Letter from T. M. M. Campbell to E. P. Ripley discussing men who complained to him about the railroad. Ripley uses eminent domain to take the railroad from Texas to states on the Pacific coast. Campbell states he will intervene if necessary and will not allow this to happen. Ripley's policy is considered intolerable. Campbell also mentions enacting laws that disallow railroad companies from using the policy of eminent domain to clear the way for their railway. Campbell offers to meet Ripley in Texas to discuss the matter.
