A letter report issued by the Government Accountability Office with an abstract that begins "The President announced the Proliferation Security Initiative (PSI) in 2003 to enhance U.S. efforts to prevent the spread of weapons of mass destruction. In a 2006 classified report, GAO recommended that agencies establish clear PSI policies and procedures and performance indicators. In 2007, Congress enacted a law calling for the administration to expand and strengthen PSI and address GAO's prior recommendations. This report assesses (1) the extent to which the administration issued a PSI directive and submitted required PSI-related reports to Congress; (2) steps U.S. agencies have taken to establish clear PSI policies and procedures, structures, budgets, and performance indicators; and (3) U.S. agencies' efforts to increase cooperation and coordination with PSI countries and develop a strategy to resolve interdiction issues. NOVEL CATALYTIC EFFECTS OF FULLERENE FOR LIBH4 HYDROGEN UPTAKE AND RELEASE

Our recent novel finding, involving a synergistic experiment and first-principles theory, shows that carbon nanostructures can be used as catalysts for hydrogen uptake/release in aluminum based complex metal hydrides (sodium alanate) and also provides an unambiguous understanding of how the catalysts work. Here we show that the same concepts can be applied to boron based complex hydride such as lithium borohydride, LiBH{sub 4}. Taking into account electronegativity and curvature effect a fullerene-LiBH{sub 4} composite demonstrates catalytic properties with not only lowered hydrogen desorption temperatures, but regenerative rehydriding at relatively lower temperature of 350 C. This catalytic effect likely originates from interfering with the charge transfer from Li to the BH4 moiety, resulting in an ionic bond between Li{sup +} and BH{sub 4}{sup -}, and a covalent bond between B and H. Interaction of LiBH{sub 4} with an electronegative substrate such as carbon fullerene affects the ability of Li to donate its charge to BH{sub 4}, consequently weakening the B-H bond and causing hydrogen to desorb at lower temperatures as well as facilitating the absorption of H{sub 2} to reverse the dehydrogenation reaction. Degradation of cycling capacity is observed and is attributed to forming irreversible intermediates or diboranes.

Nuclear Physics Science Network Requirements Workshop, May 2008 - Final Report

The Energy Sciences Network (ESnet) is the primary provider of network connectivity for the US Department of Energy Office of Science, the single largest supporter of basic research in the physical sciences in the United States of America. In support of the Office of Science programs, ESnet regularly updates and refreshes its understanding of the networking requirements of the instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet to be a highly successful enabler of scientific discovery for over 20 years. In May 2008, ESnet and the Nuclear Physics (NP) Program Office of the DOE Office of Science organized a workshop to characterize the networking requirements of the science programs funded by the NP Program Office. Most of the key DOE sites for NP related work will require significant increases in network bandwidth in the 5 year time frame. This includes roughly 40 Gbps for BNL, and 20 Gbps for NERSC. Total transatlantic requirements are on the order of 40 Gbps, and transpacific requirements are on the order of 30 Gbps. SLUDGE WASHING AND DEMONSTRATION OF THE DWPF FLOWSHEET IN THE SRNL SHIELDED CELLS FOR SLUDGE BATCH 5 QUALIFICATION

Sludge Batch 5 (SB5) is predominantly a combination of H-modified (HM) sludge from Tank 11 that underwent aluminum dissolution in late 2007 to reduce the total mass of sludge solids and aluminum being fed to the Defense Waste Processing Facility (DWPF) and Purex sludge transferred from Tank 7. Following aluminum dissolution, the addition of Tank 7 sludge and excess Pu to Tank 51, Liquid Waste Operations (LWO) provided the Savannah River National Laboratory (SRNL) a 3-L sample of Tank 51 sludge for SB5 qualification. SB5 qualification included washing the sample per LWO plans/projections (including the addition of a Pu/Be stream from H Canyon), DWPF Chemical Process Cell (CPC) simulations, waste glass fabrication (vitrification), and waste glass chemical durability evaluation. This report documents: (1) The washing (addition of water to dilute the sludge supernatant) and concentration (decanting of supernatant) of the Tank 51 qualification sample to adjust sodium content and weight percent insoluble solids to Tank Farm projections. (2) The performance of a DWPF CPC simulation using the washed Tank 51 sample. This includes a Sludge Receipt and Adjustment Tank (SRAT) cycle, where acid is added to the sludge to destroy nitrite and remove mercury, and a Slurry Mix Evaporator (SME) …

