Photograph of construction of the Brownsville federal building and post office, a large four-story brick and stone building with only the first three stories completed. The fourth floor has support beams but no walls and there is what appears to be a grid on the roof. In front of the building there is a machine of some kind on the sidewalk next to a short brick wall and three arched entryways.
