300 Area Treated Effluent Disposal Facility permit reopener run plan

The 300 Area Treated Effluent Disposal Facility (TEDF) is authorized to discharge treated effluent to the Columbia River by National Pollutant Discharge Elimination System permit WA-002591-7. The letter accompanying the final permit noted the following: EPA recognizes that the TEDF is a new waste treatment facility for which full scale operation and effluent data has not been generated. The permit being issued by EPA contains discharge limits that are intended to force DOE`s treatment technology to the limit of its capability.`` Because of the excessively tight limits the permit contains a reopener clause which may allow limits to be renegotiated after at least one year of operation. The restrictions for reopening the permit are as follows: (1) The permittee has properly operated and maintained the TEDF for a sufficient period to stabilize treatment plant operations, but has nevertheless been unable to achieve the limitation specified in the permit. (2) Effluent data submitted by the permittee supports the effluent limitation modifications(s). (3) The permittee has submitted a formal request for the effluent limitation modification(s) to the Director. The purpose of this document is to guide plant operations for approximately one year to ensure appropriate data is collected for reopener negotiations.

324 Building Compliance Project: Selection and evaluation of alternatives for the removal of solid remote-handled mixed wastes from the 324 Building

Six alternatives for the interim storage of remote-handled mixed wastes from the 324 Building on the Hanford Site have been identified and evaluated. The alternatives focus on the interim storage facility and include use of existing facilities in the 200 Area, the construction of new facilities, and the vitrification of the wastes within the 324 Building to remove the majority of the wastes from under RCRA regulations. The six alternatives are summarized in Table S.1, which identifies the primary facilities to be utilized, the anticipated schedule for removal of the wastes, the costs of the transfer from 324 Building to the interim storage facility (including any capital costs), and an initial risk comparison of the alternatives. A recently negotiated Tri-Party Agreement (TPA) change requires the last of the mixed wastes to be removed by May 1999. The ability to use an existing facility reduces the costs since it eliminates the need for new capital construction. The basic regulatory approvals for the storage of mixed wastes are in place for the PUREX facility, but the Form HI permit will need some minor modifications since the 324 Building wastes have some additional characteristic waste codes and the current permit limits storage of …

324 Building life cycle dose estimates for planned work

This report describes a tool for use by organizational management teams to plan, manage, and oversee personnel exposures within their organizations. The report encompasses personnel radiation exposures received from activities associated with the B-Cell Cleanout Project, Surveillance and Maintenance Project, the Mk-42 Project, and other minor activities. It is designed to provide verifiable Radiological Performance Reports. The primary area workers receive radiation exposure is the Radiochemical Engineering Complex airlock. Entry to the airlock is necessary for maintenance of cranes and other equipment, and to set up the rail system used to move large pieces of equipment and shipping casks into and out of the airlock. Transfers of equipment and materials from the hot cells in the complex to the airlock are required to allow dose profiles of waste containers, shuffling of waste containers to allow grouting activities to go on, and to allow maintenance of in-cell cranes. Both DOE and the Pacific Northwest Laboratory (PNL) are currently investing in state-of-the-art decontamination equipment. Challenging goals for exposure reduction were established for several broad areas of activity. This functional design criteria for the upgrade to the 340 radioactive liquid waste storage facility (Project W-302) specifically addresses the secondary containment issues at the current vault facility of the 340 Complex. This vault serves as the terminus for the Radioactive Liquid Waste System (RLWS). Project W-302 is necessary in order to bring this portion of the Complex into full regulatory compliance. The project title, ``340 Facility Secondary Containment and Leak Detection``, illustrates preliminary thoughts of taking corrective action directly upon the existing vault (such as removing the tanks, lining the vault, and replacing tanks). However, based on the conclusion of the engineering study, ``Engineering Study of the 300 Area Process Wastewater Handling System``, WHC-SD-WM-ER-277 (as well as numerous follow-up meetings with cognizant staff), this FDC prescribes a complete replacement of the current tank/vault system. This offers a greater array of tanks, and provides greater operating flexibility and ease of maintenance. This approach also minimizes disruption to RLWS services during ``tie-in``, as compared to the alternative of trying to renovate the old vault. The proposed site is within the current Complex area, and maintains the receipt of RLWS solutions through gravity flow.

The primary goal of this project is the characterization of the low NOx combustion equipment through the collection and analysis of long-term emissions data. A target of achieving fifty percent NOx reduction using combustion modifications has been established for the project. The project provides a stepwise retrofit of an advanced overfire air (AOFA) system followed by low NOx burners (LNB). During each test phase of the project, diagnostic, performance, long-term, and verification testing will be performed. These tests are used to quantify the NOx reductions of each technology and evaluate the effects of those reductions on other combustion parameters. Results are described.

The objective of this document is to report and interpret the findings of the isolation barrier acceptance tests performed in 105KW/100K. The tests were performed in accordance with the test plan and acceptance test procedure. The test report contains the test data. This document compares the test data against the criteria. A discussion of the leak rate analytical characterization describes how the flow characteristics flow rate will be determined using the test data from the test report. Two modes of water loss were considered; basin and/or discharge chute leakage, and evaporation. An initial test established baseline leakage data and instrumentation performance. Test 2 evaluated the sealing performance of the isolation barrier by inducing an 11 in. (27.9 cm) level differential across the barrier. The leak rate at this 11 in. (27.9 cm) level is extrapolated to the 16 ft. (4.9 m) level differential postulated in the DBE post seismic event. If the leak rate, adjusted for evaporation and basin leakage (determined from Test 1), is less than the SAR limit of 1,500 gph (5,680 lph) at a 16 ft (4.9 m) level differential, the barriers pass the acceptance test.

The Bonneville Power Administration (Bonneville) provides wholesale electric power to over 100 retail distribution utilities in the Pacific Northwest. Bonneville is faced with meeting growing loads from these utilities. It acquires conservation as one means of meeting this load growth. Bonneville has offered a variety of conservation programs since 1980. Efficient showerheads have been a feature in residential conservation programs ever since. Bonneville launched the Residential Appliance Efficiency Program to focus on water-heater energy conservation opportunities in 1992. The Residential Appliance Efficiency Program consists of two parts, a water-heater efficiency program, and a hot-water efficiency program. This report evaluates the savings and costs of the first two years of the showerhead portion of the Residential Appliance Efficiency Program (the showerhead program). Although it is not a formal evaluation of the program limited to implementation or a {open_quotes}process{close_quotes} evaluation, observations about program design and implementation are included as appropriate. Results of this evaluation are limited to program participants within the Bonneville service territory.

Previous assessments of Colorado`s low-temperature geothermal resources were completed by the Colorado Geological Survey in 1920 and in the mid- to late-1970s. The purpose of the 1992--1993 low-temperature geothermal resource assessment is to update the earlier physical, geochemical, and utilization data and compile computerized databases of the location, chemistry, and general information of the low-temperature geothermal resources in Colorado. The main sources of the data included published data from the Colorado Geological Survey, the US Geological Survey WATSTOR database, and the files of the State Division of Water Resources. The staff of the Colorado Geological Survey in 1992 and 1993 visited most of the known geothermal sources that were recorded as having temperatures greater than 30{degrees}C. Physical measurements of the conductivity, pH, temperature, flow rate, and notes on the current geothermal source utilization were taken. Ten new geochemical analyses were completed on selected geothermal sites. The results of the compilation and field investigations are compiled into the four enclosed Quattro Pro 4 databases. For the purposes of this report a geothermal area is defined as a broad area, usually less than 3 sq mi in size, that may have several wells or springs. A geothermal site is an individual well …
