ASSESSING CHEMICAL HAZARDS AT THE PLUTONIUM FINISHING PLANT (PFP) FOR PLANNING FUTURE D&D

This paper documents the fiscal year (FY) 2006 assessment to evaluate potential chemical and radiological hazards associated with vessels and piping in the former plutonium process areas at Hanford's Plutonium Finishing Plant (PFP). Evaluations by PFP engineers as design authorities for specific systems and other subject-matter experts were conducted to identify the chemical hazards associated with transitioning the process areas for the long-term layup of PFP before its eventual final decontamination and decommissioning (D and D). D and D activities in the main process facilities were suspended in September 2005 for a period of between 5 and 10 years. A previous assessment conducted in FY 2003 found that certain activities to mitigate chemical hazards could be deferred safely until the D and D of PFP, which had been scheduled to result in a slab-on-grade condition by 2009. As a result of necessary planning changes, however, D and D activities at PFP will be delayed until after the 2009 time frame. Given the extended project and plant life, it was determined that a review of the plant chemical hazards should be conducted. Assessing out-of-band flare effects at the wafer level for EUV lithography

To accurately estimate the flare contribution from the out-of-band (OOB), the integration of a DUV source into the SEMATECH Berkeley 0.3-NA Micro-field Exposure tool is proposed, enabling precisely controlled exposures along with the EUV patterning of resists in vacuum. First measurements evaluating the impact of bandwidth selected exposures with a table-top set-up and subsequent EUV patterning show significant impact on line-edge roughness and process performance. We outline a simulation-based method for computing the effective flare from resist sensitive wavelengths as a function of mask pattern types and sizes. This simulation method is benchmarked against measured OOB flare measurements and the results obtained are in agreement.

Assessment of Cracks in Stress Concentration Regions with Localized Plastic Zones

Marty brittle fracture evaluation procedures include plasticity corrections to elastically computed stress intensity factors. These corrections, which are based on the existence of a plastic zone in the vicinity of the crack tip, can overestimate the plasticity effect for a crack embedded in a stress concentration region in which the elastically computed stress exceeds the yield strength of the material in a localized zone. The interactions between the crack, which acts to relieve the high stresses driving the crack, plasticity effects in the stress concentration region, and the nature and source of the loading are examined by formulating explicit flaw finite element models for a crack emanating from the root of a notch located in a panel subject to an applied tensile stress. The results of these calculations provide conditions under which a crack-tip plasticity correction based on the Irwin plastic zone size overestimates the plasticity effect. A failure assessment diagram (FAD) curve is used to characterize the effect of plasticity on the crack driving force and to define a less restrictive plasticity correction for cracks at notch roots when load-controlled boundary conditions are imposed. Assessment of Distributed Generation Potential in JapaneseBuildings

To meet growing energy demands, energy efficiency, renewable energy, and on-site generation coupled with effective utilization of exhaust heat will all be required. Additional benefit can be achieved by integrating these distributed technologies into distributed energy resource (DER) systems (or microgrids). This research investigates a method of choosing economically optimal DER, expanding on prior studies at the Berkeley Lab using the DER design optimization program, the Distributed Energy Resources Customer Adoption Model (DER-CAM). DER-CAM finds the optimal combination of installed equipment from available DER technologies, given prevailing utility tariffs, site electrical and thermal loads, and a menu of available equipment. It provides a global optimization, albeit idealized, that shows how the site energy loads can be served at minimum cost by selection and operation of on-site generation, heat recovery, and cooling. Five prototype Japanese commercial buildings are examined and DER-CAM applied to select the economically optimal DER system for each. The five building types are office, hospital, hotel, retail, and sports facility. Based on the optimization results, energy and emission reductions are evaluated. Furthermore, a Japan-U.S. comparison study of policy, technology, and utility tariffs relevant to DER installation is presented. An assessment of testing requirement impacts on nuclear thermal propulsion ground test facility design

Programs to develop solid core nuclear thermal propulsion (NTP) systems have been under way at the Department of Defense (DoD), the National Aeronautics and Space Administration (NASA), and the Department of Energy (DOE). These programs have recognized the need for a new ground test facility to support development of NTP systems. However, the different military and civilian applications have led to different ground test facility requirements. The Department of Energy (DOE) in its role as landlord and operator of the proposed research reactor test facilities has initiated an effort to explore opportunities for a common ground test facility to meet both DoD and NASA needs. The baseline design and operating limits of the proposed DoD NTP ground test facility are described. The NASA ground test facility requirements are reviewed and their potential impact on the DoD facility baseline is discussed.

