1. K+ Charge Exchange - Search For K+ Charge Exchange

An experiment was designed utilizing a charge-exchange reaction to study the decay and interactions of the neutral K mesons produced. The experiment produced no events that could be interpreted as either the decay or interaction of neutral K mesons. The nature of the experiment and the possible explanations of this unexpected result are presented in this paper.

A letter report issued by the General Accounting Office with an abstract that begins "To help measure the quality of the 2000 Census and to possibly adjust for any errors, the U.S. Census Bureau (Bureau) conducted the Accuracy and Coverage Evaluation (A.C.E.) program. However, after obligating around $207 million for A.C.E. and its predecessor program, Integrated Coverage Measurement (I.C.M.), from fiscal years 1996 through 2001, the Bureau did not use either program to adjust the census numbers. Concerned about the amount of money the Bureau spent on I.C.M. and A.C.E. programs and what was produced in return, the subcommittee asked us to review the objectives and results of the programs, the costs of consultants, and how best to track future coverage measurement activities."

2011 Tax Filing: IRS Dealt with Challenges to Date but Needs Additional Authority to Verify Compliance

A letter report issued by the Government Accountability Office with an abstract that begins "Every tax filing season is a large-scale undertaking during which the Internal Revenue Service (IRS) interacts with taxpayers by processing returns, issuing refunds, answering telephone calls, and providing other services, both face-to-face and on its Web site. As part of processing returns and before refunds are issued, IRS uses its statutory authority to automatically correct errors. This allows IRS to avoid costly and burdensome audits and taxpayers to be made aware of additional taxes owed before being required to pay interest and penalties. For the 2011 filing season, IRS is administering a number of complex tax law changes, including the Residential Energy Property Tax Credit and provisions enacted in December 2010 as part of the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010 (commonly known as the tax extenders). Other changes for the 2011 filing season include paid preparer regulations and expanded efforts to provide refunds on debit cards. In 2011, for the first time, paid preparers must register with IRS. Acquisition Workforce: Agencies Need to Better Define and Track the Training of Their Employees

A letter report issued by the General Accounting Office with an abstract that begins "GAO's continuing reviews of the acquisition workforce, focusing on the Department of Defense (DOD); the Departments of the Army, Navy, and Air Force; the Departments of Veterans Affairs, Energy, and Health and Human Services; the General Services Administration; and the National Aeronautics and Space Administration, indicate that some of the government's largest procurement operations are not run efficiently. GAO found that requirements are not clearly defined, prices and alternatives are not fully considered, or contracts are not adequately overseen. The ongoing technological revolution requires a workforce with new knowledge, skills, and abilities, and the nature of acquisition is changing from routine simple buys toward more complex acquisitions and new business practices. DOD has adopted multidisciplinary and multifunctional definitions of their acquisition workforce, but the civilian agencies have not. DOD and the civilian agencies reviewed have developed specific training requirements for their acquisition workforce and mechanisms to track the training of acquisition personnel. Activation Energy for Fission

Abstract: The experimentally determined exponential dependence of spontaneous fission rate on Z^2/A has been used to derive an expression for the dependence of the fission activation energy on Z^2/A. This expression has been used to calculate the activation energy for slow neutron induced fission and photofission. The correlation with the experimental data on these types of fission seems to be quite good.

After Shutdown Heating in the HFIR

After shutdown heating rates have been calculated for the target, control plates, and the beryllium reflector of the HFIR. Hilvety previously calculated the after shutdown heating rates in the element and his results are reported in ORNL CP-60-4-110. Decay times of 1.0 10, 10^2, 10^3, 10^4, and 10^5 seconds have been considered, and heat fluxes have been computed for all of the mentioned components. The greatest heat fluxes were found to be at the surfaces of the control plates and the permanent beryllium reflector.

Agricultural Disaster Assistance

This report has four sections. The first describes recent developments in weather and policy. The second provides an overview of the current USDA disaster assistance programs: federal crop insurance, NAP payments, and emergency disaster loans. The third section discusses the now expired disaster programs under the 2008 farm bill, specifically Supplemental Revenue, Assistance Payments Program (SURE), and four other smaller disaster programs. The fourth section briefly reviews the potential reauthorization of disaster programs proposed in both House and Senate versions of the 2013 farm bill. An appendix reviews the recent history of emergency supplemental farm disaster assistance and USDA administrative actions.

Air Traffic Control: Characteristics and Performance of Selected International Air Navigation Service Providers and Lessons Learned from Their Commercialization

A letter report issued by the Government Accountability Office with an abstract that begins "In the past, governments worldwide owned, operated, and regulated air navigation services, viewing air traffic control as a governmental function. But as nations faced increasing financial strains, many governments decided to shift the responsibility to an independent air navigation service provider (ANSP) that operates as a business. As of March 2005, 38 nations worldwide had commercialized their air navigation services, fundamentally shifting the operational and financial responsibility for providing these services from the national government to an independent commercial authority. GAO selected five ANSPs--in Australia, Canada, Germany, New Zealand, and the United Kingdom--to develop, as requested, a descriptive analysis of commercialized ANSPs that illustrated similarities and differences in ownership, length of experience with commercialization, and size and scope of operations. This report addresses the following questions: (1) What are common characteristics of commercialized ANSPs in selected foreign countries? (2) What do available data show about how the safety, cost, and efficiency of air navigation services have changed since commercialization? (3) What are some key lessons learned about the commercialization of air navigation services?"
