ADVANCED SORBENT DEVELOPMENT PROGRAM; DEVELOPMENT OF SORBENTS FOR MOVING-BED AND FLUIDIZED-BED APPLICATIONS

The integrated gasification combined cycle (IGCC) power system using high-temperature coal gas cleanup is one of the most promising advanced technologies for the production of electric power from coal in an environmentally acceptable manner. Unlike conventional low-temperature cleanup systems that require costly heat exchangers, high-temperature coal gas cleanup systems can be operated near 482-538 °C (900-1000 °F) or higher, conditions that are a closer match with the gasifier and turbine components in the IGCC system, thus resulting is a more efficient overall system. GE is developing a moving-bed, high-temperature desulfurization system for the IGCC power cycle in which zinc-based regenerable sorbents are currently being used as desulfurization sorbents. Zinc titanate and other proprietary zinc-based oxides are being considered as sorbents for use in the Clean Coal Technology Demonstration Program at Tampa Electric Co.�s (TECo) Polk Power Station. Under cold startup conditions at TECo, desulfurization and regeneration may be carried out at temperatures as low as 343 °C (650 °F), hence a versatile sorbent is desirable to perform over this wide temperature range. ADVANCED SULFUR CONTROL CONCEPTS FOR HOT GAS DESULFURIZATION TECHNOLOGY

The objective of this project is to develop a hot-gas desulfurization process scheme for control of H<sub>2</sub>S in HTHP coal gas that can be more simply and economically integrated with known regenerable sorbents in DOE/METC-sponsored work than current leading hot-gas desulfurization technologies. In addition to being more economical, the process scheme to be developed must yield an elemental sulfur byproduct. The Direct Sulfur Recovery Process (DSRP), a leading process for producing an elemental sulfur byproduct in hot-gas desulfurization systems, incurs a coal gas use penalty, because coal gas is required to reduce the SO<sub>2</sub> in regeneration off-gas to elemental sulfur. Alternative regeneration schemes, which avoid coal gas use and produce elemental sulfur, will be evaluated. These include (i) regeneration of sulfided sorbent using SO<sub>2</sub> ; (ii) partial oxidation of sulfided sorbent in an O<sub>2</sub> starved environment; and (iii) regeneration of sulfided sorbent using steam to produce H<sub>2</sub>S followed by direct oxidation of H<sub>2</sub>S to elemental sulfur. Known regenerable sorbents will be modified to improve the feasibility of the above alternative regeneration approaches. Performance characteristics of the modified sorbents and processes will be obtained through lab- and bench-scale testing. Advanced Underground Gas Storage Concepts: Refrigerated-Mined Cavern Storage, Final Report