This article examined associations of home food availabilities with prediabetes and diabetes among 8929 adults (20–70 years) participating in 2007–2010 National Health and Nutrition Examination Surveys. The results show prediabetes participants had lower availability of healthy foods and higher availability of unhealthy foods, suggesting the need to improve healthy food availability at home for this population.

Associations between classroom CO2 concentrations and student attendance in Washington and Idaho

Student attendance in American public schools is a critical factor in securing limited operational funding. Student and teacher attendance influence academic performance. Limited data exist on indoor air and environmental quality (IEQ) in schools, and how IEQ affects attendance, health, or performance. This study explored the association of student absence with measures of indoor minus outdoor carbon dioxide concentration (dCO{sub 2}). Absence and dCO{sub 2} data were collected from 409 traditional and 25 portable classrooms from 14 schools located in six school districts in the states of Washington and Idaho. Study classrooms had individual heating, ventilation, and air conditioning (HVAC) systems, except two classrooms without mechanical ventilation. Classroom attributes, student attendance and school-level ethnicity, gender, and socioeconomic status (SES) were included in multivariate modeling. Forty-five percent of classrooms studied had short-term indoor CO{sub 2} concentrations above 1000 parts-per-million (ppm). A 1000 ppm increase in dCO{sub 2} was associated (p < 0.05) with a 0.5% to 0.9% decrease in annual average daily attendance (ADA), corresponding to a relative 10% to 20% increase in student absence. Outside air (ventilation) rates estimated from dCO{sub 2} and other collected data were not associated with absence. Annual ADA was 2% higher (p < 0.0001) in …

Astrophysical Radiation Hydrodynamics: The Prospects for Scaling

The general principles of scaling are discussed, followed by a survey of the important dimensionless parameters of fluid dynamics including radiation and magnetic fields, and of non-LTE spectroscopy. The values of the parameters are reviewed for a variety of astronomical and laboratory environments. It is found that parameters involving transport coefficients--the fluid and magnetic Reynolds numbers--have enormous values for the astronomical problems that are not reached in the lab. The parameters that measure the importance of radiation are also scarcely reached in the lab. This also means that the lab environments are much closer to LTE than the majority of astronomical examples. Some of the astronomical environments are more magnetically dominated than anything in the lab. The conclusion is that a good astronomical environment for simulation in a given lab experiment can be found, but that the reverse is much more difficult.

Asymptotic Freedom in the Diffusive Regime of Neutron Transport

The accuracy of a numerical method for solving the neutron transport equation is limited by the smallest mean free path in the problem. Since problems in the asymptotic diffusive regimes have vanishingly small mean free paths, it seems hopeless, given a limited amount of computer memory, that an accurate solution can be obtained for these problems. However we found that the accuracy of a numerical method improves as the scattering ratio increases with the total cross section and the grid spacing held fixed for problems that are in the asymptotic diffusive regime. This phenomenon is independent of the numerical method and can be explained on physical grounds. The numerical results by the Diamond Difference Method are given to show this phenomenon.

Atom-by-Atom and Concerted Hopping of Adatom Pairs on an Open Metal Surface

Atom-by-atom and concerted hopping of ad-dimers on the open (100) surface of fcc metals are studied by means of density-functional calculations. The adatom interaction is relatively short-ranged, and beyond next-nearest neighbors ad-dimers are effectively dissociated. Diffusion takes place by a simple shearing process, favored because it maximizes adatom coordination at the transition state This holds for Al, Au, and Rh, and is likely a general result because geometrical arguments dominate over details of the electronic structure.

Atom trap trace analysis

A new method of ultrasensitive trace-isotope analysis has been developed based upon the technique of laser manipulation of neutral atoms. It has been used to count individual {sup 85}Kr and {sup 81}Kr atoms present in a natural krypton sample with isotopic abundances in the range of 10{sup {minus}11} and 10{sup {minus}13}, respectively. The atom counts are free of contamination from other isotopes, elements,or molecules. The method is applicable to other trace-isotopes that can be efficiently captured with a magneto-optical trap, and has a broad range of potential applications.

