Aluminum-containing intergranular phases in hot-pressed silicon carbide

Aluminum-containing intergranular phases, forming intergranular films and secondary phase particles at triple-junctions in SiC hot-pressed with aluminum, boron, and carbon additions, were studied by transmission electron microscopy. Statistical high-resolution electron microscopy study of intergranular films indicated that a large fraction of the vitreous intergranular films in the s-hot-pressed SiC crystallized during postannealing in argon above 1000 C. However, brief heating to 1900 C indeed re-melted 25 percent of the crystallized intergranular films. The structural transitions were reflected in the statistical width distributions of the amorphous grain boundary layers. At triple-junctions, Al2O3, Al2OC-SiC solid solution, and mullite phases were newly identified. These phases,together with others reported before are represented in a quaternary phase diagram for 1900 C. It is proposed that a SiC-Al2OC liquid domain is to be included in this phase diagram.

D-Area Sulfate Reduction DIW-1 Organic Application Field Study

An acidic/metals/sulfate, groundwater contaminant plume emanates from the diarrhea Coal Pile Runoff Basin (DCPRB) at the Savannah River Site (SRS), due to the contaminated runoff the basin receives from the D-Area coal pile. From a previous feasibility evaluation and laboratory testing, it was concluded that the plume could be remediated with sulfate reduction remediation combined with monitored natural attenuation (MNA). Additionally these previous studies recommended that soybean oil and sodium lactate be utilized as organic substrates for sulfate reducing bacteria (SRB) during a subsequent sulfate reduction, pilot scale, field demonstration. The soybean oil was to be tested as a long-term, slow release, organic substrate, and the sodium lactate was to be tested as a short-term, immediately available, organic substrate. The subsequent sulfate reduction, pilot scale, field demonstration consisted of the following: (1) Approximately 825 gallons of soybean oil was injected into both the south and north wings of the existing D-Area interceptor well. (2) Approximately 227.5 gallons of sodium lactate and 1169 gallons of groundwater from a background well were injected into the south wing only. The groundwater was used to reduce the viscosity of the sodium lactate for injection, to flush the sodium lactate out of the injection point …

Measurement of the radiation field at the Collider Detector at Fermilab

We present direct measurements of the spatial distribution of both ionizing radiation and low energy neutrons (E{sub n} < 200 keV) inside the tracking volume of the Collider Detector at Fermilab (CDF). Using data from multiple exposures we are able to separate the contributions from beam losses and proton-antiproton collisions. Initial measurements of leakage currents in the CDF silicon detectors show patterns consistent with predictions based on our measurements.

ADVANCED SOLID STATE SENSORS FOR VISION 21 SYSTEMS

Device fabrication and characterization studies relevant to the development of silicon carbide (SiC) based gas and temperature sensors have been performed. Initial studies of Pd deposition on Si were performed since the procedures for Si substrate preparation were well known to us. This allowed us to gain experience in controlling the deposition process while continuing to investigate methods of preparing the SiC substrate surface. Studies of SiC surface preparation were carried out under a separate contract. As our SiC substrate preparation techniques improved, studies of Pd deposition on SiC were performed and the thermal stability of Pd/SiC interfaces (i.e., the critical sensor component) was characterized. These studies have demonstrated that the Pd/SiC interface is remarkably stable at temperatures up to 670 C. At this time, we are moving rapidly to a point where the oxide overlayer can be reproducibly reduced to an acceptable level and large areas of the substrate can be reproducibly produced with the surface roughness reduced to the atomic scale. We believe that this will substantially improve the thermal stability of the Pd/SiC interface. Analogue Study of Actinide Transport at Sites in Russia

The U. S. Department of Energy (DOE) and the Russian Academy of Sciences (RAS) are engaged in a three-year cooperative study to observe the behavior of actinides in the natural environment at selected disposal sites and/or contamination sites in Russia. The purpose is to develop experimental data and models for actinide speciation, mobilization and transport processes in support of geologic repository design, safety and performance analyses. Currently at the mid-point of the study, the accomplishments to date include: evaluation of existing data and data needs, site screening and selection, initial data acquisition, and development of preliminary conceptual models.

Campaign Finance: Constitutional and Legal Issues of Soft Money

Prior to enactment of the Bipartisan Campaign Reform Act of 2002 (BCRA), P.L. 107-155, the term “soft money” generally referred to unregulated funds, perceived as resulting from loopholes in the Federal Election Campaign Act (FECA), 2 U.S.C. §§ 431 et seq. Generally, the intent of BCRA, (effective Nov. 6, 2002), which amends FECA, is to restrict the raising and spending of soft money. This Issue Brief discusses constitutional and legal issues surrounding two major types of soft money that BCRA regulates: political party soft money and soft money used for issue advocacy communications. Corporate and labor union soft money, which FECA exempts from regulation and is not addressed by BCRA, is also discussed.

Caribbean Basin Interim Trade Program: CBI/NAFTA Parity

The entry into force, on January 1, 1994, of the North American Free Trade Agreement (NAFTA) has eliminated the advantage that the beneficiaries of the Caribbean Basin Economic Recovery Act (CBERA) and related provisions of the Caribbean Basin Initiative (CBI) had enjoyed in trade with the United States relative to Mexico, and gave Mexico an increasingly significant competitive edge over the CBERA countries. The scheduled further implementation of the NAFTA would have resulted in a substantial advantage to Mexico over the CBERA countries and vitiate in part the purpose of the CBERA.

“Falun Gong,” also known as “Falun Dafa,”1 combines an exercise regimen with meditation and moral tenets. The “Falun Gong” movement has led to the largest and most protracted public demonstrations in China since the democracy movement of 1989. On April 25, 1999, an estimated 10,000 to 30,000 adherents assembled in front of Zhongnanhai, the Chinese Communist Party leadership compound, and participated in a silent protest against state repression of their activities. On July 21, 1999, the People’s Republic of China (PRC) government, fearful of the spread of social unrest, outlawed the movement and began to arrest Falun Gong protesters.
