The alternative minimum tax (AMT) for individuals was originally enacted to ensure that all taxpayers, especially high-income taxpayers, pay at least a minimum amount of federal taxes. However, the AMT is not indexed for inflation, and this factor, combined with recent reductions in the regular income tax, has greatly expanded the potential impact of the AMT. This report explains legislation for the FY2009 budget compromise, which includes an offset AMT patch.

This report opens with brief legislative histories of "comprehensive immigration reform" (CIR) in the 109th and 110th Congresses. A comparative overview of key CIR provisions in the three bills that received floor action in the 109th and 110th Congresses follows. In addition to a narrative discussion of how the bills addressed the main provisions of CIR, the report provides a table that presents a comparative summary of the key features of the bills. The report concludes with observations contrasting the 2006-2007 period with the context of today's CIR debate. The report also provides an appendix that summarizes the three major CIR bills.

The authorization expired on September 30, 2006. In the 109th Congress, a reauthorization bill, H.B. 5810, was reported from the House Committee on Transportation and Infrastructure on July 28, 2006, but went no further. This report contains information on the EPA's involvement in the program, EPA appropriations, Housing and Urban Development's involvement in the program and appropriations, other federal Brownfield programs, and Congressional actions of the 109th and 110th Congresses as related to the programs.
