This report provides a broad overview of selected banking-related issues, including prudential regulation, consumer protection, "too big to fail" (TBTF) banks, community banking, regulatory agency structures and independence, and recent market and economic trends. It is not an exhaustive look at all bank policy issues, nor is it a detailed examination of any one issue. This report begins with a brief discussion of the history of each of the campus-based federal student aid programs (the Federal Supplemental Educational Opportunity Grant (FSEOG) program, the Federal Work-Study (FWS) program, and the Federal Perkins Loan program) and the formula used to allocate funds among IHEs participating in them. This is followed by a discussion of institutional and student participation in the programs relative to participation in other federal aid programs. The report concludes with a discussion of issues related to the campus-based programs that might garner attention as the 115th Congress considers reauthorization of the Higher Education Act (HEA).

Class Action Lawsuits: A Legal Overview for the 115th Congress

This report serves as a primer on class action litigation in the federal courts. It begins by discussing the purpose of class actions, as well as the risks class actions may pose to defendants, class members, and society at large. The report also discusses the prerequisites that a class action must satisfy before a court may "certify" it--that is, before a federal court may allow a case to proceed as a class action. An Appendix to the report also contains a reference chart that graphically illustrates those prerequisites for class certification. The report then discusses Rule 23's restrictions on the parties' ability to settle a certified class action. The report concludes by identifying ways in which Congress could modify the legal framework governing class actions if it were so inclined, with a particular focus on a bill currently pending in the 115th Congress that would effectuate a variety of changes to the class action system.

This report discusses the reviews of EPA policies regarding new rules created in 2015 regarding emission of greenhouse gases and ozone air pollution. The new regulations were put in force through authority given to the EPA in the Clean Air Acts of 1970, 1977, and 1990. Some Congressional members would like to revoke some of the authority of the EPA to change existing emission regulations and instead require Congressional approval for changes which along with the new presidential administration has prompted a review of environmental policies and EPA powers.
