The specific purposes of the study were (1) to determine the effectiveness of ECRI (Exemplary Center for Reading Instruction), as compared to "traditional" (basal driven) classroom instruction based on a comparative analysis of norm-referenced test data; (2) to determine if there was a significant difference between Blacks, Hispanics and Caucasians on the Vocabulary and Reading Comprehension portions of the Iowa Test of Basic Skills among the third grade ECRI students; and (3) to provide valid information for those charged with the implementation of reading instruction in the Dallas Independent School District, Dallas, Texas.

Alternative Funding Models for Public School Finance in Texas

This study examined different funding methods for financing public education in order to solve the problems associated with large numbers of school districts and great disparities in property wealth without abandonment of property tax as the major revenue source. Using enrollment and State Property Tax Board data for the 1,061 school districts in Texas in 1986-87, four alternative funding plans were studied to compare the equity and fiscal impact of each on public school finance in Texas. The state and local shares of the total cost of education were computed using a combination of three per-pupil expenditure levels and four funding formulas. The per-pupil expenditure levels used were $3,850, $4,200, and $4,580. The formulas used were representative of a full state funding plan, a percentage equalization plan, a power equalization plan, and a foundation school program plan. Since each of the four plans used significantly higher per-pupil expenditure values, all required a greater monetary investment on the part of the state. However, all plans were found to be equalizing in nature if set per-pupil expenditure values were maintained and no local enrichment was permitted. A Quasi-Experimental Study of Inter-rater Reliability When Awarding Exceptional Quality Points on the Texas Teacher Appraisal Instrument

This study investigates the inter-rater reliability of appraisers who award exceptional quality points on the Texas Teacher Appraisal Instrument. Inter-rater reliability was measured when appraisers scored exceptional quality points after viewing a videotaped lesson. Comparisons were made between appraisers when grouped according to elementary or secondary certification, sex, years of administrative experience, and type of training. A total of 707 subjects from 56 school districts participated in the study. Five research hypotheses were formulated with the .05 level of significance for acceptance. All hypotheses were tested by correlation of coefficients, multiple response procedures, frequencies, and percentages. The data measuring inter-rater reliability of the appraisers in training imply that there is very little reliability in the awarding of exceptional quality points on the Texas Teacher Appraisal Instrument. The findings of this study are that certification, sex, administrative experience, and type of training made no significant differences when scoring the instrument. Therefore, it is concluded that the scoring of exceptional quality points is a subjective, professional judgment made by each appraiser when observing a teacher. The Perceived Impact of the Texas Career Ladder Plan upon the Motivational Levels of Teachers

The problem of this study was to determine the perceived impact of the Texas Career Ladder Plan upon the motivational levels of teachers. The purposes were to determine: the impact of the Texas Career Ladder Plan as an incentive for improved job performance; the strengths and weaknesses of the current Texas Career Ladder Plan; the types of incentives that teachers believe would motivate them to perform better; and the suggestions that teachers have to modify the current Texas Career Ladder Plan. An opinionnaire was developed to obtain data pertinent to the perceived impact of the Texas Career Ladder Plan in providing incentives for improved job performance. A random sample of 500 elementary school teachers and 500 secondary school teachers was selected from the personnel rosters of the participating schools. Data from 92 percent of the subjects sampled was achieved. A descriptive analysis was used to interpret data collected in this study. The findings indicated that the Texas Career Ladder Plan has had no impact or a perceived negative impact upon the motivational levels of teachers as indicated by 14 of the opinionnaire items surveyed. Strategic Design: Developing Community Relations in a Texas School District

School leaders often contemplate implementing measures that will increase community and parent involvement in schools. There is a shortage of research that concisely takes school leadership through a process that details how to integrate parent and community input in a school transformation initiative and careful analysis of student outcomes. Within this study, I provide an in-depth look at one school district’s efforts to engage its community through strategic planning and mission and vision redesign. This process includes community involvement at every phase. For the purpose of this study, community refers to both community members who do not have children in the school system and parents of current students. In this study, I outline the inception of the transformation effort, the ongoing efforts to include community input in decision-making and campus implementation, and finally a review of the overarching impact on leadership, staff, students and community. Data collection analyzed in this study include assessment data, survey data, discipline data and walk through data collected by the school district.
