Sustainable Agriculture (open access)

Sustainable Agriculture

The term "sustainable agriculture" is used to designate both a reduced-chemical approach to farming and an alternative political viewpoint on the distribution of economic and social benefits in the farm sector. In practice, sustainable agriculture is characterized by the substitution of more intensive farm resource management--generally involving more labor--for purchased inputs of fertilizers and pesticides. It comprises a range of practices that include integrated pest management (which may include pesticide applications), nonintensive livestock production, crop rotations for pest, disease, and erosion control, and alternative tillage and planting practices to reduce soil erosion.

Japan's Banking Crisis: Causes and Probable Effects (open access)

Japan's Banking Crisis: Causes and Probable Effects

Japan's banking sector currently is carrying between $400 billion and $800 billion in non-performing loans that threaten the solvency of certain financial institutions and weaken the Japanese financial system. This problem is of interest to the United States because the stability of Japan's banking system affects the health of that nation's economy, its rate of economic growth, and international capital flows. This, in turn, may affect American exports to, imports from, and investments in Japan. It also has affected Japanese investments in the United States and may affect the resolution of issues being negotiated or recently agreed to with that nation under the Framework Talks.

U.S.-Japan Trade: Framework Talks and Other Issues

The United States and Japan are closely tied economically. Japan ranks second only to Canada as the largest U.S. export market. Japan is the leading market for American agricultural exports, such as corn and meat; for U.S. crude materials such as wood; and for U.S.-produced aircraft. Japan is also the second largest supplier of U.S. imports. These include cars, consumer electronics, telecommunications equipment, and computers. The United States ranks as Japan's number one export market and import supplier.

Forest Service Timber Sale Practices and Procedures: Analysis of Alternative Systems (open access)

Forest Service Timber Sale Practices and Procedures: Analysis of Alternative Systems

The Forest Service currently sells timber by (a) planning and preparing the sale, (b) offering the sale, usually at an oral auction, and (c) administering the timber harvest. Many of the concerns about the timber program have focused on harvest administration, because purchasers have incentives to minimize their costs and to remove only those logs whose value for products exceeds the price paid to the Forest Service. Some critics suggest that this, together with an alleged "timber bias" and other inappropriate incentives, has contributed to environmental damages (e.g., deteriorating forest health), poor fiscal performance (e.g., below-cost timber sales), and a lack of accountability (e.g., timber theft). Possible legislative changes to the timber sale system are being considered by various interest groups and Members of Congress.

Japan's Uncertain Political Transition (open access)

Japan's Uncertain Political Transition

Japan's uncertain political transition began in July 1993, when the conservative Liberal Democratic Party (LDP) -- in power since 1955 -- was replaced by a fragile multiparty coalition. Under Prime Minister Morihiro Hosokawa, the coalition faced turmoil in April 1994, when Hosokawa resigned abruptly amid a personal financial scandal. Then-deputy prime minister/foreign minister Tsutomu Hata succeeded, but only at the head of a minority government as the Social Democratic Party (SDP), a key coalition partner, quit the coalition. Though beset by its own internal squabbles, the LDP remained the single largest party in Japan's bicameral Diet, or parliament. In late June, Hata was forced to resign under threat of an LDP-led no-confidence motion.

Hong Kong's Political Transition: Implications for U.S. Interests (open access)

Hong Kong's Political Transition: Implications for U.S. Interests

On Oct. 7, 1992, Hong Kong's new Governor Christopher Patten's unveiled proposals to expand the voting franchise in Hong Kong and broaden the scope of democratic institutions. Patten's proposals reflected a growing desire on the part of the colonial government and the people of Hong Kong that, in the aftermath of the 1989 Tiananmen crackdown, Hong Kong should erect safeguards against capricious Chinese government action after 1997. The proposals were seen by the British authorities as consistent with the 1984 Sino-British Joint Declaration -- the agreement governing Hong Kong's transfer to Chinese rule, but Beijing disagreed.

Signals of Human-induced Climate Warning, USGCRP Seminar, 10 October 1995.

There is increasing evidence that the global climate is changing: global temperatures have risen about 1 F over the past century, mountain glaciers are melting back, sea level is rising. But how is the climate of the United States changing? Are these changes like others being experienced around the world? Is the US climate becoming more or less variable? Are we having more or fewer climatic extremes? This USGCRP seminar addresses these questions in the context of the anthropogenic influences on atmospheric composition and climate

The Brady Handgun Control Act: Constitutional Issues (open access)

The Brady Handgun Control Act: Constitutional Issues

The Brady Handgun Control Act established a five-day waiting period for handgun purchases, during which local law enforcement can make reasonable efforts to conduct background checks in available records and block and sales to convicted felons and other disqualified persons. This report reviews the background of federal gun control legislation, analyzes the conflict in the courts over the constitutionality under the Tenth Amendment of the duties placed on local law enforcement, and considers the implications of the decisions for Brady Act enforcement.
