Argon and argon-oxygen glow discharge cleaning of the Main Ring beam pipe

This report presents the experimental results from the argon and argon-oxygen gas mixture glow discharge in the Main Ring beam pipe and is a follow-up to the proposal for vacuum improvements of the Main Ring magnets and straight sections and the warm Tevatron straight sections. Glow discharge was used in the experiment in order to clean the vacuum system instead of bakeout which could only be performed with great difficulty or not at all. It is a relatively simple and very effective method. The glow discharge occurs under specific gas pressures (10--120 mTorr) and current flows (10/sup /minus/5/ /minus/ 10/sup /minus/1/ A) through gas excitation and formation of plasma conditions. Deexcitation of the gas molecules produces visible light. Several mechanisms have been proposed to explain the glow discharge cleaning process. Ions can sputter adsorbed molecules or atoms at the cathode surface and even produce lattice damage extending several monolayers below the surface. The glow discharge has already been extensively used for vacuum improvements in accelerators. 9 refs.

Augmented Fish Health Monitoring, 1988 Annual Report.

Augmented Fish Health Monitoring Contract AI79-87BP35585 was implemented on July 20, 1987. Second year activities focused on full implementation of disease surveillance activities and histopathological support services to participating state agencies. Persistent and sometimes severe disease losses were caused by infectious hematopoietic necrosis (IHN) in summer steelhead trout in Idaho and in spring chinook salmon at hatcheries on the lower Columbia River. Diagnostic capability was enhanced by the installation, for field use, of enzyme-linked immunosorbent assay (ELISA) technology at the Dworshak Fish Health Center for the detection and assay of bacterial kidney disease and by a dot-blot'' training session for virus identification at the Lower Columbia Fish Health Center. Complete diagnostic and inspection services were provided to 13 Columbia River basin National Fish hatcheries. Case history data was fully documented in a computerized data base for storage and analysis. This report briefly describes work being done to meet contract requirements for fish disease surveillance at Service facilities in the Columbia River basin. It also summarizes the health status of fish reared at those hatcheries and provides a summary of case history data for calendar year 1988. 2 refs., 4 tabs.

The BEAR program NRL plasma physics instrumentation measurements

The BEAR program was a joint effort to launch, and demonstrate the feasibility of operating, a 1 MeV 10 ma Neutral Particle Beam (NPB) accelerator from a space platform. The accelerator design and manufacture were the responsibility of Los Alamos National Lab (LANL); diagnostics associated with accelerator operation and beam-plasma effects were also to be undertaken by LANL and NRL. Payload Integration and Telemetry was provided by the Air Force Geophysical Lab (AFGL) and Northeastern University (NEU). Beam effects on the local plasma in addition to accelerator produced vehicle effects (e.g., charging) were the responsibility of NRL as outlined herein. The BEAR rocket was launched successfully during the early morning hours of July 13 from White Sands Missile Range, White Sands, N.M. The NRL contribution to this effort included three instrument packages designed to diagnose beam-plasma and vehicle-plasma interactions. The instruments included: (1) Langmuir probe (LP) design consisting of 4 separate sensors; (2) High voltage (HIV) Langmuir Probe designed to monitor vehicle charging through current polarity changes; and (3) Plasma Wave Receive (PWR) designed to characterize the plasma wave emissions covering a broad frequency range from near DC to 50 MHz.

Accomplishments of this program include the following: (1) Scalable, chemical generation of oxygen atoms by reaction of fluorine atoms and water vapor. (2) Production of nitrogen atom densities of 1 {times} 10{sup 1}5 cm{sup {minus}3} with 5% electrical efficiency by injecting trace amounts of fluorine into microwave discharged nitrogen. (3) Production of cyanide radicals by reaction of high densities of N atoms with cyanogen. (4) Production of carbon atoms by reaction of nitrogen atoms with cyanogen or with fluorine atoms and hydrogen cyanide. (5) Confirmation that the reaction of carbon atoms and carbonyl sulfide produces CS(a{sup 3} {Pi}{sub r}), as predicted by conservation of electron spin and orbital angular momenta and as proposed by others under another SWCL program. (6) Production of cyanide radicals by injection of cyanogen halides into active nitrogen and use as spectroscopic calibration source. (7) Demonstration that sodium atoms react with cyanogen chloride, bromide and iodide and with cyanuric trifluoride to produce cyanide radicals. A commercial product called Claymax'' consisting of one-quarter inch of bentonite clay between two geotextile sheets is a candidate landfill cap to replace kaolin caps. A permeability apparatus incorporating a 20 foot water head was operated for 56 days to estimate a Claymax permeability of 2 {times} 10{sup {minus}9} cm/sec compared with 10{sup {minus}8}, the EPA max for a burial site cap. 1 fig.

