Allocating Variability and Reserve Requirements

This presentation describes how you could conceivably allocate variability and reserve requirements, including how to allocate aggregation benefits. Conclusions of this presentation are: (1) Aggregation provides benefits because individual requirements are not 100% correlated; (2) Method needed to allocate reduced requirement among participants; (3) Differences between allocation results are subtle - (a) Not immediately obvious which method is 'better'; (b) Many are numerically 'correct', they sum to the physical requirement; (c) Many are not 'fair', Results depend on sub-aggregation and/or the order individuals are included; and (4) Vector allocation method is simple and fair.

Capacity Value of Wind Plants and Overview of U.S. Experience

This presentation provides an overview and summary of the capacity value of wind power plants, based primarily on the U.S. experience. Resource adequacy assessment should explicitly consider risk. Effective load carrying capability (ELCC) captures each generators contribution to resource adequacy. On their own, reserve margin targets as a percent of peak can't capture risks effectively. Recommend benchmarking reliability-based approaches with others.

Solar PV Manufacturing Cost Model Group: Installed Solar PV System Prices

EERE's Solar Energy Technologies Program is charged with leading the Secretary's SunShot Initiative to reduce the cost of electricity from solar by 75% to be cost competitive with conventional energy sources without subsidy by the end of the decade. As part of this Initiative, the program has funded the National Renewable Energy Laboratory (NREL) to develop module manufacturing and solar PV system installation cost models to ensure that the program's cost reduction targets are carefully aligned with current and near term industry costs. The NREL cost analysis team has leveraged the laboratories' extensive experience in the areas of project finance and deployment, as well as industry partnerships, to develop cost models that mirror the project cost analysis tools used by project managers at leading U.S. installers. The cost models are constructed through a "bottoms-up" assessment of each major cost element, beginning with the system's bill of materials, labor requirements (type and hours) by component, site-specific charges, and soft costs. In addition to the relevant engineering, procurement, and construction costs, the models also consider all relevant costs to an installer, including labor burdens and overhead rates, supply chain costs, and overhead and materials inventory costs, and assume market-specific profits.

NREL Variability and Reserves Analysis for the Western Interconnect

Additional variability and uncertainty increase reserve requirements. In this light, this presentation discusses how use of generation reserves can be optimized for managing variability and uncertainty. Conclusions of this presentation are: (1) Provided a method for calculating additional reserve requirements due to wind and solar production; (2) Method is based on statistical analysis of historical time series data; (3) Reserves are dynamic, produced for each hour; (4) Reserve time series are calculated from and synchronized to simulation data; (5) PROMOD can not model directly, but workarounds exist for regulation and spin; and (6) Other production modeling packages have varying capability for reserves modeling.

NREL/CCSE PEV Battery Second Use Project

This presentation describes the Battery Second Use Project. Preliminary analysis results show (1) the impact of competing technologies, (2) potential revenue generation, and (3) supply and demand of the second use of plug-in electric vehicle batteries. The impact of competing technologies are: maximum salve value of a used battery will be limited by future battery prices, under favorable conditions, second use can only discount today's battery prices by 12% or less, however, second use will offer batteries to second applications at reduced cost (typically < $170/kWh). Revenue streams are highly variable, allowable battery costs are highly sensitive to balance-of-system costs, and batteries need to be very cheap for these applications to be viable. Supply and demand show that high-value applications have both competition and small markets, and supply from plug-in electric vehicles has the potential to overwhelm many second use markets.
