As global economic competition heightens, many firms and workers face difficult adjustment problems. Congress has responded to these adjustment costs by authorizing four trade adjustment assistance (TAA) programs to assist trade-impacted workers, firms, farmers, and communities. This report discusses the TAA program for firms (TAAF). The TAAF program provides technical assistance to trade-affected firms to help them develop strategies and make other adjustments to remain competitive in the changing international economy.

The U.S. steel industry has faced increasing difficulties since the late 1990s. More than 30 U.S. steel producers have gone into bankruptcy. While different companies and parts of the industry have been affected to different degrees, the two types of domestic producers of raw steel, integrated mills and minimills, have both supported restrictions on imports, which they say have undermined the ability of the U.S. industry to produce steel economically. This report examines the U.S. Supreme Court’s decision in Eldred v. Ashcroft. Plaintiffs/Petitioners challenged the constitutionality under the Copyright Clause of a law adding 20 years to the terms of existing and future copyrights. The law was upheld by both the U.S. district court and the court of appeals considering it. Among the questions before the Supreme Court was whether Congress may retrospectively extend the term of copyright for existing copyrights; and, what role and impact, if any, does the First Amendment have in determining the validity of a congressional extension of copyright terms.

This report examines current legislation regarding estate taxes. Under provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001 (EGTRRA, P.L. 107-16), the estate tax exclusion is scheduled to continue to rise, from $2 million for decedents dying in 2008, to $3.5 million in 2009. In November 2003 the Environmental Protection Agency (EPA) proposed a policy regarding a type of wastewater treatment practice called blending. Some cities use blending to manage peak flows of water and waste into wastewater treatment plants during and after storms as a way to prevent conditions that otherwise result in raw sewage backups into homes and other buildings or overflows into nearby waters. This report provides background on blending, why and how it is practiced, EPA’s proposed policy, associated issues, and congressional interest in the topic.

Concerns about potential disruptions in U.S. trade flows due to a global health or security risk are not new. The possibility of an avian flu pandemic with consequences for global trade is a concern that has received more attention recently, although some experts believe there is little cause for alarm. Experts disagree on the likelihood of an avian flu pandemic developing at all. This report considers possible trade disruptions, including possible impacts on trade between the United States and countries and regions that have reported avian influenza infections. These disruptions could include countries banning imported goods from infected regions at the onset of the pandemic, de facto bans due to protective health measures, or supply-side constraints caused by health crises in exporting countries.
