U.S./Russian cooperative efforts to enhance nuclear MPC&A at VNIITF, (Chelyabinsk-70)

The All Russian Scientific Research Institute of Technical Physics (VNIITF) is one of the major sites in the nuclear weapons complex in Russia. The site contains a number of research facilities which use nuclear material as well as assembly, disassembly, and testing of prototypes (pilot samples) of nuclear weapons. VNIITF also has ties to the major nuclear materials production facilities in the Urals region of Russia. The objective of the U.S./Russian Materials Protection Control and Accounting (MPC&A) cooperative program between the US Department of Energy and Russia�s Ministry of Atomic Eneryy, at VNIITF is to improve the protection and accountability of nuclear material at VNIITF. Enhanced safeguards systems have been implemented at a reactor test area called the Pulse Research Reactor Facility (PRR) in Area 20. The area contains three pulse reactors with associated storage areas. The integrated MPC&A system at the PRR was demonstrated to US and Russian audiences in May, 1998. Expansion of work into several new facilities is underway both in Area 20 and at other locations. Compression ratio effect on methane HCCI combustion

We have used the HCT (Hydrodynamics, Chemistry and Transport) chemical kinetics code to simulate HCCI (homogeneous charge compression ignition) combustion of methane-air mixtures. HCT is applied to explore the ignition timing, bum duration, NO<sub>x</sub> production, gross indicated efficiency and gross IMEP of a supercharged engine (3 atm. Intake pressure) with 14:1, 16:l and 18:1 compression ratios at 1200 rpm. HCT has been modified to incorporate the effect of heat transfer and to calculate the temperature that results from mixing the recycled exhaust with the fresh mixture. This study uses a single control volume reaction zone that varies as a function of crank angle. The ignition process is controlled by adjusting the intake equivalence ratio and the residual gas trapping (RGT). RGT is internal exhaust gas recirculation which recycles both thermal energy and combustion product species. Adjustment of equivalence ratio and RGT is accomplished by varying the timing of the exhaust valve closure in either 2-stroke or 4-stroke engines. Inlet manifold temperature is held constant at 300 K. Disaster recovery plan for HANDI 2000 business management system

The BMS production implementation will be complete by October 1, 1998 and the server environment will be comprised of two types of platforms. The PassPort Supply and the PeopleSoft Financials will reside on LNIX servers and the PeopleSoft Human Resources and Payroll will reside on Microsoft NT servers. Because of the wide scope and the requirements of the COTS products to run in various environments backup and recovery responsibilities are divided between two groups in Technical Operations. The Central Computer Systems Management group provides support for the LTNIX/NT Backup Data Center, and the Network Infrastructure Systems group provides support for the NT Application Server Backup outside the Data Center. The disaster recovery process is dependent on a good backup and recovery process. Information and integrated system data for determining the disaster recovery process is identified from the Fluor Daniel Hanford (FDH) Risk Assessment Plan, Contingency Plan, and Backup and Recovery Plan, and Backup Form for HANDI 2000 BMS.

Legacy system retirement plan for HANDI 2000 business management system

The implementation of the Business Management System (BMS) will replace a number of systems currently in use at Hanford. These systems will be retired when the replacement is complete and the data from the old systems adequately stored and/or converted to the new system. The replacement is due to a number of factors: (1) Year 2000 conversion: Most of the systems being retired are not year 2000 compliant. Estimates on making these systems compliant approach the costs of replacing with the enterprise system. (2) Many redundant custom-made systems: Maintenance costs on the aging custom developed systems is high. The systems also have overlapping functionality. Replacement with an enterprise system is expected to lower the maintenance costs. (3) Shift inefficient/complex work processes to commercial standards: Many business practices have been developed in isolation from competitive pressures and without a good business foundation. Replacement of the systems allows an opportunity to upgrade the business practices to conform to a market driven approach. (4) Questionable legacy data: Significant amount of data contained within the legacy systems is of questionable origin and value. The PS software is an integrated application for Projects, General Ledger, Human Resources Training, Payroll, and Base Benefits. This set of software constitutes the Business Management System (BMS) and MSDS, a subset of the HANDI 2000 suite of systems. The primary objective of the Production Roll Out Plan is to communicate the methods and schedules for implementation and roll out to end users of BMS.

