Advanced Thermoelectric Materials for Efficient Waste Heat Recovery in Process Industries (open access)

Advanced Thermoelectric Materials for Efficient Waste Heat Recovery in Process Industries

The overall objective of the project was to integrate advanced thermoelectric materials into a power generation device that could convert waste heat from an industrial process to electricity with an efficiency approaching 20%. Advanced thermoelectric materials were developed with figure-of-merit ZT of 1.5 at 275 degrees C. These materials were not successfully integrated into a power generation device. However, waste heat recovery was demonstrated from an industrial process (the combustion exhaust gas stream of an oxyfuel-fired flat glass melting furnace) using a commercially available (5% efficiency) thermoelectric generator coupled to a heat pipe. It was concluded that significant improvements both in thermoelectric material figure-of-merit and in cost-effective methods for capturing heat would be required to make thermoelectric waste heat recovery viable for widespread industrial application.

Amendments to the Foreign Intelligence Surveillance Act (FISA) Set to Expire February 28, 2010

The Foreign Intelligence Surveillance Act (FISA) provides a statutory framework by which government agencies may, when gathering foreign intelligence investigation, obtain authorization to conduct electronic surveillance or physical searches, utilize pen registers and trap and trace devices, or access specified business records and other tangible things. This report discusses three sunsetting amendments of FISA which include the "Lone Wolf" provision, "roving" wiretaps, and access to business records.

The Americans with Disabilities Act (ADA) Proposed Regulations

The Americans with Disabilities Act (ADA) has often been described as the most sweeping nondiscrimination legislation since the Civil Rights Act of 1964. As stated in the act, its purpose is “to provide a clear and comprehensive national mandate for the elimination of discrimination against individuals with disabilities.” This report discusses recently proposed regulations that would adopt accessibility standards consistent with the minimum guidelines and requirements issued by the Architectural and Transportation Barriers Compliance Board.

CHANGING THE SAFETY CULTURE IN HANFORD TANK FARMS (open access)

CHANGING THE SAFETY CULTURE IN HANFORD TANK FARMS

In 2000 the Hanford Tank Farms had one of the worst safety records in the Department of Energy Complex. By the end of FY08 the safety performance of the workforce had turned completely around, resulting in one of the best safety records in the DOE complex for operations of its kind. This paper describes the variety of programs and changes that were put in place to accomplish such a dramatic turn-around. The U.S. Department of Energy's 586-square-mile Hanford Site in Washington State was established during World War II as part of the Manhattan Project to develop nuclear materials to end the war. For the next several decades it continued to produce plutonium for the nation's defense, leaving behind vast quantities of radioactive and chemical waste. Much of this waste, 53,000,000 gallons, remains stored in 149 aging single-shell tanks and 28 newer double-shell tanks. One of the primary objectives at Hanford is to safely manage this waste until it can be prepared for disposal, but this has not always been easy. These giant underground tanks, many of which date back to the beginning of the Manhattan Project, range in size from 55,000 gallons up to 1.1 million gallons, and are buried …

CRS Issue Statement on Child Well-Being (open access)

CRS Issue Statement on Child Well-Being

The nation's future depends in large part on its children's ability to develop into contributing adult members of society. For that reason, and for what many would consider a society's moral responsibility to care for the young and vulnerable, Congress and the nation take an interest in promoting children's well-being. It can be argued that children are the nation's most valuable resource, constituting the next generation of workers, taxpayers, and parents. Their well-being and ability to develop into productive adults in an increasingly competitive global economy is influenced by a variety of factors, and public policies can affect these factors to varying degrees.

Fundamental Mechanisms of Interface Roughness (open access)

Fundamental Mechanisms of Interface Roughness

Publication quality results were obtained for several experiments and materials systems including: (i) Patterning and smoothening of sapphire surfaces by energetic Ar+ ions. Grazing Incidence Small Angle X-ray Scattering (GISAXS) experiments were performed in the system at the National Synchrotron Light Source (NSLS) X21 beamline. Ar+ ions in the energy range from 300 eV to 1000 eV were used to produce ripples on the surfaces of single-crystal sapphire. It was found that the ripple wavelength varies strongly with the angle of incidence of the ions, which increase significantly as the angle from normal is varied from 55° to 35°. A smooth region was found for ion incidence less than 35° away from normal incidence. In this region a strong smoothening mechanism with strength proportional to the second derivative of the height of the surface was found to be responsible for the effect. The discovery of this phase transition between stable and unstable regimes as the angle of incidence is varied has also stimulated new work by other groups in the field. (ii) Growth of Ge quantum dots on Si(100) and (111). We discovered the formation of quantum wires on 4° misoriented Si(111) using real-time GISAXS during the deposition of Ge. …

HYDROGEN STORAGE SOLUTIONS IN SUPPORT OF DOD WARFIGHTER PORTABLE POWER APPLICATIONS (open access)

HYDROGEN STORAGE SOLUTIONS IN SUPPORT OF DOD WARFIGHTER PORTABLE POWER APPLICATIONS

From Personal Digital Assistants (PDAs) to cell phones our high-tech world, today, is demanding smaller, lighter weight and higher capacity portable power devices. Nowhere has this personal power surge been more evident than in today's U.S Warfighter. The modern Warfighter is estimated to carry from 65 to 95 pounds of supplies in the field with over 30 pounds of this dedicated to portable power devices. These devices include computer displays, infrared sights, Global Positioning Systems (GPS), night vision and a variety of other sensor technologies. Over 80% of the energy needed to power these devices comes from primary (disposable) batteries. It is estimated that a brigade will consume as much as 7 tons of batteries in a 72 hour mission at a cost of $700,000. A recent comprehensive study on the energy needs of the future warrior published by the National Academy of Science in 2004 made a variety of recommendations for average power systems from 20 to 1,000 watts. For lower power systems recommendations included pursuing science and technology initiatives focused on: (1) 300 watt-hours per kilogram (Wh/kg) secondary battery technologies; (2) smart hybrids; and (3) fuel cells (with greater than 6 wt% hydrogen storage). Improved secondary (rechargeable) batteries …

Novel Intermetallic Catalysts to Enhance PEM Membrane Durability (open access)

Novel Intermetallic Catalysts to Enhance PEM Membrane Durability

The research examined possible sources of degradation of platinum based anode catalysts under long term use. Scientists at the United Technologies Research Center had shown that the anode as well as the cathode catalysts degrade in hydrogen fuel cells. This goal of this research was to see if mechanisms of anode degradation could be understood using forefront electrochemical techniques in an aqueous system. We found that this method is limited by the very low levels of impurities (perhaps less than a part per trillion) in the electrolyte. This limitation comes from the relatively small catalyst surface area (a few sq cm or less) compared to the electrolyte volume of 10 to 25 ml. In real fuel cells this ratio is completelyreversed: high catalyst surface area and low electrolyte violume, making the system much less sensitive to impurities in the electrolyte. We conclude that degradation mechanisms should be studied in real fuel cell systems, rather than in ex-situ, large electrolyte volume experiments.
