Bartlett may be powerless to decide the fate of the Glover River and the proposed Lukfata Dam Project in McCurtain County, an informed source disclosed Friday. The source, Edd Pritchett, an aide to the governor, said the U. S. Army Corps of Engineers might go ahead with the project no matter what Bartlett decides should be done. The governor presently is considering conflicting recommendations and petitions from the Scenic Rivers Study Committee, the Oklahoma Water Resources Board, conservationist groups throughtout the state, the Glover River Orginization and the Mountain Lakes Water District. The committee, appointed by the governor, has recommended that the Lukfata Dam not be built until the entire project can be restudied...Pitchett said the project is federally funded and all planning and approval goes through federal channels. He said there is a question about the governor being able to order a halt to the project without congrssional action."

Caption: "Oklahoma has a pollution problem but what it is and what is needed to control it are not clear enough to keep a proposal for a new super pollution control agency from facing rough going in the next session of the legislature. A special committee of the Legislative Council, under Sen. Roy Boecher, posed the creation of the Oklahoma Environmenta Protection Commission to plan, supervise and enforce all anti-pollution programs in the state as well as planning the future of Oklahoma's environment. Under Boecher's plan the commission would have its own enforcement agents, in addition to those held by agencies concerned with a specific form of pollution, and would be able to direct the efforts of specific agencies when it did not feel that they were doing enough."