Colloid migration in fractured media

Field studies at the Nevada Test Site by researchers at Lawrence Livermore National Laboratory have demonstrated that radionuclides are being transported by colloidal material suspended in groundwater. This observation is counter to most predictions from contaminant transport models because the models assume adsorbed species are immobile. The purpose of this research is to quantify the transport processes for colloidal materials and develop the mechanistic understanding necessary to predict radionuclide transport in fractured media. There were three areas of investigation during this year that have addressed these issues: chemical control of colloid deposition on clean mineral surfaces, colloid accumulation on fracture surfaces, and the influence of deposited colloids on colloid and tracer migration. 7 refs.

Conceptual design report for a superconducting coil suitable for use in the large solenoid detector at the SSC (Superconducting Super Collider)

The conceptual design of a large superconducting solenoid suitable for a magnetic detector at the Superconducting Super Collider (SSC) was done at Fermilab. The magnet will provide a magnetic field of 1.7 T over a volume 8 m in diameter by 16 m long. The particle-physics calorimetry will be inside the field volume and so the coil will be bath cooled and cryostable; the vessels will be stainless steel. Predictability of performance and the ability to safely negotiate all probable failure modes, including a quench, are important items of the design philosophy. Our conceptual design of the magnet and calorimeter has convinced us that this magnet is a reasonable extrapolation of present technology and is therefore feasible. The principal difficulties anticipated are those associated with the very large physical dimensions and stored energy of the magnet. 5 figs.

Configuring the SLC linac for injection into PEP

From time to time the normal SLC physics program is to be interrupted so that beam can be delivered to PEP. In order that the switch to PEP injection (and the switch back again) can be accomplished quickly and easily, the gun, the damping rings, the linac phase ramp, the energy profile of the linac klystrons for the scavenger bunch, and the entire positron production system are to be kept the same as in the SLC configuration. What mainly remains to be changed is the linac klystron profile for the leading two bunches - those going to PEP. The new klystron profile must be such that it leaves these two beams (1) with final energies that match that of the storage ring and (2) with final energy spectra that fit within the energy aperture of the PEP transfer line. The conditions that need to be met in order to achieve these two goals are discussed in this note. 1 ref., 2 figs.

Detailed photonuclear cross-section calculations and astrophysical applications

We have investigated the role of an isomeric state and its coupling to the ground state (g.s.) via photons and neutron inelastic scattering in a stellar environment by making detailed photonuclear and neutron cross-section calculations for /sup 176/Lu and /sup 210/Bi. In the case of /sup 176/Lu, the g.s. would function as an excellent galactic slow- (s-) process chronometer were it not for the 3.7-h isomer at 123 keV. Our calculations predicted much larger photon cross sections for production of the isomer, as well as a lower threshold, than had been assumed based on earlier measurements. These two factors combine to indicate that an enormous correction, a factor of 10/sup 7/, must be applied to shorten the current estimate of the half-life against photoexcitation of /sup 176/Lu as a function of temperature. This severely limits the use of /sup 176/Lu as a stellar chronometer and indicates a significantly lower temperature at which the two states reach thermal equilibrium. For /sup 210/Bi, our preliminary calculations of the production and destruction of the 3 /times/ 10/sup 6/ y isomeric state by neutrons and photons suggest that the /sup 210/Bi isomer may not be destroyed by photons as rapidly as assumed in certain …

Constant extension rate tests (CERT) were run on ten irradiated specimens in continuation of a study of environmental effects on intergranular stress corrosion cracking of type 304 stainless steel. Specimens of both furnace sensitized and annealed material were irradiated to fluences of 1 to 2 {times} 10{sup 21} neutrons (E {ge} 0.1 Mev) per square centimeter at a temperature of {approximately}150{degree}C in a reflector position of the High Flux Isoptope Reactor at ORNL. CERT test conditions duplicated conditions for testing of non-irradiated specimens. The time-to-failure for the sensitized and irradiated specimens showed the same pattern of dependence on test variables as the non-irradiated specimens in an associated study. The annealed and irradiated specimens showed no evidence of irradiation assisted stress corrosion cracking.

Energy changes in transforming solids. Continuation proposal for the period January 1--December 31, 1990

This report describes work completed, work in progress, and work planned during the continuation of funding. Research is being carried out on the following: bonded inclusions are being treated as problems of a homogeneous body; the problem of two cavities or inclusions is being studied; the examination of non-classical transformations is leading to conservation laws in statics and dynamics with applications in fracture and defect mechanics; mathematical and physical modeling of damage in brittle solids is being performed; a theoretical and numerical study of subsonic interfacial waves in bonded piezoelectric dissimilar half-spaces has been completed; the study of which crystal classes are capable of admitting the so-called Type 3 transonic state in anisotropic elasticity is also complete; and wave studies will be extended into the supersonic regime. The authors also intend to complete a study of the general self-force on a 3-dimensional dislocation loop element in an elastic medium of arbitrary anisotropy, as this is currently a needed ingredient in modern fracture and damage mechanics and in the study of defects in integrated circuit materials.

