The Tennessee Department of Health and Environment (TDHE) Rules Governing Hazardous Waste Management require that specific ground-water information for interim status units be reported in conjunction with the annual hazardous waste treatment, storage, and disposal report (TN 1200-1-11-.05(6)(e)1 and 2). To be included in the report are, the data from annual/semiannual ground-water sampling, results of statistical analyses, and an evaluation of ground-water surface elevations for units in detection monitoring. Martin Marietta Energy Systems, Inc. manages the K-25 Site in Oak Ridge, Tennessee for the Department of Energy. Two interim status units at K-25 require ground-water monitoring, the K-1407-B and K-1407-C Holding Ponds. Both of these units were surface impoundments that have been drained and the waste sludges removed in response to the November 8, 1988, interim status closure milestone. The K-1407-C Pond was drained in mid-1987 and sludge removal activities were completed in November of 1988. The K-1407-B Pond was drained inOctober 1988, and sludge removal activities were completed in August of 1989. Both units have undergone soil sampling to verify complete sludge removal which would allow them to be ``clean closed`` under interim status regulations. Analytical results of soil samples from K-1407-C Pond are currently being evaluated and soil …

The 1991 Natural Gas Vehicle Challenge: Developing Dedicated Natural Gas Vehicle Technology

An engineering research and design competition to develop and demonstrate dedicated natural gas-powered light-duty trucks, the Natural Gas Vehicle (NGV) Challenge, was held June 6--11, 1191, in Oklahoma. Sponsored by the US Department of Energy (DOE), Energy, Mines, and Resources -- Canada (EMR), the Society of Automative Engineers (SAE), and General Motors Corporation (GM), the competition consisted of rigorous vehicle testing of exhaust emissions, fuel economy, performance parameters, and vehicle design. Using Sierra 2500 pickup trucks donated by GM, 24 teams of college and university engineers from the US and Canada participated in the event. A gasoline-powered control testing as a reference vehicle. This paper discusses the results of the event, summarizes the technologies employed, and makes observations on the state of natural gas vehicle technology.

The 1992 FRDM mass model and unstable nuclei

We discuss the reliability of a recent global nuclear-structure calculation in regions far from {beta} stability. We focus on the results for nuclear masses, but also mention other results obtained in the nuclear-structure calculation, for example ground-state spins. We discuss what should be some minimal requirements of a nuclear mass model and study how the macroscopic-microscopic method and other nuclear mass models fullfil such basic requirements. We study in particular the reliability of nuclear mass models in regions of nuclei that were not considered in the determination of the model parameters.

The 1993 baseline biological studies and proposed monitoring plan for the Device Assembly Facility at the Nevada Test Site

This report contains baseline data and recommendations for future monitoring of plants and animals near the new Device Assembly Facility (DAF) on the Nevada Test Site (NTS). The facility is a large structure designed for safely assembling nuclear weapons. Baseline data was collected in 1993, prior to the scheduled beginning of DAF operations in early 1995. Studies were not performed prior to construction and part of the task of monitoring operational effects will be to distinguish those effects from the extensive disturbance effects resulting from construction. Baseline information on species abundances and distributions was collected on ephemeral and perennial plants, mammals, reptiles, and birds in the desert ecosystems within three kilometers (km) of the DAF. Particular attention was paid to effects of selected disturbances, such as the paved road, sewage pond, and the flood-control dike, associated with the facility. Radiological monitoring of areas surrounding the DAF is not included in this report.

1993 baseline solid waste management system description

Pacific Northwest Laboratory has prepared this report under the direction of Westinghouse Hanford Company. The report provides an integrated description of the system planned for managing Hanford`s solid low-level waste, low-level mixed waste, transuranic waste, and transuranic mixed waste. The primary purpose of this document is to illustrate a collective view of the key functions planned at the Hanford Site to handle existing waste inventories, as well as solid wastes that will be generated in the future. By viewing this system as a whole rather than as individual projects, key facility interactions and requirements are identified and a better understanding of the overall system may be gained. The system is described so as to form a basis for modeling the system at various levels of detail. Model results provide insight into issues such as facility capacity requirements, alternative system operating strategies, and impacts of system changes (ie., startup dates). This description of the planned Hanford solid waste processing system: defines a baseline system configuration; identifies the entering waste streams to be managed within the system; identifies basic system functions and waste flows; and highlights system constraints. 1994 Baseline biological studies for the Device Assembly Facility at the Nevada Test Site

