Afghanistan Security: U.S. Efforts to Develop Capable Afghan Police Forces Face Challenges and Need a Coordinated, Detailed Plan to Help Ensure Accountability
Testimony issued by the Government Accountability Office with an abstract that begins "Since 2005, the Department of Defense (Defense), with support from the Department of State (State), has directed U.S. efforts to develop the Afghan National Police (ANP) into a force capable of enforcing the rule of law and supporting actions to defeat insurgency, among other activities. This testimony discusses (1) U.S. efforts to develop a capable ANP; (2) challenges that affect the development of a capable ANP; and (3) GAO analysis of U.S. efforts to develop a coordinated, detailed plan for completing and sustaining the Afghan National Security Forces (ANSF), which comprise the ANP and the Afghan National Army (ANA). This statement is based on a concurrently issued GAO report titled Afghanistan Security: Further Congressional Action May Be Needed to Ensure Completion of a Detailed Plan to Develop and Sustain Capable Afghan National Security Forces, GAO-08-661 (Washington, D.C.: June 18, 2008)."

Air Emissions and Electricity Generation at U.S. Power Plants
Correspondence issued by the Government Accountability Office with an abstract that begins "Older electricity generating unitsthose that began operating in or before 1978provided 45 percent of electricity from fossil fuel units in 2010 but produced a disproportionate share of emissions, both in aggregate and per unit of electricity generated. Overall, in 2010 older units contributed 75 percent of sulfur dioxide emissions, 64 percent of nitrogen oxides emissions, and 54 percent of carbon dioxide emissions from fossil fuel units. For each unit of electricity generated, older units collectively emitted about 3.6 times as much sulfur dioxide, 2.1 times as much nitrogen oxides, and 1.3 times as much carbon dioxide as newer units. The difference in emissions between older units and their newer counterparts may be attributed to a number of factors. First, 93 percent of the electricity produced by older fossil fuel units in 2010 was generated by coal-fired units. Compared with natural gas units, coal-fired units produced over 90 times as much sulfur dioxide, twice as much carbon dioxide and over five times as much nitrogen oxides per unit of electricity, largely because coal contains more sulfur and carbon than natural gas. Air Monitoring Network at Tonopah Test Range: Network Description and Capabilities
During the period April to June 2008, at the behest of the U.S. Department of Energy (DOE) National Nuclear Security Administration, Nevada Site Office (NNSA/NSO); the Desert Research Institute (DRI) constructed and deployed two portable environmental monitoring stations at the Tonopah Test Range (TTR) as part of the Environmental Restoration Project Soils Sub-Project. The TTR is located within the boundaries of the Nevada Test and Training Range (NTTR) near the northern edge, and covers an area of approximately 725.20 km2 (179,200 acres). The primary objective of the monitoring stations is to evaluate whether and under what conditions there is wind transport of radiological contaminants from one of the three Soil Sub-Project Corrective Action Units (CAUs) associated with Operation Roller Coaster on TTR. Operation Roller Coaster was a series of tests, conducted in 1963, designed to examine the stability and dispersal of plutonium in storage and transportation accidents. These tests did not result in any nuclear explosive yield. However, the tests did result in the dispersal of plutonium and contamination of surface soils in the surrounding area.

Alternative Market Mechanisms for the Student Loan Program
Other written product issued by the General Accounting Office with an abstract that begins "This report reflects the results of a collaborative effort between GAO and representatives of the Secretary of Education. As required by the Higher Education Amendments of 1998, GAO formed a study group to identify and evaluate a means of establishing a market mechanism for the delivery of student loans. This study group consisted of representatives of the Department of the Treasury, Office of Management and Budget, Congressional Budget Office, entities making Federal Family Education Loan Program (FFELP) loans and other entities in the financial services community, and other participants in the student loan market. The group met as a whole four times before the public release of a draft of this report, and various group members corresponded with GAO and Education between group meetings as well. The mandate called for the evaluation of at least three different market mechanisms relative to 13 criteria. American Samoa: Issues Associated with Some Federal Court Options
Testimony issued by the Government Accountability Office with an abstract that begins "American Samoa is the only populated U.S. insular area that does not have a federal court. Congress has granted the local High Court federal jurisdiction for certain federal matters, such as specific areas of maritime law. GAO was asked to conduct a study of American Samoa's system for addressing matters of federal law. This testimony discusses: (1) the current system for adjudicating matters of federal law in American Samoa and how it compares to those in the Commonwealth of the Northern Mariana Islands (CNMI), Guam, and the U.S. Virgin Islands (USVI); (2) the reasons offered for or against changing the current system for adjudicating matters of federal law in American Samoa; (3) potential scenarios and issues associated with establishing a federal court in American Samoa or expanding the federal jurisdiction of the local court; and (4) the potential cost elements and funding sources associated with implementing those different scenarios. Architect of the Capitol: Progress in Improving Energy Efficiency and Options for Decreasing Greenhouse Gas Emissions
Testimony issued by the Government Accountability Office with an abstract that begins "In April 2007, GAO reported that 96 percent of the greenhouse gas emissions from the Capitol Hill Complex facilities--managed by the Architect of the Capitol (AOC)--resulted from electricity use throughout the complex and combustion of fossil fuels in the Capitol Power Plant. The report concluded that AOC and other legislative branch agencies could benefit from conducting energy audits to identify projects that would reduce greenhouse gas emissions. GAO also recommended that AOC and the other agencies establish a schedule for conducting these audits and implement selected projects as part of an overall plan that considers cost-effectiveness, the extent to which the projects reduce emissions, and funding options. AOC and the other agencies agreed with our recommendations. This statement focuses on (1) the status of AOC's efforts to implement the recommendations in our April 2007 report and (2) opportunities for the Senate to decrease greenhouse gas emissions and associated environmental impacts. The statement is based on GAO's prior work, analysis of AOC documents, and discussions with AOC management."