Atomic processes in matter-antimatter interactions

Atomic processes dominate antiproton stopping in matter at nearly all energies of interest. They significantly influence or determine the antiproton annihilation rate at all energies around or below several MeV. This article reviews what is known about these atomic processes. For stopping above about 10 eV the processes are antiproton-electron collisions, effective at medium keV through high MeV energies, and elastic collisions with atoms and adiabatic ionization of atoms, effective from medium eV through low keB energies. For annihilation above about 10 eV is the enhancement of the antiproton annihilation rate due to the antiproton-nucleus coulomb attraction, effective around and below a few tens of MeV. At about 10 eV and below, the atomic rearrangement/annihilation process determines both the stopping and annihilation rates. Although a fair amount of theoretical and some experimental work relevant to these processes exist, there are a number of energy ranges and material types for which experimental data does not exist and for which the theoretical information is not as well grounded or as accurate as desired. Additional experimental and theoretical work is required for accurate prediction of antiproton stopping and annihilation for energies and material relevant to antiproton experimentation and application.

Atomic structure of defects in GaN:Mg grown with Ga polarity

Abstract: Electron microscope phase images, produced by direct reconstruction of the scattered electron wave from a focal series of high-resolution images, were used to determine the nature of defects formed in GaN:Mg crystals. We studied bulk crystals grown from dilute solutions of atomic nitrogen in liquid gallium at high pressure and thin films grown by the MOCVD method. All the crystals were grown with Ga-polarity. In both types of samples the majority of defects were three dimensional Mg-rich hexagonal pyramids with bases on the (0001) plane and six walls on {l_brace}11{und 2}3{r_brace} planes seen in cross-section as triangulars. Some other defects appear in cross-section as trapezoidal (rectangular) defects as a result of presence of truncated pyramids. Both type of defects have hollow centers. They are decorated by Mg on all six side walls and a base. The GaN which grows inside on the defect walls shows polarity inversion. It is shown that change of polarity starts from the defect tip and propagates to the base, and that the stacking sequence changes from ab in the matrix to bc inside the defect. Exchange of the Ga sublattice with the N sublattice within the defect leads to 0.6 {+-} 0.2{angstrom} displacement between …

Atomistic Simulation of Vacancy and Self-Interstitial Diffusion in Fe-Cu Alloys

Neutron hardening and embrittlement of pressure vessel steels is due to a high density of nanometer scale features, including Cu-rich precipitates which form as a result of radiation enhanced diffusion. High-energy displacement cascades generate large numbers of both isolated point defects and clusters of vacancies and interstitials. The subsequent clustering, diffusion and ultimate annihilation of primary damage is inherently coupled with solute transport and hence, the overall chemical and microstructural evolutions under irradiation. In this work, we present atomistic simulation results, based on many-body interatomic potentials, of the migration of vacancies, solute and self-interstitial atoms (SIA) in pure Fe and binary Fe-0.9 and 1.0 at.% Cu alloys. Cu diffusion occurs by a vacancy mechanism and the calculated Cu diffusivity is in good agreement with experimental data. Strain field interactions between the oversized substitutional Cu solute atoms and SIA and SIA clusters are predominantly repulsive and result in both a decreased activation energy and diffusion pre-factor for SIA and small (N < 5) SIA cluster migration, which occurs by three-dimensional motion. Atomistic simulations for multiscale modeling in bcc metal

Quantum-based atomistic simulations are being used to study fundamental deformation and defect properties relevant to the multiscale modeling of plasticity in bcc metals at both ambient and extreme conditions. Ab initio electronic-structure calculations on the elastic and ideal-strength properties of Ta and Mo help constrain and validate many-body interatomic potentials used to study grain boundaries and dislocations. The predicted C(capital Sigma)5 (310)[100] grain boundary structure for Mo has recently been confirmed in HREM measurements. The core structure, (small gamma) surfaces, Peierls stress, and kink-pair formation energies associated with the motion of a/2(111) screw dislocations in Ta and Mo have also been calculated. Dislocation mobility and dislocation junction formation and breaking are currently under investigation.

Integrated engine and aftertreatment systems have been developed at Detroit Diesel Corporation for multiple engine and vehicle platforms. Tier 2 emissions technologies have been demonstrated with significant fuel economy advantage compared to the respective production gasoline engines while maintaining excellent drivability.

