He advises Carswell, confidentially, that they have a plan to try to get on the July Primary ballot on a "war time proposition" noting if they can do that they "will be ready for big things".

Carswell advises of and explains regarding testimony given by a registrant and a statement by a person "in a position to know" regarding some practices by individuals covered in the testimony. Carswell advises that "it is also revealed that the appeal agent is under the influence of liquor much of the time", that he made inquiry and is convinced that the official connection of the appeal agent tends to discredit the board and is a source of embarrassment to the board.
