Data management plan for the grant, "EAGER: Secure Research Impact Metric Data Exchange: Data Supply Chain and Vocabulary Development." This project aims to inform whether a national cyberinfrastructure is needed to support the exchange and processing of sensitive and proprietary usage and impact metrics generated by US-based research publishers and distributors. Specifically, this project will advance open science by: a) documenting the usage and impact data supply chain for article and data research outputs, to complement findings for books, and b) engaging research infrastructure stakeholders to crosswalk usage and impact related vocabularies across scholarship outputs and disciplines.

Project to improve audio/visual (A/V) content accessibility available through The Portal to Texas History at the University of North Texas Libraries. The project addresses the needs of Deaf and Blind users who often lack fundamental access for many A/V materials in digital repositories while also providing benefit to abled users and those with other special needs through efforts to transcribe, translate, describe, interpret, and chapter both research-oriented and primary-source A/V content.

Data management plan for the grant "Texas Digital Newspaper Project." This project includes the digitization of 100,000 pages of Texas newspapers dating from 1836 to 1922, as part of the state's participation in the National Digital Newspaper Program (NDNP). The University of North Texas plans to digitize and make available to Chronicling America 100,000 pages of historic Texas newspapers. The selected titles will reflect the political and economic history of the state; provide coverage for major regions of the state, including most major population areas; and have a broad chronological span. Additionally, titles selected during this project will focus on non-English newspapers important to the history of Texas which, for several reasons, have been overlooked and are underrepresented in national digital newspaper holdings. Pulling on the strengths and knowledge gained in previous years as an awardee, the UNT Libraries recognize the challenges involved in an undertaking of this scope and possesses the knowledge and management skills to achieve success.

The IMLS-funded Lifecycle Management of ETDs project has researched, developed, and/or documented a suite of modular Lifecycle Management Tools for curating electronic theses and dissertations (ETDs). The project targeted the following curation activities: Virus Checking, Format Recognition, Preservation Event Record-Keeping, and Simple ETD & Metadata Submission. This manual describes how to implement Lifecycle Management Tools for those activities. The manual is written for ETD Program Managers. It describes a general rationale and use case for each curation activity mentioned above in the context of an ETD program. While the technical and administrative implementations of ETD programs are diverse, this manual includes generalized recommendations for where and when to deploy the tools in an ETD submission workflow. ETD Program Managers are encouraged to coordinate with the full range of stakeholders (including the graduate schools, libraries, campus IT, and vendors) to adapt tools to their implementation.

Urbanization is a global phenomenon that has transformed and continues to alter landscapes and the ways in which societies function and develop. For this issue of UGEC Viewpoints, the editors collected case-studies presented at the Open Meeting that span across regions and themes: from Australia and the United States, as well as the less developed nations in Africa, megacities of Asia such as Dhaka, Bangladesh and Delhi, India, vulnerable coastal areas of the Yucatan Peninsula, and the largest rainforest in the world, the Brazilian Amazon. Currently, more than half of the world's population lives in cities; the United Nations projects that by 2030 the world will advance to the 60% urbanization threshold. Rapid urbanization effects will not only be present within the immediate locations (cities and their metropolitan areas), but will be experienced regionally and globally. The UGEC project seeks to better understand these implications and the complex dynamic systems of urban areas that affect and are affected by global environmental change (e.g., climate change, natural disasters, loss of biodiversity, freshwater ecosystem decline, desertification, and land degradation). The Third African Drought Adaptation Forum was held in September 2008 in Addis Ababa, Ethiopia. The Forum was organized so that participants could exchange practical experiences, findings and ideas on how to adapt to the increasing threat of drought and climate change in the drylands of Africa. The report contains a summary of sessions and outlines key themes that emerged from the discussions.

To assist policy makers in understanding the complex issues under discussion in the negotiating process, UNDP commissioned a series of background briefing papers on the key issues under the four main "building blocks" of the current international negotiations -- mitigation, adaptation, technology and finance -- as well as land use, land-use change and forestry (LULUCF). This document contains summaries for policy makers of these briefing papers.

The Carbon Labelling project implemented several labelling measures in Europe focused on transportation products and services with low CO2 emissions. The project promoted biodiesel, low-viscosity lubricants and ‘low carbon’ freight services. This first European carbon labelling initiative supported the discussion about measures for the greenhouse gas reduction (GHG) targets of the European Union and the role of biofuels to mitigate GHG emissions. Carbon life cycle numbers were calculated with GHG models from leading European research institutes. The identified carbon reduction numbers were used for pilot labelling initiatives via the label “CO2Star” developed by a professional advertising agency. The label and consumer information websites provided information to consumers about environmental and economic benefits of the labelled biofuels, lubricants and freight services. For instance, the German fuel distributor Q1 implemented a carbon labelling pilot programme for biodiesel (B 100) and lubricants at its fuel stations, while Dutch horticulture freight companies implemented the carbon label to promote "low carbon" freight services.

The paper presents UNDP's strategy to support the efforts of developing countries and vulnerable groups for scaling up mitigation and adaptation action to successfully meet the climate change challenge and achieve the Millennium Development Goals (MDGs).

Representatives from 4 state agencies (Agency of Natural Resources, Agency of Transportation, Agency of Agriculture Food & Markets & Department of Public Service), known collectively as the Climate Change Transition Team (CCTT) worked over the past 5 months to review the recommendations in the Governor’s Commission on Climate Change(GCCC) Report (October 2007) and to develop work plans for each recommendation. The resulting report provides these draft work plans and also serves as a current inventory of ongoing activities and programs that either directly or indirectly address the climate change/GHG emission issue.

The focus of this meeting was on the future of the IPCC, in particular the scoping of the 5th Assessment Report. The Panel was also invited to consider the outcome of the Scoping Meeting for a possible Special Report on "Extreme events and disasters: managing the risks", and of the Expert Meeting on "Alternative common metrics to calculate the CO2 equivalence of anthropogenic emissions by sources and removals by sinks of greenhouse gases".
