The state Senate is committed to one house of the legislature based on population and the other on area, Se. Glen Ham (D-Pauls Valley), told members of the Oklahoma League of Women Voters Tuesday. Ham is Senate floor leader. He did not prefer to federal court ruling that both houses must be based on population. He thus did not directly defy the court, but left no doubt in minds of his listeners the Senate will never apportion its members on a population basis.
