On September 15, 2005, the House of Representatives approved H. Res. 437, which created the Select Bipartisan Committee to Investigate the Preparation for and Response to Hurricane Katrina (“the Select Committee”). According to the resolution, the Committee was charged with conducting “a full and complete investigation and study and to report its findings to the House not later than February 15, 2006, regarding— (1) the development, coordination, and execution by local, State, and Federal authorities of emergency response plans and other activities in preparation for Hurricane Katrina; and (2) the local, State, and Federal government response to Hurricane Katrina.” The Committee presents the report narrative and the findings that stem from it to the U.S. House of Representatives and the American people for their consideration. Members of the Select Committee agree unanimously with the report and its findings. Other Members of Congress who participated in the Select Committee’s hearings and investigation but were not official members of the Select Committee, while concurring with a majority of the report’s findings, have presented additional views as well, which we offer herein on their behalf. The Commission's report examines the government's current policies and programs, identifies gaps in prevention strategy and recommends ways to close them. It sets forth the possible threats to the United States if terrorists acquire weapons of mass destruction and provides thirteen recommendations for unilateral and international actions that could increase worldwide safety.

Final report of the Financial Crisis Inquiry Commission, created to “examine the causes of the current financial and economic crisis in the United States.” This report outlines the findings of the Commission, including collected information broken down chronologically, conclusions and dissenting view statements, and relevant appendices regarding the investigation.

To identify solutions to hunger, Congress created the bipartisan National Commission on Hunger “to provide policy recommendations to Congress and the USDA Secretary to more effectively use existing programs and funds of the Department of Agriculture to combat domestic hunger and food insecurity.” This report is based on the commission members’ full agreement that hunger cannot be solved by food alone, nor by government efforts alone. The solutions to hunger require a stronger economy, robust community engagement, corporate partnerships, and greater personal responsibility, as well as strong government programs.

In 1998, Congress passed the National Drought Policy Act. The Act stated that this nation would benefit from national drought policy based on preparedness and mitigation to reduce the need for emergency relief. It acknowledged that this country has no consistent, comprehensive policy driving the federal role to help reduce the impacts of drought. The Act also created the National Drought Policy Commission to advise Congress on how best to: Integrate federal drought laws and programs with ongoing state,local, and tribal programs into a comprehensive national policy to mitigate the impacts of and respond to drought. Improve public awareness of the need for drought mitigation. Achieve a coordinated approach to drought mitigation and response by governments and nongovernmental entities, including academic, private, and nonprofit interests. This document constitutes the report of the National Drought Policy Commission. (Commission members were chosen according to provisions in the Act, which required representation of federal and nonfederal government entities and the private sector.) The report presents the basis for national drought policy and calls for commitment and resolve in providing sufficient resources to achieve the policy goals.
