A letter addressed to the State Director, Field Division, Austin, Texas from T. N. Carswell, C. A. S. dated December 17, 1943. Carswell advises of and explains regarding testimony given by a registrant and a statement by a person "in a position to know" regarding some practices by individuals covered in the testimony. Carswell advises that "it is also revealed that the appeal agent is under the influence of liquor much of the time", that he made inquiry and is convinced that the official connection of the appeal agent tends to discredit the board and is a source of embarrassment to the board.
