This study is a survey of public community college speech programs in Texas. An investigation of the literature revealed that only three similar studies had been made concerning Texas junior colleges. Chapter Four concludes the study by reviewing the current status of public community college speech programs in Texas and making recommendations for the improvement of these speech programs.

Superintendents' Value Perceptions Regarding P.L. 94-142 as it Applies to Texas School Districts

This study addressed superintendents' value perceptions of nineteen component parts of P.L. 94-142, The Education For All Handicapped Children Act of 1975. In addition, the study sought to determine whether relationships existed between superintendents' value perceptions of P.L. 94-142 and (1) school district size and (2) total years experience as a superintendent. As a result of this research, twenty-one conclusions were drawn, consisting of Texas superintendents' perceptions of several aspects of P.L. 94-142 such as: its effectiveness, appropriateness, process hearing costs, funding, time/cost efficiency, feasibility, and ultimate goal. Additionally, there was no significant relationship between the total number years served as a superintendent, or the size of school districts served, and the superintendents' value perceptions concerning P.L. 94-142. In summary, twenty-one conclusions were reached regarding superintendents' value perceptions of P.L. 94-142. A total of seven implications were drawn from the conclusions. Finally, seven recommendations for future study were made.

The Politics of Expansion: Texas as an Issue in National Politics, 1819-1845

The American movement to acquire the region known as Texas has "been the subject of countless monographs and journal articles. Although the literature on the Texas movement is voluminous, no historian has produced an interpretive synthesis based on that literature and the extant documentary sources. This work is intended "to fill that void "by offering speculative analysis as well as a chronological narrative on the total movement. The scope of this work is comprehensive. It traces the American government's handling of the Texas issue from 1819—-the year President James Monroe agreed to drop the American claim to Texas in the Adams-Onis treaty—through 1845—the year President James K. Polk signed a congressional resolution granting Texas statehood. Throughout these years the countervailing political forces of antebellum America had more influence on the government's Texas position than did diplomatic considerations. Consequently, the theme of this dissertation is that the American movement to acquire Texas was primarily a political movement. Indeed, the Texas Republic became an American state only when the annexation issue became inextricably linked with the party trammels and political philosophies of Jacksonian America.

Responsibilities of Department Chairpersons as Perceived by Exemplary High School Principals

The problem of this study was to identify a means for improving the administration of curriculum and instruction by exploring the utilization of leadership personnel in addition to the principal. This study focused on the determination of the responsibilities that should be delegated chairpersons and the degree of autonomy that should be associated with each responsibility. Major implications were as follows. 1) Job descriptions should be developed for department chairpersons listing responsibilities and specifying guidelines within which department chairpersons should function. 2) Effective communication channels must exist between principals and department chairpersons and between department chairpersons and teachers to insure that department chairpersons perform their duties in accordance with the will of the principal. Teachers must understand the position of department chairperson for optimum use of the departmental organization. 3) Another implication is that department chairpersons should be provided in-service training to assist them with understanding and fulfilling their responsibilities . Additionally, evaluation procedures should be developed based on assigned responsibilities to provide a means of improving effectiveness. 4) A major implication is that by effectively utilizing department chairpersons, principals will experience some relief and assistance . An Analysis of Administrative Competence Needs in Selected Texas Public School Districts

The problem of this study was to determine the perceived needs of selected Texas public school administrators in the areas of competence addressed in the PEEL (Performance Evaluation of the Educational Leader) definition of administrative competence. The conclusions included the following: 1. Between levels of administrative activity, differences were indicated in the high indexes of perceived need on the competency statements between the superintendency-level staff members (superintendent and his advisory staff who hold "line" positions) and the building-level administrators (elementary principals, junior high principals, and senior high principals). 2. Superintendency-level staff members tend to exhibit higher perceived needs on the competency statements relating to instruction and student-oriented responsibilities than do building-level administrators. 3. The size of a school district in which an administrator is employed, the number of years that an administrator has in educational administration, and the highest degree earned by an administrator cause no significant differences to appear in the manner in which an administrator assesses his perceived need on a particular competency statement.

