Fixed tilt solar collector employing reversible vee-trough reflectors and vacuum tube receivers for solar heating and cooling systems. Final report. JPL Publication 77-78

The objective of the Vee-Trough/Vacuum Tube Collector (VTVTC) Project was to prove the usefulness of vee-trough concentrators in improving the efficiency and reducing the cost of collectors assembled from evacuated tube receivers. The VTVTC was analyzed rigorously and various mathematical models were developed to calculate the optical performance of the vee-trough concentrator and the thermal performance of the evacuated tube receiver. A test bed was constructed to verify the mathematical analyses and compare reflectors made out of glass, Alzak and aluminized FEP Teflon. Tests were run at temperatures ranging from 95 to 180/sup 0/C during the months of April, May, June, July and August 1977. Vee-trough collector efficiencies of 35 to 40% were observed at an operating temperature of about 175/sup 0/C. Test results compared well with the calculated values. Test data covering a complete day are presented for selected dates throughout the test season. Predicted daily useful heat collection and efficiency values are presented for a year's duration at operation temperatures ranging from 65 to 230/sup 0/C. Estimated collector costs and resulting thermal energy costs are presented. Analytical and experimental results are discussed along with a complete economic evaulation. Recommendations for the continuation of the project are presented.

Ocean energy systems. Quarterly report, October-December 1982

Research progress is reported on developing Ocean Thermal Energy Conversion (OTEC) systems that will provide synthetic fuels (e.g., methanol), energy-intensive products such as ammonia (for fertilizers and chemicals), and aluminum. The work also includes assessment and design concepts for hybrid plants, such as geothermal-OTEC (GEOTEC) plants. Another effort that began in the spring of 1982 is a technical advisory role to DOE with respect to their management of the conceptual design activity of the two industry teams that are designing offshore OTEC pilot plants that could deliver power to Oahu, Hawaii. In addition, a program is underway in which tests of a different kind of ocean-energy device, a turbine that is air-driven as a result of wave action in a chamber, are being planned. This Quarterly Report summarizes the work on the various tasks as of 31 December 1982.

20-kW Solar Photovoltaic Flat-Panel Power System for an Uninterruptible Power-System Load in El Paso, Texas. Phase Ii. System Fabrication. Final Report October 1, 1979-May 31, 1981

The system plans, construction, integration and test, and performance evaluation are discussed for the photovoltaic power supply at the Newman Power Station in El Paso, Texas. The system consists of 64 parallel-connected panels, each panel containing nine series-connected photovoltaic modules. The system is connected, through power monitoring equipment, to an existing DC bus that supplies uninterruptible power to a computer that controls the power generating equipment. The site is described and possible environmental hazards are assessed. Site preparation and the installation of the photovoltaic panels, electrical cabling, and instrumentation subsystems are described. System testing includes initial system checkout, module performance test, control system test. A training program for operators and maintenance personnel is briefly described, including visual aids. Performance data collection and analysis are described, and actual data are compared with a computer simulation. System drawings are included. (LEW)

Federal Employees' Retirement System: Benefits and Financing

This report discusses the retirement systems in place for federal employees. Most civilian federal employees who were hired before 1984 are covered by the Civil Service Retirement System, and contribute 7.0% of their pay to a retirement fund. Federal employees hired in 1984 or later are covered by the Federal Employees' Retirement System and contribute 0.8% of their pay to a retirement fund. Both require participants to contribute toward the cost of their pensions through a payroll tax. This report also summarizes relevant legislation in the 113th Congress that would make significant changes to federal benefits and financing, including H.J.Res. 59, S. 18, S. 1678, and H.R. 3639.

This report examines debates regarding what constitutes an "unfunded federal mandate" and the Unfunded Mandates Reform Act of 1995's (UMRA) implementation. It focuses on UMRA's requirement that the Congressional Budget Office (CBO) issue written cost estimate statements for federal mandates in legislation, its procedures for raising points of order in the House and Senate concerning unfunded federal mandates in legislation, and its requirement that federal agencies prepare written cost estimate statements for federal mandates in rules. It also assesses UMRA's impact on federal mandates and arguments concerning UMRA's future, focusing on UMRA's definitions, exclusions, and exceptions which currently exempt many federal actions with potentially significant financial impacts on nonfederal entities.
