This report provides an overview of major legal issues likely to arise as a result of executive and legislative action to close the Guantanamo detention facility.

This report is divided into three major sections analyzing Cuba's political and economic environment, U.S. policy, and selected issues in U.S.-Cuban relations. Legislative initiatives in the 114th Congress are noted throughout the report, and four appendixes provide a listing of enacted measures, bills receiving some action in 2015, bills seeing action in 2016, and additional bills and resolution this Congress.

The first half of this report looks at the background of U.S. travel restrictions to Cuba over the last 40 years. The second half of this report looks at several initiatives from the 110th Congress that would ease U.S. travel restrictions to Cuba.

This report covers the contentious travel restrictions between the U.S. and Cuba from the 1960s to the present time. It includes background on the restrictions, enforcement of restrictions, and arguments for or against maintaining travel restrictions. It also provides background on relevant legislative initiatives during the 106th through the 111th Congresses.

This report outlines current progress towards establishment of the National Bio- and Agro-Defense Facility (NBAF), presents current and projected funding levels and timelines, and describes policy issues of potential interest to Congress, such as agency coordination, possession of viruses, construction timelines, disposition of PIADC, and community safety concerns.
