance. Model validation testing helped tune the models to match data well and identified several areas for future investigation related to high frequency sensitivity and thermal effects. Finally, technology readiness testing demonstrated the integrated elements of the sensor under realistic environments.

Safeguards Envelope Progress FY08

The Safeguards Envelope Project met its milestones by creating a rudimentary safeguards envelope, proving the value of the approach on a small scale, and determining the most appropriate path forward. The Idaho Chemical Processing Plant’s large cache of reprocessing process monitoring data, dubbed UBER Data, was recovered and used in the analysis. A probabilistic Z test was used on a Markov Monte Carlo simulation of expected diversion data when compared with normal operating data. The data regarding a fully transient event in a tank was used to create a simple requirement, representative of a safeguards envelope, whose impact was a decrease in operating efficiency by 1.3% but an increase in material balance period of 26%. This approach is operator, state, and international safeguards friendly and should be applied to future reprocessing plants. Future requirements include tank-to-tank correlations in reprocessing facilities, detailed operations impact studies, simulation inclusion, automated optimization, advanced statistics analysis, and multi-attribute utility analysis.

This report summarizes design and modeling activities for the MEMS passive shock sensor. It provides a description of past design revisions, including the purposes and major differences between design revisions but with a focus on Revisions 4 through 7 and the work performed in fiscal year 2008 (FY08). This report is a reference for comparing different designs; it summarizes design parameters and analysis results, and identifies test structures. It also highlights some of the changes and or additions to models previously documented [Mitchell et al. 2006, Mitchell et al. 2008] such as the way uncertainty thresholds are analyzed and reported. It also includes dynamic simulation results used to investigate how positioning of hard stops may reduce vibration sensitivity.
