The thesis describes the formation and work of the North Texas Institute for Educators on the Visual Arts, a consortia of six school districts, five museums, two arts councils, two state agencies and the University of North Texas. The institute it committed to the improvement of visual arts education for elementary children and developing audiences for the rich museum resources.

Paul Getty Trust by Ralph Hoepfner, Ph.D. The report on feasibility of developing curriculum-fair achievement tests the art on both positive and negative notes. During the 1983-84 school year an achievement test was developed to assess the school children's knowledge.

Science and mathematics were the two chosen subjects to be assessed under CCL.