The objective of the research is to advance the state-of-the-art of nuclear power plant control, safety, management, and instrumentation systems through the use of artificial intelligence (AI) techniques, including both expert systems and neural networks. The emphasis will be placed on methods that can be implemented on a rapid or real-time basis. A second, but equally important, objective is to build a broadly based critical mass of expertise in the artificial intelligence, field that can be brought to bear on the technology of nuclear power plants. Both of these goals are being met. This overview and the attached technical reports describe the work that is being carried out. Although in some cases, the scope of the work differs somewhat from the specific tasks described in the original proposal, all activities are clearly within the overall scope of the contract.

Estimates for Pu-239 loadings in burial ground culverts based on fast/slow neutron measurements

This report provides guideline estimates for Pu-239 mass loadings in selected burial ground culverts. The relatively high recorded Pu-239 contents of these culverts have been appraised as suspect relative to criticality concerns, because they were assayed only with the solid waste monitor (SWM) per gamma-ray counting. After 1985, subsequent waste was also assayed with the neutron coincidence counter (NCC), and a comparison of the assay methods showed that the NCC generally yielded higher assays than the SWM. These higher NCC readings signaled a need to conduct non-destructive/non-intrusive nuclear interrogations of these culverts, and a technical team conducted scoping measurements to illustrate potential assay methods based on neutron and/or gamma counting. A fast/slow neutron method has been developed to estimate the Pu-239 in the culverts. In addition, loading records include the SWM assays of all Pu-239 cuts of some of the culvert drums and these data are useful in estimating the corresponding NCC drum assays from NCC vs SWM data. Together, these methods yield predictions based on direct measurements and statistical inference.

Excitation and ionization of highly charged ions by electron impact

Two approaches for very rapid calculation of atomic data for high temperature plasma modeling have been developed. The first uses hydrogenic basis states and has been developed and applied in many papers discussed in previous progress reports. Hence, it is only briefly discussed here. The second is a very rapid, yet accurate, fully relativistic approach that has been developed over the past two or three years. It is described in more detail. Recently it has been applied to large scale production of atomic data. Specifically, it has been used to calculate relativistic distorted wave collision strengths and oscillator strengths for the following: all transitions from the ground level to the n=3 and 4 excited levels in the 71 Neon-like ions with nuclear charge number Z in the range 22 {le} Z {le} 92; all transitions among the 2s{sub {1/2}}, 2p{sub {1/2}} and 2p{sub 3/2} levels and from them to all nlj levels with n=3,4 and 5 in the 85 Li-like ions with 8 {le} Z {le} 92; all transitions among the 3s{sub {1/2}}, 3p{sub 3/2}, 3d{sub 3/2} and 3d{sub 5/2} levels and from them to all nlj levels with n=4 and 5 in the 71 Na-like ions with 22 {le} …

The integrity of the SRS reactor tanks is a key factor affecting their suitability for continued service since, unlike the external piping system and components, the tanks are virtually irreplaceable. Cracking in various areas of the process water piping systems has occurred beginning in 1960 as a result of several degradation mechanisms, chiefly intergranular stress corrosion cracking (IGSCC) and chloride-induced transgranular cracking. IGSCC, currently the primary degradation mechanism, also occurred in the knuckle'' region (tank wall-to-bottom tube sheet transition piece) unique to C Reactor and was eventually responsible for that reactor being deactivated in 1985. A program of visual examinations of the SRS reactor tanks was initiated in 1968, which used a specially designed immersible periscope. Under that program the condition of the accessible tank welds and associated heat affected zones (HAZ) was evaluated on a five-year frequency. Prior to 1986, the scope of these inspections comprised approximately 20 percent of the accessible weld area. In late 1986 and early 1987 the scope of the inspections was expanded and a 100 percent visual inspection of accessible welds was performed of the P-, L-, and K-Reactor tanks. Groundwater Quality Assessment/Corrective Action Feasibility Plan

The Savannah River Laboratory (SRL) Seepage Basins are located in the northeastern section of the 700 Area at the Savannah River Site. Currently the four basins are out of service and are awaiting closure in accordance with the Consent Decree settled under Civil Act No. 1:85-2583. Groundwater monitoring data from the detection monitoring network around the SRL Basins was recently analyzed using South Carolina Hazardous Waste Management Regulations R.61-79.264.92 methods to determine if groundwater in the immediate vicinity of the SRL Basins had been impacted. Results from the data analysis indicate that the groundwater has been impacted by both volatile organic constituents (VOCs) and inorganic constituents. The VOCs, specifically trichloroethylene and tetrachloroethylene, are currently being addressed under the auspices of the SRS Hazardous Waste Permit Application (Volume III, Section J.6.3). The impacts resulting from elevated levels of inorganic constituent, such as barium, calcium, and zinc in the water table, do not pose a threat to human health and the environment. In order to determine if vertical migration of the inorganic constituents has occurred three detection monitoring wells are proposed for installation in the upper portion of the Congaree Aquifer.