This report describes environmental work performed at the Device Assembly Facility (DAF) in 1994 by the Basic Environmental Monitoring and Compliance Program (BECAMP). The DAF is located near the Mojave-Great Basin desert transition zone 27 km north of Mercury. The area immediately around the DAF building complex is a gentle slope cut by 1 to 3 m deep arroyos, and occupied by transitional vegetation. In 1994, construction activities were largely limited to work inside the perimeter fence. The DAF was still in a preoperational mode in 1994, and no nuclear materials were present. The DAF facilities were being occupied so there was water in the sewage settling pond, and the roads and lights were in use. Sampling activities in 1994 represent the first year in the proposed monitoring scheme. The proposed biological monitoring plan gives detailed experimental protocols. Plant, lizard, tortoise, small mammal, and bird surveys were performed in 1994. The authors briefly outline procedures employed in 1994. Studies performed on each taxon are reviewed separately then summarized in a concluding section.

1995 building energy codes and standards workshops: Summary and documentation

During the spring of 1995, Pacific Northwest National Laboratory (PNNL) conducted four two-day Regional Building Energy Codes and Standards workshops across the US. Workshops were held in Chicago, Denver, Rhode Island, and Atlanta. The workshops were designed to benefit state-level officials including staff of building code commissions, energy offices, public utility commissions, and others involved with adopting/updating, implementing, and enforcing building energy codes in their states. The workshops provided an opportunity for state and other officials to learn more about residential and commercial building energy codes and standards, the role of the US Department of Energy and the Building Standards and Guidelines Program at Pacific Northwest National Laboratory, Home Energy Rating Systems (HERS), Energy Efficient Mortgages (EEM), training issues, and other topics related to the development, adoption, implementation, and enforcement of building energy codes. Participants heard success stories, got tips on enforcement training, and received technical support materials. In addition to receiving information on the above topics, workshop participants had an opportunity to provide input on code adoption issues, building industry training issues, building design issues, and exemplary programs across the US. This paper documents the workshop planning, findings, and follow-up processes.

1995 project of the year Hanford Environmental compliance project nomination

The completion of the Hanford Environmental Compliance (HEC) Project in December 1995 brought to a successful close a long line of major contributions to environmental cleanup. Not since the early days of the Hanford Site during and shortly after World War 11 had such a large group of diverse construction activities, with a common goal, been performed at Hanford. Key to this success was the unique combination of 14 subprojects under the HEC Project which afforded the flexibility to address evolving subproject requirements. This strategy resulted in the accomplishment of the HEC Project stakeholders` objectives on an aggressive schedule, at a $33 million cost savings to the customer. The primary objectives of the HEC Project were to upgrade selected Hanford Site facilities and systems to bring them into compliance with current environmental standards and regulations. The HEC Project contributed significantly towards the Hanford site compliance with Clean Water Act, Resource Conservation and Recovery Act (RCRA) and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) requirements. It provided, in part, those construction activities required to comply with those requirements in the areas of liquid and solid waste treatment and disposal, waste characterization, and groundwater monitoring.

The main goal of the Central New Mexico Section this year was to increase attendance at the local meetings. Throughout the course of the year attendance at the meeting more than doubled. This was brought on by several factors: having the meeting spread throughout the section (Albuquerque, Santa Fe, Las Vegas, Socorro, Los Alamos); supplementing the ACS National Tour speakers with interesting local sections speakers; and making full use of the newly formed Public Relations Committee. Activities during 1996 are summarized.

