Banister requests that Carswell advise the Department as to the effect on his position as Major of the 10th Battalion of the Texas Defense Guard referring to the recently published memorandum from Selective Service Headquarters regarding the ruling that remunerated members of the Selective Service could not hold positions in the Defense Guard.