The Personal, Social, and Academic Adjustment Problems of Arab Students at Selected Texas Institutions of Higher Education

The problem of this study was to determine the personal, social, and academic adjustment problems of Arab students at selected Texas institutions of higher education. The students in this study were 315 undergraduate and graduate Arab students attending four Texas institutions of higher education who were enrolled in the spring semester of 1979. The purpose of this study was twofold: (1) to identify the personal, social, and academic adjustment problems perceived by Arab students; and (2) to analyze and to interpret the data in relation to the adjustment problems of full-time Arab students included in this study. Results indicated that the Arab students were in general agreement concerning the questionnaires; no significant differences were found at the .05 level between male and female Arab students, married and single Arab students, and undergraduate and graduate Arab students. Recommendations were included which suggested that faculty and administrators who interact with Arab students be acquainted with the findings of the study. Orientation programs should be provided for Arab students, and the possibility of developing and enhancing the students' academic and non-academic experiences by identifying those individuals who have the ability and interest necessary for working with Arab students should be examined. A Model for Optimal Interspousal Transfers in Estate Planning

The problem with which this study is concerned is that of determining the optimal transfer of property from a decedent to his surviving spouse. A secondary problem addressed is whether equity between common law states and community property states in the application of the estate tax provisions has been achieved through the allowance of the marital deduction. From this analysis decision criteria were developed to aid taxpayers and their advisors in determining optimal property transfers to a surviving spouse. Conclusions of the study were the following: (1) The primary concern when formulating an estate plan should be to determine whether any property should be transferred to the surviving spouse. The literature has stressed qualifying transfers for the marital deduction while giving minimal consideration to the wisdom of doing so. This study indicates that in a majority of estates optimal results are obtained by making no transfers to the surviving spouse. (2) Relative after-tax rates of return of the surviving spouse and other beneficiaries are the most important factors in determining optimal transfers to the spouse. This again conflicts with the literature which has emphasized relative estate sizes as the dominant factor. (3) Rates of inflation have minimal influence in determining …

This study was designed to assess the types of shared service arrangements and the degree of commitment as evidenced by the incorporation of policy statements displayed toward the sharing concept evident in the Dallas-Fort Worth hospitals. The purpose of this research, then, was to identify and evaluate present utilization of shared arrangements to establish a base for comparison and recommendations for future participation by the various categories of hospitals. The conclusions derived from the findings include the following: 1. Shared services promise to be a continuing factor in the operation of the health care industry in the future. 2. Governmental influence and regulation will expand into every area of health care. Hospital administrators must take every opportunity to contribute input to the formulation of these regulations. 3. The selection of products or services to be shared must be handled in a systematic manner complete with a control system to assure continued quality levels. 4. Standardization of product specifications is the single largest obstacle to the expansion of the shared service concept. The problem addressed in this study was the lack of long-range projections resulting from an absence of data in terms of functions, funding, administrative staffing, and collection of materials for the Louisiana Learning Resources System (LLRS) network of 1985. The purpose of this study was to make long-range projections in these areas. Based upon the findings and conclusions of this study, the following projections were made. 1. The LLRS of 1985 should be a local unit which would be specialized in function and operate on the same academic calendar as that of the local education agency. 2. The role of the LLRS Director of 1985 should continue to be that of a materials/media specialist. 3. The primary funding source of the LLRS of 1985 should be that of federal dollars. 4. The Ideal Collection of Materials for the LLRS of 1985 should include teacher oriented materials, student oriented materials, and hardware for use with special education materials.