Biological Monitoring Program for East Fork Poplar Creek

In May 1985, a National Pollutant Discharge Elimination System (NPDES) permit was issued for the Oak Ridge Y-12 Plant. As a condition of the permit, a Biological Monitoring and Abatement Program (BMAP) was developed to demonstrate that the effluent limitations established for the Y-12 Plant protect the classified uses of the receiving stream (East Fork Poplar Creek; EFPC), in particular, the growth and propagation of aquatic life (Lear et al. 1989). A second objective of the BMAP is to document the ecological effects resulting from the implementation of a water pollution control program designed to eliminate direct discharges of wastewaters to EFPC and to minimize the inadvertent release of pollutants to the environment. Because of the complex nature of the discharges to EFPC and the temporal and spatial variability in the composition of the discharges, a comprehensive, integrated approach to biological monitoring was developed. A new permit was issued to the Y-12 Plant on April 28, 1995 and became effective on July 1, 1995. Biological monitoring continues to be required under the new permit. Abstract. This talk examines two distinct cases in strong opbical fields where electron correlation plays an important role in the dynamic.s. In the first. example, strong coupling in a two-electron-like system is manifested as an intensity-dependent splitting in the ionized electron energy distribution. This two-electron phenomenon (dubbed continuum-continuum Autler-Townes effect) is analogous to a strongly coupled two- level, one-electron atom but raises some intriguing questions regarding the exact nature of electron-electron correlation. The second case examines the evidence for two-electron ionization in the strong-field tunneling limit. Catalytic partial oxidation reforming of hydrocarbon fuels.

The polymer electrolyte fuel cell (PEFC) is the primary candidate as the power source for light-duty transportation systems. On-board conversion of fuels (reforming) to supply the required hydrogen has the potential to provide the driving range that is typical of today's automobiles. Petroleum-derived fuels, gasoline or some distillate similar to it, are attractive because of their existing production, distribution, and retailing infrastructure. The fuel may be either petroleum-derived or other alternative fuels such as methanol, ethanol, natural gas, etc. [1]. The ability to use a variety of fuels is also attractive for stationary distributed power generation [2], such as in buildings, or for portable power in remote locations. Argonne National Laboratory has developed a catalytic reactor based on partial oxidation reforming that is suitable for use in light-duty vehicles powered by fuel cells. The reactor has shown the ability to convert a wide variety of fuels to a hydrogen-rich gas at less than 800 C, temperatures that are several hundreds of degrees lower than alternative noncatalytic processes. The fuel may be methanol, ethanol, natural gas, or petroleum-derived fuels that are blends of various hydrocarbons such as paraffins, olefins, aromatics, etc., as in gasoline. Ab Initio Calculation of Nuclear Magnetic Resonance Chemical Shift Anisotropy Tensors 1. Influence of Basis Set on the Calculation of 31P Chemical Shifts

The influence of changes in the contracted Gaussian basis set used for ab initio calculations of nuclear magnetic resonance (NMR) phosphorous chemical shift anisotropy (CSA) tensors was investigated. The isotropic chemical shitl and chemical shift anisotropy were found to converge with increasing complexity of the basis set at the Hartree-Fock @IF) level. The addition of d polarization function on the phosphorous nucIei was found to have a major impact of the calculated chemical shi~ but diminished with increasing number of polarization fimctions. At least 2 d polarization fimctions are required for accurate calculations of the isotropic phosphorous chemical shift. The introduction of density fictional theory (DFT) techniques through tie use of hybrid B3LYP methods for the calculation of the phosphorous chemical shift tensor resulted in a poorer estimation of the NMR values, even though DFT techniques result in improved energy and force constant calculations. The convergence of the W parametem with increasing basis set complexity was also observed for the DFT calculations, but produced results with consistent large deviations from experiment. The use of a HF 6-31 l++G(242p) basis set represents a good compromise between accuracy of the simulation and the complexity of the calculation for future ab initio calculations …
