The letter was written as a follow-up, and as a request for help, after Sanders met Gonzalez in Washington D. C. over problems brewing in the San Antonio community. It would seem that the City Manager and members of its staff made concerted efforts to undermine urban development, community centers, and other services that would have been beneficial to San Antonio's marginalized ethnic communities.