Statistical Analysis of Baseline Load Models for Non-Residential Buildings

Policymakers are encouraging the development of standardized and consistent methods to quantify the electric load impacts of demand response programs. For load impacts, an essential part of the analysis is the estimation of the baseline load profile. In this paper, we present a statistical evaluation of the performance of several different models used to calculate baselines for commercial buildings participating in a demand response program in California. In our approach, we use the model to estimate baseline loads for a large set of proxy event days for which the actual load data are also available. Measures of the accuracy and bias of different models, the importance of weather effects, and the effect of applying morning adjustment factors (which use data from the day of the event to adjust the estimated baseline) are presented. Our results suggest that (1) the accuracy of baseline load models can be improved substantially by applying a morning adjustment, (2) the characterization of building loads by variability and weather sensitivity is a useful indicator of which types of baseline models will perform well, and (3) models that incorporate temperature either improve the accuracy of the model fit or do not change it.

Grande Ronde Subbasin Gauging Station Operations, 2007-2008 Reporting Period.

The Grande Ronde Basin (GRB) in Northeast Oregon is a moderately dry climate receiving between 10 and 20 inches of precipitation per year with surrounding mountains accumulating up to 100 inches. Irrigated agriculture is a major part of the economy with water being diverted or pumped from surface and ground sources from April through October. Several ESA listed species exist in the basin including Chinook, steelhead, and bulltrout. Agriculture and ESA (Endangered Species Act) listed aquatic species combined with a dry climate demonstrate the need for a network of stream gauges. The GRB covers over 5,000 square miles and includes several thousand miles of perennial flowing streams. This project is in place to operate 12 existing stream gauges in combination with USGS (4 gauges) and OWRD (one gauge) who, independent of this project, operate five additional gauges (Grande Ronde at Troy, Imnaha R. at Imnaha, Minam R. at Minam, Lookingglass Creek, and Upper Catherine Cr.) to characterizes flow in both the Grande Ronde and Imnaha subbasins. Wind River Watershed Restoration 2004-2005 Annual Report.

During 2004, researchers from U.S. Geological Survey's Columbia River Research Laboratory (USGS-CRRL) collected temperature, flow, and habitat data to characterize physical habitat condition and variation within and among tributaries and mainstem sections in the Wind River subbasin. Juvenile salmonid population surveys were conducted within select study areas throughout the subbasin. We expanded our survey coverage of the mainstem Wind River to a reach in the vicinity of Carson National Fish Hatchery to assess effects of non-indigenous Chinook on native steelhead. These efforts add to a database of habitat and fish data collected in the Wind River since 1996. This research contributes to the Wind River Restoration Project, which includes active stream habitat restoration and monitoring of adult and juvenile steelhead populations. We maintained a network of 32 thermographs in the Wind River subbasin during 2004. Additionally, Underwood Conservation District provided us with data from seven thermographs that they maintained during 2004. Thermograph data are identifying areas with chronic high water temperatures and stream sections where high rates of warming are occurring. Molecular Basis for Enzymatic Sulfite Oxidation -- HOW THREE CONSERVED ACTIVE SITE RESIDUES SHAPE ENZYME ACTIVITY

