The Role of Higher Education in Africa: a Study of the Attitude of African Educators Toward the Tananarive Recommendations

This study concerns the perceptions of African educators concerning the role of higher education in Africa. The study investigates African educators' awareness, understanding, opinions, and reactions to the role of higher education as defined by the Tananarive Conference on the development of higher education in Africa. The data were collected through personal interviews with 80 educators affiliated with the universities of the English—speaking countries in Middle Africa. The findings of the study reveal that (a) the Tananarive recommendations are still realistic and relevant to the African situation; (b) African educators agree that universities in Africa must contribute to the definition and development of African economic, social, and cultural goals; (c) African universities are judged mainly by how successfully their objectives and achievements improve society; (d) the critical problems confronting the African universities are finance, colonial origin, attachment to metropolitan models and standards, training of staff in overseas institutions, brain drain, and government interference; and (e) mutual trust and understanding of role-expectation between African governments and universities is required for universities to fulfill their developmental role in African societies.

Effects of Water Quality, Instream Toxicity, and Habitat Variability on Fish Assemblages in the Trinity River, Texas

The Trinity River flows through the Dallas-Ft. Worth Metroplex in north central Texas where it receives effluents from numerous point sources including seven large regional wastewater treatment facilities. Historically, the Trinity River has been impacted by massive wastewater loadings which often constitute > 80% of the total river discharge during low flow periods. Normally, high mass loadings correspond to the summer months, compounding the effects of a naturally stressful period, characterized by high temperatures and low dissolved oxygen concentrations. Samples from 12 stations were collected quarterly over an 18 month period from the Trinity River and two tributaries. Water samples were analyzed for a variety of water quality variables, including metals, priority pollutants, pesticides, and general water quality parameters. Water samples were also tested for acute and subchronic effects with several test species. Fish were collected at each station and assemblages were characterized using traditional classification techniques and the Index of Biotic Integrity. In addition, sediment samples were assessed for toxic effects which could have adversely impacted fish recruitment and in situ biomonitoring experiments were performed. Reduction Pathways in Cyclopentadienyl Rhenium Dicarbonyl Dibromide Deriviatives and Indenyl Rhenium Tricarbonyl: Synthesis, Structure, and Reactivity of Anionic Cyclopentadienyl Rhenium Complexes. Ring Attack vs. Metal-Halogen Exchange

The reactions of diagonal and lateral Cp'Re(CO)2Br2 (where Cp' = n5-C5H5, n5-C5Me5) and (n5-CgH7)Re(CO)3 with reducing agents have been examined. Hydride reduction at -78 °C is observed to occur at the Cp ring in both CpRe(CO)2Br2 isomers, affording a thermally unstable [(n4 -C5Hg)Re(CO)2Br2]- complex. The product of hydride ring attack has been characterized by low-temperature IR and 1H NMR measurements in addition to 13C NOE and heteronuclear 2D NMR measurements. Reaction of lateral CpRe(CO)2Br2 with either MeLi or PhLi affords both Cp-ring attack and metalhalogen exchange, [CpRe(CO)2Br]- (1) while t-BuLi reacts exclusively via metal-halogen exchange. diag-CpRe(CO)2Br2 reacts with the above lithium reagents to yield the same metal-halogen exchange anion. Analogous reactions using diag- and lat-Cp*Re(CO)2Br2 (where Cp* = n5-CgMe5) afford only the corresponding rhenium metal-halogen exchange anion, [Cp*Re(CO)2Br] (2). The Development of Public Administration as a Field of Study in the Kingdom of Saudi Arabia

The purpose of this study was to investigate the evolution and development of the field of public administration in the Kingdom of Saudi Arabia. Factors which brought about programs of public administration and which have been influential in the development of these programs were analyzed. Although the historical roots of Saudi public administration are traced to the recapture of Riyadh by the late King Abdulaziz Al-Saud in 1902, modern public administration in the Kingdom actually began in 1953 with a royal decree which established the Council of Ministers. Factors that led to the establishment of the Institute of Public Administration and the birth of public administration programs at major Saudi universities include the country's rapid socioeconomic growth, rapid administrative expansion, and policies of administrative reform, higher education development, and the ambitious Five-Year Plans. Despite the fact that attention to the field of public administration in the Kingdom of Saudi Arabia dates back to the establishment of the College of Commerce at King Saud University in 1959, the real start of teaching public administration in Saudi universities is considered recent. The primary purpose of the study was to quantify the characteristics of certain self cognitions that occur in depressed adolescents. A secondary purpose was to assess the change that occurs in these self cognitions during a depressive episode. The intervention, in the form of guided imagery about a previous drug-using episode, was used to induce a mood change. The REP, a Personal Construct Theory measure, and the Beck Depression Inventory were used in a repeated measures design.