Criteria Utilized and Criteria Desired for Granting Appointment, Reappointment, Merit Salary Increases, Promotion in Rank, and Tenure to College and University English Faculty

The purpose of this study was to analyze the differences in the criteria utilized and the criteria desired by various types of institutions for granting appointment, reappointment, merit salary increases, promotion in rank, and tenure, and to propose criteria based upon this analysis. This study reveals that institutions differ according to the criteria which they utilize and desire for appointment, reappointment, merit salary increases, promotion in rank, and tenure. For example, two-year and four-year private colleges and universities consider age, health, personal appearance, and religious activities while two-year and four-year public colleges and universities disregard religious activities and place little emphasis on age, health, and personal appearance. In addition, four-year public and private institutions stress more than two-year public and private colleges degrees from prestigious universities, research, publications, and the Ph.D. in English. Furthermore, four-year private schools give more attention than four-year public institutions to student evaluations, classroom visitations, curriculum development, academic advisement, and supervision of student activities The study also reveals that as four-year public institutions increase in size, their interest in research and publications increases proportionally.

The purpose of this study was to ascertain the components necessary to develop a State Level Management Plan for Vocational Education. As background for developing the plan, research was done to identify what State Directors of Vocational Education perceive to be the best composition of a Management Plan for Vocational Education. Information was obtained concerning which components of the Management Plan were made operational by the state directors. Also, this study determined the relationship between the components which are made operational and the perceived importance of each component. The two specific conclusions resulting from this study are as follows. 1. The perceived importance of the components identified by state directors that should be in a Management Plan is indicative of the components that are functional in the planning process. 2. Related literature and findings indicate that an effective Model State-Level Management Plan for Vocational Education can be developed based on the components perceived by the state directors. Relationship of Library Skills to the Use of the Library by Freshman Community College Students

The purpose of this study was to investigate the relationship between selected basic library skills and the use of the library by freshman community college students, and to determine or evaluate the extent to which the use of the library by such students is related to or influenced by the level of their library skills. The population utilized in this study was the total enrollment of freshman students beginning their second semester of study at two typical Texas rural community colleges, namely Cooke County College at Gainesville, Texas, and Grayson County College at Sherman, Texas. Data regarding library skills were obtained through the use of a standardized test instrument, A Library Orientation Test for College Freshmen. Data regarding library use, relevant demographic traits, and selected control variables (age, sex, hours worked, self-perceived library skills, school attended, a measure of intelligence, marital status, and major course of study) were obtained through the use of a specially prepared questionnaire instrument. Through the use of generalized scattergrams with both present study and pilot study data a possible simple linear relationship was found to obtain between library skills and library use in both instances. Self-Disclosure by Mexican-American Women: The Effects of Acculturation and Language of Therapy

The present study proposed to investigate the effects of level of acculturation and of language of the therapy interview on self-disclosure by Mexican-American women. It was predicted that self-disclosure would be affected by both level of acculturation and by the language of the initial therapy interview. The principal implication of this finding is that for the first-generation Mexican-American woman, that is, a woman who has not acculturated to the mainstream society, the language in which therapy is conducted constitutes a significant factor in predicting whether she is likely to self disclose and thereby benefit from the therapy. The findings of this study suggest that less acculturated Mexican-American women would be more likely to utilize mental health services if they are available in Spanish.

A Delphi Study of Roles and Responsibilities of State Developmental Disabilities Planning Councils

The purpose of the study was to explore and examine the roles and responsibilities of state councils related to planning, influencing, monitoring, and evaluating activities. These activities had been mandated by Congress for the improvement of services for the target population of the Developmentally Disabled Assistance and Bill of Rights Act of 1975, Public Law 94-103. Forecast responses were sought to twelve questions that addressed issues relating to roles and responsibilities identified for the councils (a) in the law, (b) the regulations issued pursuant to enactment of the law, and (c) the program guidelines that covered operation of the program. Based upon the findings from the analysis of data in the study and feedback from the panel, implications and conclusions were drawn and recommendations were made. Five of the most important conclusions made were 1. A continuing trend in accountability is demonstrated by the increased emphasis on performance of councils, progress of clients, and effectiveness of service programs; 2. Evaluation activities are being seen from a broad scope and comprehensive viewpoint rather than on a narrow, localized scale; 3. Minimum Competencies Needed for Graduation: A Comparative Case Study of Perceptions Held by Professional Educators and the Local School Community