Over the past 40 years, cavern storage of LPG's, petrochemicals, such as ethylene and propylene, and other petroleum products has increased dramatically. In 1991, the Gas Processors Association (GPA) lists the total U.S. underground storage capacity for LPG's and related products of approximately 519 million barrels (82.5 million cubic meters) in 1,122 separate caverns. Of this total, 70 are hard rock caverns and the remaining 1,052 are caverns in salt deposits. However, along the eastern seaboard of the U.S. and the Pacific northwest, salt deposits are not available and therefore, storage in hard rocks is required. Limited demand and high cost has prevented the construction of hard rock caverns in this country for a number of years. The storage of natural gas in mined caverns may prove technically feasible if the geology of the targeted market area is suitable; and economically feasible if the cost and convenience of service is competitive with alternative available storage methods for peak supply requirements. Competing methods include LNG facilities and remote underground storage combined with pipeline transportation to the area. Battelle Memorial Institute currently maintains its retired nuclear research facilities in a surveillance and maintenance (S and M) mode and continues decontamination and decommissioning (D and D) activities. The activities are referred to as the Battelle Columbus Laboratories Decommissioning Project (BCLDP). Operations reference in this report are performed in support of S and M and D and D activities. The majority of this report is devoted to discussion of the West Jefferson facility, because the source term at this facility is larger than the source term at Battelle`s King Avenue site. The contamination found at the King Avenue site consists of small amounts of residual radioactive material in solid form, which has become embedded or captured in nearby surfaces such as walls, floors, ceilings, drains, laboratory equipment, and soils. By the end of calendar year (CY) 1997, most remediation activities were completed at the King Avenue site. The contamination found at the West Jefferson site is the result of research and development activities with irradiated materials. During CY 1997, multiple tests at the West Jefferson Nuclear Sciences Area found no isotopes present above the minimum detectable activity (MDA) for air releases or for liquid discharges to Big Darby Creek. Production levels on each furnace exceeded 7000 NTHM/day during July. The combined production of 14,326 was a result of lower coke rates and below average delay rates on both furnaces, The combined production was at its highest level since September 1997. In August, the combined productivity declined to less than 13,500 NTHM/day. Although D furnace maintained a production rate in excess of 7000 NTHM/day, C furnace was lower because of a castfloor breakout and subsequent five day repair from August 26-30. Despite the lower productivity in August, injected coal and furnace coke rates were very good during the month. During September, the operation was difficult as a result of higher delays on both furnaces. The combined average monthly delay rate was considerably above the twenty-month average of 113 minutes per day and the combined average monthly production was less than 14,000 NTHM/day. Higher furnace coke rates at lower coal injection levels also contributed to the decrease. Additionally, the coke rate on both furnaces was increased substantially and the injected coal rate was decreased in preparation for the high volatile Colorado coal trial that started on September 28. In the spring of 1997, the Suffolk County Department of Health Services audited the BNL site, and identified the Building 830 Gamma Irradiation Facility (GIF) as an underground tank regulated under Suffolk County Health Code, Article 12. As a result of this audit, a project was initiated to review the GIF and to collect information to develop an options list for its future disposition. The overall objective of this task was to evaluate the decontamination and decommissioning (D&amp;D) of the GIF, including the proper disposal of the cobalt-60 sources currently located in the GIF. This objective was accomplished through the performance of the following subtasks. (1) Characterize the GIF and the cobalt-60 sources: (a) Compile available data on the physical and radiological characteristics of the gamma sources; (b) Conduct underwater surveys to verify visually the physical state of the sources, and if possible, their activity levels (curie content); and (c) Prepare the pool, to the extent possible, for removal of the sources. (2) Identify options for future disposition: (a) Contact other gamma facilities and find out their experiences with recycling, disposal, and D&amp;D; and (b) Contact vendors for the disposal or recycling of the cobalt-60 sources. CHARACTERIZING SOIL/WATER SORPTION AND DESORPTION BEHAVIOR OF BTEX AND PAHS USING SELECTIVE SUPERCRITICAL FLUID EXTRACTION (SFE)

The first goal of the proposed study was to generate initial data to determine the ability of selective SFE behavior to mimic the soil/water sorption and desorption behavior of BTEX (benzene, toluene, and xylenes) and PAHs (polycyclic aromatic hydrocarbons).Samples generated by Professor Bill Rixey's column sorption studies (aged for 2 weeks to 8 months) and desorption studies (six weeks desorption of the aged soil columns with pure water) were extracted using sequentially-stronger SFE conditions to selectively remove different fractions of each BTEX and PAH component which range from loosely to tightly bound in the soil matrices. The selective SFE results parallel the sorption/desorption leaching behavior and mechanisms determined by Professor Rixey's investigations (under separate funding) using water desorption of soil columns previously aged with BTEX and PAHs. These results justify more intensive investigations of the use of selective SFE to mimic soil/water sorption and desorption of organic pollutants related to fossil fuels which will be performed under separate funding. Coal Cleaning by Gas Agglomeration

The agglomeration of ultrafine-size coal particles in an aqueous suspension by means of microscopic gas bubbles was demonstrated in numerous experiments with a scale model mixing system. Coal samples from both the Pittsburgh No. 8 Seam and the Upper Freeport Seam were used for these experiments. A small amount of i-octane was added to facilitate the process. Microscopic gas bubbles were generated by saturating the water used for suspending coal particles with gas under pressure and then reducing the pressure. Microagglomerates were produced which appeared to consist of gas bubbles encapsulated in coal particles. Since dilute particle suspensions were employed, it was possible to monitor the progress of agglomeration by observing changes in turbidity. By such means it became apparent that the rate of agglomeration depends on the concentration of microscopic gas bubbles and to a lesser extent on the concentration of i-octane. Similar results were obtained with both Pittsburgh No. 8 coal and Upper Freeport coal.

