FY-12 INL KR CAPTURE ACTIVITIES SUPPORTING THE OFF-GAS SIGMA TEAM

Tasks performed this year by INL Kr capture off-gas team members can be segregated into three separate task sub-sections which include: 1) The development and testing of a new engineered form sorbent, 2) An initial NDA gamma scan effort performed on the drum containing the Legacy Kr-85 sample materials, and 3) Collaborative research efforts with PNNL involving the testing of the Ni-DOBDC MOF and an initial attempt to make powdered chalcogel material into an engineered form using our binding process. This document describes the routes to success for the three task sub-sections.

FY 2012 USED FUEL DISPOSITION CAMPAIGN TRANSPORTATION TASK REPORT ON INL EFFORTS SUPPORTING THE MODERATOR EXCLUSION CONCEPT AND STANDARDIZED TRANSPORTATION

Following the defunding of the Yucca Mountain Project, it is reasonable to assume that commercial used fuel will remain in storage for a longer time period than initially assumed. Previous transportation task work in FY 2011, under the Department of Energy’s Office of Nuclear Energy, Used Fuel Disposition Campaign, proposed an alternative for safely transporting used fuel regardless of the structural integrity of the used fuel, baskets, poisons, or storage canisters after an extended period of storage. This alternative assures criticality safety during transportation by implementing a concept that achieves moderator exclusion (no in-leakage of moderator into the used fuel cavity). By relying upon a component inside of the transportation cask that provides a watertight function, a strong argument can be made that moderator intrusion is not credible and should not be a required assumption for criticality evaluations during normal or hypothetical accident conditions of transportation. This Transportation Task report addresses the assigned FY 2012 work that supports the proposed moderator exclusion concept as well as a standardized transportation system. The objectives are: (1) Investigate novel engine control strategies targeted at rapid engine/catalyst warming for the purpose of mitigating tailpipe emissions from plug-in hybrid electric vehicles (PHEV) exposed to multiple engine cold start events; (2) Optimize integration of engine control strategies with hybrid supervisory control strategies in order to reduce cold start emissions and fuel consumption of PHEVs; and (3) Ensure that development of new vehicle technologies complies with existing emission standards.

FY12 ARRA-NRAP Report – Studies to Support Risk Assessment of Geologic Carbon Sequestration

This report summarizes results of research conducted during FY2012 to support the assessment of environmental risks associated with geologic carbon dioxide (CO2) sequestration and storage. Several research focus areas are ongoing as part of this project. This includes the quantification of the leachability of metals and organic compounds from representative CO2 storage reservoir and caprock materials, the fate of metals and organic compounds after release, and the development of a method to measure pH in situ under supercritical CO2 (scCO2) conditions. Metal leachability experiments were completed on 6 different rock samples in brine in equilibrium with scCO2 at representative geologic reservoir conditions. In general, the leaching of RCRA metals and other metals of concern was found to be limited and not likely to be a significant issue (at least, for the rocks tested). Metals leaching experiments were also completed on 1 rock sample with scCO2 containing oxygen at concentrations of 0, 1, 5, and 10% to simulate injection of CO2 originating from the oxy-fuel combustion process. Significant differences in the leaching behavior of certain metals were observed when oxygen is present in the CO2. FY12 Final Report for PL10-Mod Separations-PD12: Electrochemically Modulated Separation of Plutonium from Dilute and Concentrated Dissolver Solutions for Analysis by Gamma Spectroscopy

Accurate and timely analysis of plutonium in spent nuclear fuel is critical in nuclear safeguards for detection of both protracted and rapid plutonium diversions. Gamma spectroscopy is a viable method for accurate and timely measurements of plutonium provided that the plutonium is well separated from the interfering fission and activation products present in spent nuclear fuel. Electrochemically modulated separation (EMS) is a method that has been used successfully to isolate picogram amounts of Pu from nitric acid matrices. With EMS, Pu adsorption may be turned “on” and “off” depending on the applied voltage, allowing for collection and stripping of Pu without the addition of chemical reagents. In this work, we have scaled up the EMS process to isolate microgram quantities of Pu from matrices encountered in spent nuclear fuel during reprocessing. Several challenges have been addressed including surface area limitations, radiolysis effects, electrochemical cell performance stability, and chemical interferences. After these challenges were resolved, 6 µg Pu was deposited in the electrochemical cell with approximately an 800-fold reduction of fission and activation product levels from a spent nuclear fuel sample.
