1. K+ Charge Exchange - Search For K+ Charge Exchange

An experiment was designed utilizing a charge-exchange reaction to study the decay and interactions of the neutral K mesons produced. The experiment produced no events that could be interpreted as either the decay or interaction of neutral K mesons. The nature of the experiment and the possible explanations of this unexpected result are presented in this paper.

3-D Seismic Exploration Project, Ute Indian Tribe, Uintah and Ouray Reservation, Uintah County, Utah

The objectives of this North Hill Creek 3-D seismic survey were to: (1) cover as large an area as possible with available budget; (2) obtain high quality data throughout the depth range of the prospective geologic formations of 2,000' to 12,000' to image both gross structures and more subtle structural and stratigraphic elements; (3) overcome the challenges posed by a hard, reflective sandstone that cropped out or was buried just a few feet below the surface under most of the survey area; and (4) run a safe survey.

3 Plant Radiation Study Interim Report #5- Part II Data on Gamma Shielding of Special Plutonium Samples (open access)

3 Plant Radiation Study Interim Report #5- Part II Data on Gamma Shielding of Special Plutonium Samples

The calculation of shielding the thickness for plutonium is complicated by the many different energies represented in the gamma radiation emitted during decay of the plutonium isotopes. Dose rate predictions are also frequently confused by gamma from varying content of fission product impurities in the plutonium, as well as other gamma radiation induced through alpha and neutron particle absorption within the source material or its environment. After assumptions are made for these many factors the radiation data for shielding determination is still frequently inadequate because of wide variations in dose rates resulting from self-absorption. The degree if self-shielding is in turn dependent on nature of the plutonium compound, degree of compactness, weight, and over-all geometrical distribution of the source material. By preparing a variety of plutonium samples representing combinations of these varying factors, actual dose rates and gamma spectra, as obtained from them, can then be extrapolated for application to specific situations.

The 6-Foot-4-Inch Wind Tunnel at the Washington Navy Yard

Report discussing the 6-foot-4-inch wind tunnel and its auxiliary equipment has proven itself capable of continuous and reliable output of data. The real value of the tunnel will increase as experience is gained in checking the observed tunnel performance against full-scale performance. Such has been the case of the 8- by 8-foot tunnel, and for that reason the comparison in the calibration tests have been presented.

8(a) Program: Fourteen Ineligible Firms Received $325 Million in Sole-Source and Set-Aside Contracts (open access)

8(a) Program: Fourteen Ineligible Firms Received $325 Million in Sole-Source and Set-Aside Contracts

A letter report issued by the Government Accountability Office with an abstract that begins "The Small Business Administration (SBA) helps socially and economically disadvantaged small businesses gain access to federal contracting opportunities through its 8(a) program. To participate, firms must be at least 51 percent owned and controlled by an individual who meets SBA's criteria of socially and economically disadvantaged. The firm must also qualify as a small business. Once certified, 8(a) firms are eligible to receive sole-source and set-aside contracts for up to 9 years. GAO was asked to (1) determine whether ineligible firms are participating in the 8(a) program, (2) proactively test SBA's controls over the 8(a) application process, and (3) determine what vulnerabilities, if any, exist in SBA's fraud prevention system. To identify cases, GAO reviewed SBA data and complaints to GAO's fraud hotline. To perform its proactive testing, GAO created four bogus businesses and applied for 8(a) certification. GAO did not attempt to project the extent of fraud and abuse in the program."

An 8-Matrix Theory of the Vertex p - NN Based on the Strip Approximation (open access)

An 8-Matrix Theory of the Vertex p - NN Based on the Strip Approximation

The present study was motivated by an attempt to understand low energy [formula] scattering within the framework of the bootstrap principle and the un-Reggeized version of the strip approximation. This work attempts to generate low energy [formula] scattering in the p(1,1) and p(3,3) states assuming the potential operating in these states is generated by the exchange of low mass meson states in the crossed t-channel and low mass baryon states in the crossed u channel. In particular, the p-meson is kept in channel t; the p mass and the coupling of [formula] and [formula] appear as parameters. The parameters of the nucleon and (3,3) poles are taken as the elements to be determined by self-consistency.

The 9/11 Commission and a National Counterterrorism Center: Issues and Options for Congress

This report examines a number of issues as Congress considers codification of an NCTC. One issue is whether the centralization remedy the commission has recommended fits the problems associated specifically with the 9/11 intelligence failure, and perhaps more broadly, the systematic maladies affecting the Intelligence Community. There are at least four options for congressional consideration: (1) NCTC with intelligence and operational planning duties, (2) NCTC restricted to an intelligence role, (3) NCTC restricted to an operational planning role, and (4) status quo plus-viewing the newly forming collected entity as a pilot potential NCTC. As one of its 41 recommendations, the 9/11 Commission recommended the creation of a National Counterterroism Center (NCTC).