1997 annual ground control operating plan for the Waste Isolation Pilot Plant

This plan presents background information and a working guide to assist Mine Operations and Engineering in developing strategies for addressing ground control issues at the Waste Isolation Pilot Plant (WIPP). With the anticipated receipt of waste in late 1997, this document provides additional detail to Panel 1 activities and options. The plan also serves as a foundation document for development and revision of the annual long-term ground control plan. Section 2.0 documents the current status of all underground excavations with respect to location, geology, geometry, age, ground support, operational use, projected life, and physical conditions. Section 3.0 presents the methods used to evaluate ground conditions, including visual observations of the roof, ribs, and floor, inspection of observation holes, and review of instrumentation data. Section 4.0 lists several ground support options and specific applications of each. Section 5.0 discusses remedial ground control measures that have been implemented to date. Section 6.0 presents projections and recommendations for ground control actions based on the information in Sections 2.0 through 5.0 of this plan and on a rating of the critical nature of each specific area. 1997 project of the year, PUREX deactivation project

At the end of 1992, the PUREX and UO{sub 3} plants were deemed no longer necessary for the defense needs of the United States. Although no longer necessary, they were very costly to maintain in their post-operation state. The DOE embarked on a deactivation strategy for these plants to reduce the costs of providing continuous surveillance of the facilities and their hazards. Deactivation of the PUREX and UO{sub 3} plants was estimated to take 5 years and cost $222.5 million and result in an annual surveillance and maintenance cost of $2 million. Deactivation of the PUREX/UO{sub 3} plants officially began on October 1, 1993. The deactivation was 15 months ahead of the original schedule and $75 million under the original cost estimate. The annual cost of surveillance and maintenance of the plants was reduced to less than $1 million.

1999 Gordon Research Conference on Mammalian DNA Repair. Final Progress Report

This Conference will examine DNA repair as the key component in genomic surveillance that is so crucial to the overall integrity and function of mammalian cells. Recent discoveries have catapulted the field of DNA repair into a pivotal position for fundamental investigations into oncology, aging, environmental health, and developmental biology. We hope to highlight the most promising and exciting avenues of research in robust discussions at this conference. This Mammalian DNA Repair Gordon Conference differs from the past conferences in this series, in which the programs were broader in scope, with respect to topics and biological systems covered. A conference sponsored by the Genetics Society in April 1998 emphasized recombinational mechanisms for double-strand break repair and the role of mismatch repair deficiency in colorectal cancer. These topics will therefore receive somewhat less emphasis in the upcoming Conference. In view of the recent mechanistic advances in mammalian DNA repair, an upcoming comprehensive DNA repair meeting next autumn at Hilton Head; and the limited enrollment for Gordon Conferences we have decided to focus session-by-session on particular areas of controversy and/or new developments specifically in mammalian systems. 1B HEAT EXCHANGER LEAK TEST. CORE I, SEED 1. Test Results

Descriptions are given of various procedures used in determining leaks in the tubes of the 1B heat exchanger. Air pressurization tests determined leakage and leak rate of nine tubes. The leak-location-detector-probe method was found promising for locating defects along the length of the tube. Results of the probalog, dye-penetrant, and ultrasonic tests proved inconclusive in determining leak locations. (B.O.G.)

The Academy of Natural Sciences of Philadelphia has been conducting biological and water quality studies of the Savannah River since 1951. These studies are designed to assess potential effects of Savannah River Site (SRS) contaminants and warm-water discharges on the general health of the river and its tributaries. The study design includes multiple biological groups spanning a broad range of ecological roles, both because no single group is the best indicator of every component of water quality and because there is wide-spread agreement that protecting the entire system is important.

The 2000 U. S. Department of Energy (DOE) Environmental Management (EM) Waste and Materials Disposition “Transportation Challenges” report is provided as an update to or status report on the transportation “barriers” analysis conducted in October 1999 and published in November 1999 as the National Transportation Program (NTP) Transportation Challenges “Problems Tied to Disposition Pathways.” Much of the programmatic information concerning the “barriers” or, more accurately, “issues,” has not changed since the first publication; however, efforts to resolve the issues have progressed to varying degrees over the last year. This report provides a current status of efforts to eliminate or mitigate the issues, and includes new issues identified since the original analyses were conducted. Resolving these issues will increase the probability of successful waste and materials disposition and decrease the likelihood of delays due to inadequate transportation resources or infrastructure. The issues addressed in this report generally affect more than one site and more than one waste or material stream.