Automated DNA Sequencing System

Oak Ridge National Laboratory (ORNL) is developing a core DNA sequencing facility to support biological research endeavors at ORNL and to conduct basic sequencing automation research. This facility is novel because its development is based on existing standard biology laboratory equipment; thus, the development process is of interest to the many small laboratories trying to use automation to control costs and increase throughput. Before automation, biology Laboratory personnel purified DNA, completed cycle sequencing, and prepared 96-well sample plates with commercially available hardware designed specifically for each step in the process. Following purification and thermal cycling, an automated sequencing machine was used for the sequencing. A technician handled all movement of the 96-well sample plates between machines. To automate the process, ORNL is adding a CRS Robotics A- 465 arm, ABI 377 sequencing machine, automated centrifuge, automated refrigerator, and possibly an automated SpeedVac. The entire system will be integrated with one central controller that will direct each machine and the robot. The goal of this system is to completely automate the sequencing procedure from bacterial cell samples through ready-to-be-sequenced DNA and ultimately to completed sequence. The Arctic Military Environmental Cooperation (AMEC) Program is a cooperative effort between the military establishments of the Kingdom of Norway, the Russian Federation, and the US. This paper discusses joint activities conducted over the past year among Norwegian, Russian, and US technical experts on a project to develop, demonstrate and implement automated radiological monitoring at Russian Navy facilities engaged in the dismantlement of nuclear-powered strategic ballistic missile launching submarines. Radiological monitoring is needed at these facilities to help protect workers engaged in the dismantlement program and the public living within the footprint of routine and accidental radiation exposure areas. By providing remote stand-alone monitoring, the Russian Navy will achieve added protection due to the defense-in-depth strategy afforded by local (at the site), regional (Kola) and national-level (Moscow) oversight. The system being implemented at the Polyaminsky Russian Naval Shipyard was developed from a working model tested at the Russian Institute for Nuclear Safety, Moscow, Russia. B Lifetimes and X,Y,Z States at the Tevatron

A measurement of b-hadron lifetimes in the fully reconstructed decay modes B{sup +} {yields} J/{psi}K{sup +}, B{sup 0} {yields} J/{psi}K*{sup 0}, B{sup 0} {yields} J/{psi}K{sub S}{sup 0}, and {Lambda}{sub b}{sup 0} {yields} J/{psi} {Lambda}{sup 0} is reported using data corresponding to an integrated luminosity of 4.3 fb{sup -1}, collected by the CDF II detector at the Fermilab Tevatron. The measured values are {tau}(B{sup +}) = 1.639 {+-} 0.009(stat) {+-} 0.009(syst) ps, {tau}(B{sup 0}) = 1.507 {+-} 0.010(stat) {+-} 0.008(syst) ps and {tau}({Lambda}{sub b}{sup 0}) = 1.537 {+-} 0.045(stat) {+-} 0.014(syst) ps. The lifetime ratios are {tau}(B{sup +})/{tau}(B{sup 0}) - 1.088 {+-} 0.009(stat) {+-} 0.004(syst) and {tau}({Lambda}{sub b}{sup 0})/{tau}(B{sup 0}) = 1.020 {+-} 0.030(stat) {+-} 0.008(syst). These are the most precise measurements of these quantities from a single experiment. Observation is also reported for a structure near the J/{psi}{phi} threshold, in B{sup +} to J/{psi}{phi}K{sup +} decays with an integrated luminosity of 6.0 fb{sup -1} and a statistical significance of 5 standard deviations. There are 19 {+-} 6 events observed for this structure at a mass of 4143.4{sub -3.0}{sup +2.9} {+-} 0.6 MeV/c{sup 2} and a width of 15.3{sub -6.1}{sup +10.4} {+-} 2.5 MeV/c{sup 2}.

B-meson decays to eta' rho, eta' f0, and eta' K*

We present measurements of B-meson decays to the final states {eta}{prime} {rho}, {eta}{prime} f{sub 0}, and {eta}{prime} K*, where K* stands for a vector, scalar, or tensor strange meson. We observe a significant signal or evidence for {eta}{prime} {rho}{sup +} and all the {eta}{prime}K* channels. We also measure, where applicable, the charge asymmetries, finding results consistent with no direct CP violation in all cases. The measurements are performed on a data sample consisting of 467 x 10{sup 6} B{bar B} pairs, collected with the BABAR detector at the PEP-II e{sup +}e{sup -} collider at the SLAC National Accelerator Laboratory. Our results favor the theoretical predictions from perturbative QCD and QCD Factorization and we observe an enhancement of the tensor K*{sub 2} (1430) with respect to the vector K*(892) component.
