Letter from Geo. B. Harris to Henry Sayles stating he is willing to induce other railroads in Abilene. He states that shorter railroads are not very profitable.

Letter from T. M. M. Campbell to E. P. Ripley discussing men who complained to him about the railroad. Ripley uses eminent domain to take the railroad from Texas to states on the Pacific coast. Campbell states he will intervene if necessary and will not allow this to happen. Ripley's policy is considered intolerable. Campbell also mentions enacting laws that disallow railroad companies from using the policy of eminent domain to clear the way for their railway. Campbell offers to meet Ripley in Texas to discuss the matter.

The writer discusses his efforts to prevent a railroad being constructed through Abilene and contracts that were circulating among the attorneys. The writer reminds Ripley of previous statements he made about waiting to build the railroad. The writer uses his own grocery store as an example of businesses to be protected in Abilene.

Letter from Henry Sayles to I. H. Kempner discussing the many views of citizens and the governor about constructing railroads in multiple parts of the state. Sayles believes protective laws for investments in the railroad are necessary.

Letter to I. H. Kempner commending him on his achievement with the Wichita Falls Water & Light Company. The writer discusses the bias in Texas against large railroad corporations and believes towns should build railroads to protect themselves from such. The two agree that Texas money should be invested in Texas railroads and the writer states some towns need these for distribution of merchandise. The author believes it is the best time to pass a code of railroad laws.

Letter from Ed. S. Hughes to Henry Sayles discussing strongly-worded letters sent to Kempner and Barton. Hughes discusses travel plans to Dallas and is also anxious about a letter written by the governor, though Hughes is not sure who it was addressed to.

Letter to E. P. Ripley pointing out discrepancies in his speech about building towns around his railroads instead of building railroads in established towns. The writer describes the work put in to secure rights of way through Abilene for Ripley's railroad construction. The writer reminds Ripley of a promise made by his chief engineer to begin immediate construction if sufficient funds were obtained. However, the writer states that Ripley's company instead began negotiations to build in Brownwood. The writer does not feel as though the people of Abilene have received the treatment they were promised by Ripley and his company.
