The fund was established jointly by the National Endowment for the Arts (NEA) and the National Assembly of State Art Agencies (NASAA). The Leadership Fund will bring a powerful new partnership between the public sector and the philanthropic community.

Discussing the future relationship with Pilot Point. Having talked with Sylvia Russel, McCarter has come to an understanding that there are existing problems that threaten the continuation of Pilot Point as a consortium of NTIEVA, North Texas Institute for Educators on the Visual Arts. The rapid growth of the district has left little time for Russel to continue her duties within the institute. McCarter asks Grisby if there is any one else in the district who can take over to Russel and her active duties.
