Mason acknowledges the receipt of the application for authority to organize units of the Texas Defense Guard. He suggests that Carswell modify the program to consist of three companies at Abilene and one at Merkel thereby making one complete battalion in that vicinity.

Acknowledgement of the receipt of the application to organize a unit of the Texas Defense Guard noting the issuance of a formal Letter of Approval has been delayed due to the volume of applications, due to the emergency work caused by the administration of the Selective Service Act and due to the pending mobilization of the Texas National Guard. Pending final approval, Mason authorizes Carswell to proceed with preliminary organizational work.