The problem of this study is a comparison of minimum competencies needed for high school graduation as perceived by local professional educators to those perceived by the local school community. The source of data is Community Survey of Essential Student Skills. This survey instrument is a rating of the importance of minimum competencies by 1,931 patrons in the local school community. A total number of 401 professional educators had previously rated these competencies. The following conclusions are based on the analysis of each hypothesis and observations during the study. 1. There is an increasing amount of emphasis in the literature that major perceptual differences exist between professional educators and school communities. Educators need to identify and act upon the perceptions of their patrons. Increased emphasis upon community involvement is supported by findings of this study. For example, the community could be involved in curriculum development for life skills. Patrons, students and parents could serve on advisory committees to school boards. 2. There is evidence that increased communication efforts are needed to narrow the gap between perceptions of educators and school communities. A Discrepancy Analysis of Basic Science Teaching Competencies in Secondary Science in Texas

The study has a twofold purpose. The first is to compare the priority order of the seven fundamental areas of skill among the three sample groups, The second is to compare the differences between actual and ideal teacher performance in the seven fundamental skill areas. The conclusions are generalizable only to the population of Texas teacher educators, members of the Texas Science Supervisors Association and members of the Science Teachers Association of Texas, All of the groups had basic agreement as to the priority order of the science teacher competencies being demonstrated by teachers, The profession's success in educating teachers in the content areas is reflected by the priority of the rankings. The position of the science supervisors' ratings of teacher performance between teachers and teacher educators indicated that supervisors have the most accurate view of teacher performance, The least discrepancy among groups occurred in the ideal rating of teacher performance, indicating general agreement as to the level at which teachers should be demonstrating skills, The greatest discrepancy occurred in the identification of actual level of teacher performance.

A Study of Texas Teachers' Fulfillment of the Educators' Code of Ethics

The purposes of this study were to determine the perceptions selected school personnel had of public school teachers' fulfillment of the code of ethics for Texas educators, if these perceptions differed significantly, and if the code had any significant impact on teachers' behavior. The subjects consisted of board members, superintendents, principals and teachers within seven urban, fourteen suburban, and fifty rural Texas school districts. Subjects’ responses to an instrument derived from the Code of Ethics for Texas Educators provided the data for testing. The findings of this study included the following: 1. Board members perceived teachers as fulfilling the code to be slightly higher than did teachers and principals and significantly higher than did superintendents. 2. Superintendents perceived teachers as fulfilling the code to a lower degree than did the other subjects surveyed. 3. Subjects selected within urban and suburban school districts are in perceptual agreement concerning teachers' fulfillment of the code. 4. Rural board members perceived teachers as fulfilling the code to a slightly higher degree than did rural superintendents. 5. A Study of the Collective Bargaining Process After Issuance of the Certification of Representative and an Analysis of Similarities in Ratified Contracts

This project explored the period immediately following the NLRB certification of the representation election wherein a Certification of Representative was actually issued. The intent was to examine the ultimate effects of the collective bargaining process after a labor organization was recognized as the official bargaining agent for a bargaining unit. The main purpose of this study was to investigate the collective bargaining process between two established dates: (1) the date the union was certified the collective bargaining agent, and (2) the date a collective bargaining agreement, if any, was obtained. Study data and findings were organized and presented by four research hypotheses. Hypothesis 1 (once a collective bargaining agent is certified as the collective bargaining representative by the NLRB, it will negotiate a collective bargaining agreement) was not supported by total elections for both fiscal years combined; however, responses received percentages resulted in a collective bargaining achievement. Hypothesis 2 (there will be no difference in the amount of time required to negotiate and ratify a collective bargaining agreement following a consent election as compared with stipulated consent or directed elections) was not supported by the research responses received. Sam Rayburn: Trials of a Party Man