Sulfite dehydrogenases (SDHs) catalyze the oxidation and detoxification of sulfite to sulfate, a reaction critical to all forms of life. Sulfite-oxidizing enzymes contain three conserved active site amino acids (Arg-55, His-57, and Tyr-236) that are crucial for catalytic competency. Here we have studied the kinetic and structural effects of two novel and one previously reported substitution (R55M, H57A, Y236F) in these residues on SDH catalysis. Both Arg-55 and His-57 were found to have key roles in substrate binding. An R55M substitution increased Km(sulfite)(app) by 2-3 orders of magnitude, whereas His-57 was required for maintaining a high substrate affinity at low pH when the imidazole ring is fully protonated. This effect may be mediated by interactions of His-57 with Arg-55 that stabilize the position of the Arg-55 side chain or, alternatively, may reflect changes in the protonation state of sulfite. Unlike what is seen for SDHWT and SDHY236F, the catalytic turnover rates of SDHR55M and SDHH57A are relatively insensitive to pH (~;;60 and 200 s-1, respectively). On the structural level, striking kinetic effects appeared to correlate with disorder (in SDHH57A and SDHY236F) or absence of Arg-55 (SDHR55M), suggesting that Arg-55 and the hydrogen bonding interactions it engages in are crucial for …

Wind River Watershed Restoration, 2005-2006 Annual Report.

This report summarizes work completed by U.S. Geological Survey's Columbia River Research Laboratory (USGS-CRRL) in the Wind River subbasin during the period April 2005 through March 2006 under Bonneville Power Administration (BPA) contract 22095. During this period, we collected temperature, flow, and habitat data to characterize habitat condition and variation within and among tributaries and mainstem sections in the Wind River subbasin. We also conducted electrofishing and snorkeling surveys to determine juvenile salmonid populations within select study areas throughout the subbasin. Portions of this work were completed with additional funding from U.S. Fish and Wildlife Service (USFWS) and the Lower Columbia Fish Enhancement Group (LCFEG). A statement of work (SOW) was submitted to BPA in March 2005 that outlined work to be performed by USGS-CRRL. The SOW was organized by work elements, with each describing a research task. This report summarizes the progress completed under each work element.

Structures and Charging of Alpha-Alumina (0001)/ Water Interfaces Studies by Sum-Frequency Vibrational Spectroscopy

Sum-frequency vibrational spectroscopy in the OH stretch region was employed to study structures of water/{alpha}-Al{sub 2}O{sub 3} (0001) interfaces at different pH values. Observed spectra indicate that protonation and deprotonation of the alumina surface dominate at low and high pH, respectively, with the interface positively and negatively charged accordingly. The point of zero charge (p.z.c.) appears at pH {approx}6.3, which is close to the values obtained from streaming potential and second harmonic generation studies. It is significantly lower than the p.z.c. of alumina powder. The result can be understood from the pK values of protonation and deprotonation at the water/{alpha}-Al{sub 2}O{sub 3} (0001) interface. The p.z.c. of amorphous alumina was found to be similar to that of powder alumina.

Demonstration Assessment of Light Emitting Diode (LED) Residential Downlights and Undercabinet Lights in the Lane County Tour of Homes, Eugene, Oregon

In August 2008 the Pacific Northwest National Laboratory (PNNL) conducted a light emitting diode (LED) residential lighting demonstration project for the U.S. Department of Energy (DOE), Office of Building Technologies, as part of DOE’s Solid State Lighting (SSL) Technology Demonstration Gateway Program. Two lighting technologies, an LED replacement for downlight lamps (bulbs) and an LED undercabinet lighting fixture, were tested in the demonstration which was conducted in two homes built for the 2008 Tour of Homes in Eugene, Oregon. The homes were built by the Lane County Home Builders Association (HBA), and Future B Homes. The Energy Trust of Oregon (ETO) also participated in the demonstration project. The LED downlight product, the LR6, made by Cree LED Lighting Solutions acts as a screw-in replacement for incandescent and halogen bulbs in recessed can downlights. The second product tested is Phillips/Color Kinetics’ eW® Profile Powercore undercabinet fixture designed to mount under kitchen cabinets to illuminate the countertop and backsplash surfaces. Quantitative and qualitative measurements of light performance and electrical power usage were taken at each site before and after initially installed halogen and incandescent lamps were replaced with the LED products.
