With limited natural resources, a crippling illiteracy rate, and high population growth, Yemen faces an array of daunting development challenges that some observers believe make it at risk for becoming a failed state in the next few decades. As the country's population rapidly rises, resources dwindle, and terrorist groups take root in the outlying provinces, the Obama Administration and the 111th Congress are left to grapple with the consequences of Yemeni instability. As President Obama and the 111th Congress reassess U.S. policy toward the Arab world, the opportunity for improved U.S.-Yemeni ties is strong, though recurring tensions over counterterrorism cooperation and lack of U.S. interest in Yemen within the broader foreign policy community persist.

Yemen: Civil War and Regional Intervention

This report provides information on the ongoing crisis in Yemen. Now in its fourth year, the war in Yemen shows no signs of abating. On June 12, 2018, the Saudi-led coalition, a multinational grouping of armed forces led primarily by Saudi Arabia and the United Arab Emirates (UAE), launched Operation Golden Victory, with the aim of retaking the Red Sea port city of Hudaydah. The coalition also has continued to conduct air strikes inside Yemen. The war has killed thousands of Yemenis, including combatants as well as civilians, and has significantly damaged the country's infrastructure. According to the United Nations (U.N.) High Commissioner for Human Rights, from the start of the conflict in March 2015 through August 9, 2018, the United Nations documented "a total of 17,062 civilian casualties -- 6,592 dead and 10,470 injured." This figure may vastly underestimate the war's death toll.

Temporary Protected Status: Overview and Current Issues

This report discusses Temporary Protected Status (TPS) which is offered to nationals of designated countries who due to civil unrest, natural disasters, and armed conflicts cannot safely return home. This report begins by situating TPS in the context of humanitarian responses to migration. Another form of blanket relief from removal--Deferred Enforced Departure (DED)--is also described, as is the historical use of these relief mechanisms. The report then provides data on the countries currently designated for TPS, including the conditions that have contributed to their designation. Past legislation to provide lawful permanent resident status to certain TPS-designated foreign nationals is also described, and the report concludes with examples of activity in the 115th Congress related to TPS.