ARM Operations Quarterly Report - April - June 2012
Individual raw datastreams from instrumentation at the Atmospheric Radiation Measurement (ARM) Climate Research Facility fixed and mobile sites are collected and sent to the Data Management Facility (DMF) at Pacific Northwest National Laboratory (PNNL) for processing in near real-time. Raw and processed data are then sent approximately daily to the ARM Data Archive, where they are made available to the research community. For each instrument, we calculate the ratio of the actual number of processed data records received daily at the Archive to the expected number of data records. The results are tabulated by (1) individual datastream, site, and month for the current year and (2) site and fiscal year (FY) dating back to 1998.

Aviation Security: Preliminary Observations on TSA's Progress and Challenges in Meeting the Statutory Mandate for Screening Air Cargo on Passenger Aircraft
Testimony issued by the Government Accountability Office with an abstract that begins "The Implementing Recommendations of the 9/11 Commission Act of 2007 mandates the Department of Homeland Security (DHS) to establish a system to physically screen 50 percent of cargo transported on passenger aircraft by February 2009 and 100 percent of such cargo by August 2010. This testimony provides preliminary observations on the Transportation Security Administration's (TSA) progress in meeting the mandate to screen cargo on passenger aircraft and the challenges TSA and industry stakeholders may face in screening such cargo. GAO's testimony is based on products issued from October 2005 through August 2008, and its ongoing review of air cargo security. GAO reviewed TSA's air cargo security programs, interviewed program officials and industry representatives, and visited two large U.S. airports."

Correspondence issued by the General Accounting Office with an abstract that begins "Pursuant to a congressional request, GAO reviewed the use of the homestead exemption by bankruptcy debtors in Texas and Florida, focusing on statistically valid probability samples of chapter 7 bankruptcy cases that were closed in 1998 in the Northern District of Texas and the Southern District of Florida. GAO used the data from these samples to estimate for each district the (1) the proportion of chapter 7 personal bankruptcy debtors who claimed a homestead exemption; (2) average and median amount of the homestead exemptions claimed; (3) average and median amount of total scheduled debts for those debtors who claimed a homestead exemption; and (4) estimated average and median amount of debts discharged by debtors who claimed a homestead exemption."

Representing the Nanoscale Control of Geologic CO2 (NCGC), this document is one of the entries in the Ten Hundred and One Word Challenge. As part of the challenge, the 46 Energy Frontier Research Centers were invited to represent their science in images, cartoons, photos, words and original paintings, but any descriptions or words could only use the 1000 most commonly used words in the English language, with the addition of one word important to each of the EFRCs and the mission of DOE energy. The mission of NCGC is to build a fundamental understanding of molecular-to-pore-scale processes in fluid-rock systems, and to demonstrate the ability to control critical aspects of flow, transport, and mineralization in porous rock media as applied to the injection and storage of carbon dioxide (CO2) in subsurface reservoirs.

Border Security: New Policies and Procedures Are Needed to Fill Gaps in the Visa Revocation Process
Testimony issued by the General Accounting Office with an abstract that begins "The National Strategy for Homeland Security calls for preventing the entry of foreign terrorists into our country and using all legal means to identify; halt; and where appropriate, prosecute or bring immigration or other civil charges against terrorists in the United States. GAO reported in October 2002 that the Department of State had revoked visas of certain persons after it learned they might be suspected terrorists, raising concerns that some of these individuals may have entered the United States before or after State's action. Congressional requesters asked GAO to (1) assess the effectiveness of the visa revocation process and (2) identify the policies and procedures of State, the Immigration and Naturalization Service (INS), and the Federal Bureau of Investigation (FBI) that govern their respective actions in the process."