Competencies and In-Service Training of Functional Literacy Teachers in Northeastern Thailand

This study was designed to determine (a) the most important knowledge and skills for functional literacy teachers; (b) the most important competencies to be covered in in-service training; (c) whether there were any differences between the perceptions of functional literacy teachers, supervisors, and administrators in terms of needed competencies or areas of training; and (d) whether there were any differences in the perceptions of teachers, supervisors and administrators regarding the need for competencies and for training of functional literacy teachers based upon these variables: age, years of experience in formal and nonformal education, and training in the functional literacy program. It was found that teachers, supervisors, and administrators agreed that most competencies listed in the instrument were important. No significant difference was found in their perceptions of the importance of the competencies. A significant difference was found in the perceptions of the needs for training among these three groups.

Teacher Evaluation Processes and Professional Development Programs in Independent Schools

The purposes of this study were to determine (a) what teacher evaluation processes or instruments are used in the 45 independent schools of the Southwest, (b) what types of professional development activities or programs are provided for teachers in these schools, and (c) how the development and implementation of the teacher evaluation process and professional development programs are perceived by the teaching faculty in selected schools. Questionnaires were administered to chief administrators of the 45 member schools of the Independent Schools Association of the Southwest. From the 28 schools submitting completed questionnaires and evaluation instruments, it was found that: (a) 3 of the schools had a very informal process, (b) 7 of the schools had an informal process, (c) 12 of the schools had a formal process, and (d) 6 of the schools had a very formal process. Four generalizations emerged from factors evident at the 5 schools selected for on-site visitations which should be addressed by independent schools regardless of the type of evaluation process used: (a) each school should develop a teacher evaluation policy; (b) each school should develop evaluation criteria and procedures that relate to each teacher's classification; (c) each school should delineate the specific role of …

Comparison and Contrast of Perceptions of Current and Ideal Levels of Involvement with Tasks Performed by School Library Media Supervisors

Comparison and contrast of perceptions of current and ideal levels of Involvement with 50 tasks by 45 district level school library media supervisors in Texas public schools was accomplished using a survey instrument eliciting information in three areas: Curriculum and Instruction, Public Relations and Communication, Actainistration and Budget. Using tasks based on a Texas Education Agency publication, i, tests for correlated means were used to determine statistically significant differences between means for current and ideal levels of involvement for supervisors grouped by age, degree and certification as well as for the group as a whole. Findings showed that most demographic groupings perceived a need for greater involvement with various curriculum planning and design activities, evaluation of noncertlficated library media personnel and with various public relations activities.

Developing and Administering a Nonmetropolitan Teachers Education Program in Northeastern Thailand

The primary purpose of this study is to determine the efficacy of the rural teachers preparation program in specific curriculum components, field experience and training, and preparation. A secondary purpose is to determine the need for these components and a limited evaluation of other delivery systems for rural teaching in eight nonmetropolitan teachers colleges in Northeast Thailand. The questionnaire of the Rural Education Association (REA) developed by Barbara Jean Jones was employed to collect data from a random sampling of 352 teachers college instructors and administrators and randomly selected 352 elementary school teachers and administrators. Analysis of data from 508 respondents, were analyzed by using the descriptive statistic and t-test, revealed that: (a) the REA model components were available and are essential for teachers preparation program at Thai teachers colleges in the Northeast, (b) public relations and educational technology including computer literacy components should be developed to meet the public need, (c) teachers college faculty members should receive special training for preparing students to teach in a rural environment, (d) teachers colleges should provide a teacher training site in the provinces, (e) teaching in a rural and an urban environment are significantly different, and (f) there is a need for …

Trends in Strategic Planning in Private Social Service Agencies: A Test of the Ramanujam and Venkatraman Planning Model

