Special emphasis has been placed on the oil financier William Rhodes Davis. A section of the newspaper clipping has been underlined in red colored pencil. The underlined passage describes a plan to purchase £2,000,000 of British and American oil and sell it to Germany and Italy. On the back of this clipping is speculation that Nazi Germany was planning another expansion for March of that year.