Several books have been written about Sam Rayburn, but thus far there has been no attempt to analyze Rayburn's rise to power. No one has delved sufficiently into his political philosophy, his motivations, and his personal convictions regarding the pivotal events of the turbulent 1930s. This dissertation endeavors to fill that void by tracing the course of events which led Sam Rayburn to the speakership of the United States House of Representatives. It records his triumphs, his shortcomings, the concessions he made, and the people he served in order to achieve his life's ambition. The scope of this study ranges from Rayburn's first expression of interest in the speakership to his elevation to that position in 1940. Brief coverage is given to his three terms in the Texas Legislature, beginning in 1906, and his election to Congress in 1912. A more extensive analysis is made of his early congressional association with John Nance Garner and its pivotal influence on his career. A brief analysis is offered of Rayburn's political and legislative activities prior to the election of 1932. A Study of Self-Perceived Leadership Styles of Female Administrators Compared to Those of Their Superordinates of Five Major Texas Junior/Community College Districts

The problem of this study was a comparison of female administrators' self-perceived leadership styles to those of their superordinates' perceptions in five major junior/community college districts in Texas. The population included 59 female administrators submitting biographical information with 53 of the 59 submitting information on their leadership styles. The leadership data were paired with 53 superordinates for comparison of the perceptions of each group. In conclusion both groups agreed on the leadership style exhibited most often by female administrators as being high relationship-low task. Even though the female administrators exhibited this dominant style, the majority of the women and their superiors agreed they could span the other styles in an effective manner.

The Farmers' Alliance in Wise County, from its introduction in 1880 to its demise in 1897, endeavored to improve the mental, moral, social, and financial conditions of small agrarians in the north central Texas county. This paper details the Alliance's efforts, in cooperative ventures and political activism and third-party politics, to place farmers in a better economic position. Additionally, the paper focuses on the Alliance's attempts to provide educational and social opportunities and moral guidance to the membership. Source materials include government documents and publications, contemporary accounts, the county Alliance's official newspaper, area newspapers, and the original minutes of the county Alliance from 1893 to 1897.

Appropriate Business Appearance for Women in Retailing

This study was conducted to investigate the importance of dress in the implementation of hiring, promotion, and termination practices among female retail executives in the Dallas/Fort Worth area. Appropriate interview and on-the-job dress for department and specialty store executives was studied. A questionnaire was used to obtain information from retail executives. Based on the data obtained, it was found that appropriate business dress was indeed important for female retail executives. Skirt suits or skirt and vest ensembles were considered most acceptable by the executives surveyed, both for interview and on-the-job situations.

The problem of this study was to identify a minimum competency-testing framework for the state of Texas, based upon perceptions of superintendents of schools. Additionally, this study attempted to determine whether relationships existed between school district characteristics and the superintendents' perceptions of minimum competency testing. In summary, eight conclusions were reached with regard to minimum competency testing. Two implications have been presented which would direct the application of a minimum competency framework within the state of Texas. Finally, six recommendations have been made. Five recommendations dealt with additional studies, while one recommendation dealt with the Texas Education Agency's use of results from the five recommended studies.

Presidential Reconstruction in Texas 1865-1867

Presidential reconstruction in Texas proceeded under the direction of provisional governor Andrew Jackson Hamilton, a Texas Unionist. Texas Unionists had deep political roots in pre-war politics and sought to reconstruct along moderate lines. Following the constitutional convention of 1866, conservative James Webb Throckmorton won the gubernatorial race against Unionist Elisha Marshall Pease. Throckmorton's administration did very little to curb the intense violence directed at Unionists in Texas, and the conservative legislature passed legislation repressive to blacks. Texas Unionists grew increasingly radical, and Throckmorton clashed with the federal military over the question of authority. After the Radicals in Congress passed the Reconstruction Acts, Throckmorton was removed as governor, and E.M. Pease was appointed in his place, ending presidential reconstruction in Texas.