This study modified the Ramanujam and Venkatraman (1987) questionnaire that was used to develop their model of planning system dimensions and planning effectiveness, and tested the model on a sample of private social service agencies. The criterion measures were level of planning sophistication, agency size, perceived environmental uncertainty, and relative competitive position. The sample was randomly drawn from private social service agencies which were members of the Community Council of Greater Dallas. Telephone interviews with fifty executive directors were conducted by a trained, impartial interviewer. Stepwise discriminant analysis was used to predict group membership between informal and formal planners. Of the nine dimensions in the model, three dimensions correctly classified 84 percent of the sample. The three dimensions were fulfillment of planning objectives, use of decision making techniques, and lack of resistance to planning. The level of perceived environmental uncertainty was another criterion set. Directors who perceived high uncertainty paid more attention to the external environment, used more decision making techniques, and relied on functional specialists when planning. Large and small agencies were classified by their annual budgets. Stepwise discriminant analysis using the planning system dimensions failed to reject the null hypothesis. The Enlightenment Legacy of David Hume

Although many historians assert the unity of the Enlightenment, their histories essentially belie this notion. Consequently, Enlightenment history is confused and meaningless, urging the reader to believe that diversity is similarity and faction is unity. Fundamental among the common denominators of these various interpretations, however, are the scientific method and empirical observation, as introduced by Newton. These, historians acclaim as the turning point when mankind escaped the ignorance of superstition and the oppression of the church, and embarked upon the modern secular age. The Enlightenment, however, founders immediately upon its own standards of empiricism and demonstrable philosophical tenets, with the exception of David Hume. As the most consistent and fearless empiricist of the era, Hume's is by far the most "legitimate" philosophy of the Enlightenment, but it starkly contrasts the rhetoric and ideology of the philosophe community, and, therefore, defies attempts by historians to incorporate it into the traditional Enlightenment picture. Hume, then, exposes the Enlightenment dilemma: either the Enlightenment is not empirical, but rather the new Age of Faith Carl Becker proclaimed it, or Enlightenment philosophy is that of Hume. The purpose of this study is to identify King Hussein's belief system, or operational code as it is called by George and Holsti, and to test its influence on foreign policymaking in Jordan. The research has three related goals: to identify King Hussein's operational code through analysis of his writings and speeches during the period between 1967 and 1980, to review four major foreign policy decisions in an attempt to understand the factors affecting the decision making process in Jordan, and to analyze these decisions to ascertain the impact of the king's personality and beliefs on them in order to discover whether the operational code construct can be used to predict or explain Jordan's foreign policy behavior.

The Contrast-Inertia Model and the Updating of Attributions in Performance Evaluation

The two problems which motivate this research concern the role of managerial accounting information in performance evaluation. The first problem is that the processing of accounting information by individual managers may deviate from a normative (Bayesian) pattern. Second, managers' use of accounting information in performance appraisal may contribute to conflict between superiors and subordinates. In this research, I applied the contrast-inertia model (C-IM) and attribution theory (AT) to predict how accounting information affects managers' beliefs about the causes for observed performance. The C-IM describes how new evidence is incorporated into opinions. Application of the C-IM leads to the prediction that information order may influence managers' opinions. Attribution theory is concerned with how people use information to assign causality, especially for success or failure. Together, the C-IM and AT imply that causal beliefs of superiors and subordinates diverge when they assimilate accounting information. Three experiments were performed with manufacturing managers as subjects. Most of the subjects were middle-level production managers from Texas manufacturing plants. The subjects used accounting information in revising their beliefs about causes for performance problems. The purpose of this study was to describe the development of Thailand's oldest private university, the University of the Thai Chamber of Commerce, Bangkok, Thailand, from 1963 to 1987. This historical research used records and documents which are primary sources from the University of the Thai Chamber of Commerce and the Association of Private Higher Education Institutions of Thailand together with interviews with the chairman of the Thai Chamber of Commerce, president, faculty and staff of the University of the Thai Chamber of Commerce. Secondary sources were reports and publications from the Ministry of University Affairs and libraries in Thailand. The areas of emphasis in the study were government policies on private higher education, legislation that initiated the founding of the University, the founder, the university's goals, the university's organizational structure, financial sources, admission policies, physical plants, programs, faculty and students. It was found that the Thai government encourages the establishment of private higher education institutions. The Private Higher Educational Institution Act of 1979 was enacted to allow Private universities to be equal to government universities. An Empirical Investigation of Psychophysiological Characteristics and Psychological Variables in Information Systems Human Factors Research