Corrective Action Plan for Corrective Action Unit 453: Area 9 UXO Landfill, Tonopah Test Range, Nevada

This corrective action plan proposes the closure method for the area 9 unexploded Ordnance landfill, corrective action unit 453 located at the Tonopah Test Range. The area 9 UXO landfill consists of corrective action site no. 09-55-001-0952 and is comprised of three individual landfill cells designated as A9-1, A9-2, and A9-3. The three landfill cells received wastes from daily operations at area 9 and from range cleanups which were performed after weapons testing. Cell locations and contents were not well documented due to the unregulated disposal practices commonly associated with early landfill operations. However, site process knowledge indicates that the landfill cells were used for solid waste disposal, including disposal of UXO.

Coal Tech Corp's mission is to develop, license & sell innovative, lowest cost, solid fuel fired power systems & total emission control processes using proprietary and patented technology for domestic and international markets. The present project 'DEVELOPMENT & TESTING OF INDUSTRIAL SCALE, COAL FIRED COMBUSTION SYSTEM, PHASE 3' on DOE Contract DE-AC22-91PC91162 was a key element in achieving this objective. The project consisted of five tasks that were divided into three phases. The first phase, 'Optimization of First Generation 20 MMBtu/hr Air-Cooled Slagging Coal Tech Combustor', consisted of three tasks, which are detailed in Appendix 'A' of this report. They were implemented in 1992 and 1993 at the first generation, 20 MMBtu/hour, combustor-boiler test site in Williamsport, PA. It consisted of substantial combustor modifications and coal-fired tests designed to improve the combustor's wall cooling, slag and ash management, automating of its operation, and correcting severe deficiencies in the coal feeding to the combustor. The need for these changes was indicated during the prior 900-hour test effort on this combustor that was conducted as part of the DOE Clean Coal Program. Development of an ``intelligent grinding wheel`` for in-process monitoring of ceramic grinding. Semi-annual report {number_sign}4

The overall objective of this project is to develop sensor-integrated ``intelligent`` diamond wheels for grinding of ceramics. Such wheels will be ``smart`` enough to monitor and supervise both the wheel preparation and grinding processes without the need to instrument the machine tool. Intelligent wheels will utilize re-useable cores integrated with sensors: to measure the acoustic emission (AE) and grinding force. Signals from the sensors will be transmitted from a rotating wheel to a receiver by telemetry. Wheels will be ``trained`` to recognize distinct characteristics associated with truing, dressing and grinding. This overall project is divided into six tasks as follows: (1) development of miniaturized sensors and data transmission system; (2) wheel design and sensor configuration; (3) calibration of the sensor integrated wheel; (4) training of the intelligent wheel; (5) grinding tests; and (6) prototype demonstration. The technical progress is summarized in this report according to the tasks. All activity during this period has been concerned with the first two interrelated tasks, which need to be completed before undertaking the remaining tasks.

Dual-Fuel Truck Fleet: Start-Up Experience

Although dual-fuel engine technology has been in development and limited use for several years, it has only recently moved toward full-scale operational capability for heavy-duty truck applications. Unlike a bifuel engine, which has two separate fuel systems that are used one at a time, a dual-fuel engine uses two fuel systems simultaneously. One of California's South Coast Air Quality Management District (SCAQMD) current programs is a demonstration of dual-fuel engine technology in heavy-duty trucks. These trucks are being studied as part of the National Renewable Energy Laboratory's (NREL's) Alternative Fuel Truck Program. This report describes the start-up experience from the program.