The purpose of this study was to test the comparability of several psychological instruments commonly used in Information Systems (IS) cognitive style research. The objective was to determine the limitations of: existing instruments in IS cognitive style research. The motivation for this research was the inconclusive findings reported in IS human information processing research. The study used a repeated measures design. Each individual completed the following cognitive style and personality instruments; the Myers-Briggs Type Indicator, the Group Embedded-figures Test, the Learning Style Inventory, the Human Information Processing Survey, and the Torrance Tests of Creative Thinking (Figural Form A). The individual also completed a dichotic listening and tachistoscope task. Data was collected from business administration, BCIS, liberal arts majors, and IS professionals. The results of this study indicate IS researchers need to consider several factors in the use of these instruments. A direct relationship exists between cognitive ability and results on the GEFT. Cognitive ability should be considered a moderating variable in interpreting the results of the GEFT. Also, the hypothesis that the GEFT is a surrogate for analytical and low-analytical abilities is not supported by this study. Participants and Nonparticipants in Nonformal Education in Thai Rural Areas: A Secondary- Analysis

This study was a secondary analysis of survey data on participants and nonparticipants in Thai rural education programs. The original data were collected in 1987 by the Office of the National Educational Commission, Office of the Prime Minister, Bangkok Thailand. This study was conducted in order to examine the effect of selected demographic variables on participation and to determine why some rural villagers participate in nonformal educational programs and other villagers do not. The data were collected from a survey of nonformal education in Thai rural areas conducted as part of the evaluation of the Fifth Five-Year Plan. The population consisted of 590 participants in nonformal education programs and 860 nonparticipants. The statistical techniques employed to analyze data were logit analysis, z-test, tables of binomial distribution, and ranking by each of the groups (participants and nonparticipants). The evidence from this study indicates that the average nonformal education participant is an adult between the age of 36 and 50 years, who has completed four or less years of education, and who is married and works in farming (cultivating rice). Reubke's The 94th Psalm: Synthesis of Conservative and Progressive Styles, a Lecture Recital, together with Three Recitals of Selected Works of J.S. Bach, C. Franck, A. Heiller, M. Reger, L. Sowerby, M. Widor and Others

This dissertation is a study of the styles shown in Reubke's The 94th Psalm. As a student of Hermann Bonicke, Theodor Kullak, and Adolf Marx, Reubke was trained in the masters of the Baroque and Classical traditions. Written after his study with Franz Liszt in the newer style, The 94th Psalm is a crystallization of these various influences into his own personal style, a remarkable achievement at age twenty three. It is a synthesis of two different styles of organ music at the time; the traditional and conservative represented by Mendelssohn and Schumann, and the progressive by Liszt. Reubke's unique approach to the sonata fomi in the "double function" unified three individual movements into one musical entity by the use of the cyclic theme. The harmony and the tonality are advanced and anticipate the late nineteenth-century style. As the first programmatic organ music in the nineteenth century, The 94th Psalm is an idiomatic organ work which employed the virtuoso piano technique of the time. This study examines the political and administrative role of planning and budgeting in Saudi Arabia. It demonstrates how they have contributed to lessening the political crises of distribution, participation, and penetration that confront developing countries. The study also investigates how these two bureaucratic processes have helped adapt rapid changes in a manner acceptable to the cultural milieu. In addition, the study explores the politics of planning and budgeting and identifies the roles various actors play. The evolution and institutionalization of planning and budgeting are examined through printed materials and interviews with planners and budgeters in the Ministries of Planning and Finance. In addition, a number of the Ulama, businessmen, former government bureaucrats, officials of key ministries and agencies, and media were interviewed in an attempt to understand how they interact in the politics of planning and budgeting.

The Relationship between Personality Type and Marital Satisfaction Using the Myers Briggs Type Indicator and the Marital Satisfaction Inventory

The relationship between personality type as measured by the Myers Briggs Type Indicator (MBTI) and marital satisfaction as measured by the Marital Satisfaction Inventory (MSI) was examined in this research. Subjects were 100 volunteer couples from a southwestern urban area who were given the MBTI and the MSI. These couples were divided into three groups: 40 were in marital therapy; 30 had satisfactory marriages and had been married seven years or less; 30 also had satisfactory marriages, but had been married more than seven years. The therapy group and the satisfactorily married groups were compared as to the number of MBTI preferences held in common, the strength of these preferences and the length of time married. The extraversion-introversion (E-I) scale and the sensing-judging (S-J) temperament of the MBTI were examined by comparing the spousal combinations in each of the groups. Chi square analysis and a Pearson correlation were used. A one-way analysis of variance was run between six of the scales of the MSI and each of the four MBTI dimensions. A MANOVA was attempted on the relationship between the spousal MBTI combinations and the six MSI scales, but the population was too small for this analysis to be conclusive. …
